    SL to renegotiate oil tanks deal with India

    The Government will re-negotiate with India the agreement signed in 2002 with the hope of reacquiring at least 50 tanks for use by Sri Lanka, Petroleum Resources Development Minister Chandima Weerakkody said.

    Outlining his Ministry’s 2017 programme he said the refurbishment and upgrading of the Sapugaskanda Oil Refinery (SOR) will be launched this year at a cost between US$1.8 billion and US$2 billion. The minister said on the completion the SOR will increase its output to 100,000 barrels a day from less than 50,000 BPD at present and help reduce the annual oil import bill by cutting down on the import of refined petroleum products.


    He told a media conference that the ministry has retained Ernest and Young Ltd., to prepare a Business Plan’ for the tank farm and will also speak to all stakeholders on the matter.

    The tank farm in Trincomalee, built by the British during World War II, was leased to Lanka IOC in 2002 as part of a privatization deal, by the then UNP government, giving the Indians a presence in the port.

    The Ceylon Petroleum Corporation (CPC) had attempted to refurbish 30 tanks with the help of Lanka IOC but the project did not come off.

    The minister said three oil tanks each will be set up in Trincomalee and Hambantota to store petroleum products to prevent any shortage in the two future mega industrial zones.

    Commenting on the ongoing drought the minister said his Ministry would provide all assistance to the Power and Renewable Energy Ministry for an uniterrupted power supply.

    Year 2016 was extremely successful with the CPC recording a profit of Rs.85 billion, Petroleum Research Development Secretariat (PRDS) US$369 million and the Ceylon Petroleum Storage Terminals Ltd. (CPSTL) Rs.2.7 billion.

    Meanwhile, the minister said the unity government would continue in office until 2020, whatever the joint opposition, SLPP and Mahinda Rajapaksa loyalists said because it was strong enough to withstand any kind of political challenges coming its way. (Sandun A Jayasekera)

    Jan 03, Colombo: Sri Lanka's Prime Minister Ranil Wickremesinghe ceremonially opened the MAS Fabric Park, the newest production facility of MAS Holdings, today in Giriulla.

    The total investment of this project is USD 28 million (Rs. 4.2 billion) and a USD 75 million export revenue per annum is expected from this new factory. It is expected to create 3000 new job opportunities.

    MAS Holdings set up the factory at a site that has been closed for more than 13 years following the closure of Kabul Lanka factory.

    ඉඩම් කොල්ලකෑම් සම්බන්ධයෙන් ද මෙම ඇමැතිවරයාට සහ ඔහුගේ සොහොයුරාට එරෙහිව චෝදනා එල්ලවී තිබේ.

    New water treatment plant at Kadana, Horana to be opened on 5 January 2017

    Initiative symbolises Japan’s continuous support for expansions of the Greater Colombo Water Supply System

    Prime Minister Ranil Wickremesinghe will ceremonially open the Water Treatment Plant at Kadana, Horana constructed under Kalu Ganga Water Supply Project Phase 1 Stage II on 5 January 2017 in the presence of Koji Yagi on behalf of the Ambassador of Japan in Sri Lanka.


    Minister of City Planning and Water Supply Rauff Hakeem, State Minister of City Planning and Water Supply Dr. Sudarshini Fernandopulle, Deputy Minister of Internal Affairs and Wayaba Development and Cultural Affairs Palitha Kumara Thewarapperuma, Deputy Minister of Power and Renewable Energy Ajith P. Perera, Members of Parliament in the area, Chief Representative of JICA Kiyoshi Amada, and senior officials of the line Ministry and NWSDB will grace this occasion.

    JICA provided concessionary yen loan of 8,388 million (approximately Rs. 10,000 million) for implementation of Kalu Ganga Water Supply Project Phase I Stage II. The project includes the construction of a water treatment plant at Kandana, Horana having a capacity of 60,000 m3/day, laying of large diameter water transmission pipe lines, construction of water towers at Kesbewa, Jamburaliya, Kumbuka, and Welmilla. The laying of pipelines for distribution systems in Kesbewa east/west, Jamburaliya, Piliyandala, Miriswatta, Koralaima, Gonapola, and Kumbuka areas. Rehabilitation of 51 km of distribution system in the southern part of the Colombo 1 area, namely Pettah, Hultsdorf and parts of Kotahena and Maradana, and transmission and distribution improvement in Panadura and Kiriberiya. Around 300,000 of people living in the above areas will benefit from the project.

    Greater Colombo water supply system depended on a few water sources in the past and JICA extended support for development of Kalu Ganga as an alternative water source. JICA completed its Stage I project in 2006, having a capacity 60,000 m3/d water treatment plant. With the opening of a new water treatment plant, the water treatment capacity will be increased up to 120,000m3/d.

    JICA is also discussing with the GOSL the possibility of extending assistance for Kalu Ganga Water Supply Expansion Project that further expands Kalu Ganga by constructing another water treatment plant with a capacity of 140,000m3/d for catering to the increasing water demands in the southern part of Greater Colombo and parts of Kalutara Districts.

JICA, the world biggest bilateral aid agency, works in over 150 countries and regions.     The Government yesterday handed over the former Kabool Lace Giriulla facility, which was shut down for 12 years, to proven apparel giant MAS Holdings to boost jobs and exports.

    MAS Holdings Chairman Mahesh Amalean said they expected to invest over $ 28 million in export-oriented projects in the facility, creating over 3,000 direct jobs within the first three years of operations and export revenue of around $ 65-$ 70 million.

    He said that the company had already commenced refurbishment and reinstalling machinery to commence operations by next year.

    Being the second-largest supplier to leading sportswear company Nike, MAS Holdings is capitalising on its opportunity to double its capacity as Nike plans to increase its revenue from $ 30 billion to $ 50 billion by 2020.

    Amalean pledged that MAS Holdings would continue to be confident over Sri Lanka’s international competitiveness especially in manufacturing.

    “We believe there is a lot of potential to expand in the manufacturing sector in Sri Lanka with specific reference to exports,” he added.

    The Giriulla facility will become the second privately-owned industrial park in the country following the MAS Fabric Park in Thulhiriya which houses over 8,200 employees and generates more than $ 150 million.

    Given Giriulla facility’s strategic location and close proximity to the Thulhiriya and Pannala factories of MAS, Amalean emphasised that it was the ideal opportunity for their expansion plans.

    He added that during the past five years MAS had increased its export revenue from $ 800 million to $ 1.6 billion for Sri Lanka.

    Prime Minister Ranil Wickremesinghe assured that Sri Lanka would receive GSP+ concessions in the near future, which would provide more opportunities for companies of this magnitude to increase employment and improve the livelihood of the general public in the area.

    He said that after regaining the GSP+ facility, MAS would be able to provide around 5,000 employment opportunities in the Giriulla facility.

    Noting that Bangladesh had grown its economy considerably over the past 10 years through the development of the apparel sector, the premier said Sri Lanka needed more industrial parks to facilitate private sector companies that would generate much needed foreign exchange for the country.

    “Bangladesh increased its apparel export earnings from $ 5.2 billion in 2006 to $ 26.6 billion in 2016, recording a fivefold increase. However, as Sri Lanka has failed to maintain GSP+ the country’s apparel sector has lagged behind,” he noted.

    The Prime Minister also said that the trade agreements with China, Singapore and India would facilitate more opportunities for export-oriented companies.

    The premier emphasised that the Unity Government expected to eradicate unemployment and increase income by 2020 and therefore took steps last year to reduce the debt burden in order to establish a stable economy.

    “We need to generate higher income, better education and accelerated growth in Sri Lanka,” Wickremesinghe stressed.

    He added that the North Western Province will be developed as an industrial zone with sizable investments in the years to come.

    The project facilitated by the Board of Investment (BOI) exemplifies a successful private-public partnership which contributes significantly to the economy of Sri Lanka.

    The park will replicate the service offering and environmentally sustainable features of the MAS Fabric Park in Thulhiriya, including uninterrupted power supply, water treatment and supply, a SLAB accredited laboratory for water quality testing and engineering services.

    MAS at present employees 86,000 people in 15 countries and of that 70,000 are employed in Sri Lanka in 38 manufacturing locations including 2,200 people in Kilinochchi.
