    Environmental approvals

    • Under the original agreement, the responsibility for undertaking and financing all environmental approvals for the project was the responsibility of the SLPA. There were shortcomings in the environmental approvals obtained by the former administration of the SLPA.

    • A comprehensive new supplementary environmental impact assessment was carried out by the Ministry of Megapolis in 2015 to address such shortcomings with the cooperation and funding extended by the project company.

    New environmental conditions

    • Under the original environmental impact assessment study carried out in 2011, 42 conditions were imposed by the Department of Coast Conservation in its development permit.

    • Under the new supplementary environmental impact assessment carried out by the Ministry of Megapolis for 269 hectares of reclaimed land and made available for public comments in December 2015, the new development permit issued by the Department of Coast Conservation includes 70 conditions to mitigate the impact on the environment.

    The permit granted by the Coast Conservation and Coastal Resource Management Department (CC&CRMD) to the developers of Colombo Port City is highly conditional with more than 70 environmental stipulations attached to it.

    The permit provides a valuable insight into a multitude of environmental issues that will arise as a result of the project. It recommends measures to minimise and mitigate — not alleviate — these consequences. It remains to be seen whether an effective monitoring system will be put in place to ensure that all the provisos are met.

    Compensation claims

    Sri Lanka’s Port City developer withdraws compensation claims

    Aug 02, 2016 (LBO) – Sri Lanka’s port city developer CHEC Port City Colombo, who is handling the project for the Chinese investor, China Communications Construction, has agreed to withdraw all compensation claims for losses incurred due to the suspension of the project.

    SLT gets the go to construct Tier 3 internet data center in Pitipana

    As Sri Lanka Telecom (SLT) was aiming towards instigating the construction of a new state-of-the-art Internet Data Center that would enhance the provision of a secure and reliable data hosting facility to Sri Lanka, the Uptime Institute had recently awarded SLT with the design certification required to carry through the initiative. Having received the go-ahead from global data centre regulating body, SLT is set to construct a large scale state of the art and energy efficient Data Center with world renowned Uptime Tier 3 Certification.

    SLT will also strategize the inclusion of a Gold Rated Green building certification (Gold Rating) which has been planned to be obtained from the Green Building Council of Sri Lanka. The world recognized Tier 3 and green building certifications stand towards the regulation of contributing to reduce the carbon footprint alongside the role of providing the best services to all customers.

    SLT hopes to inculcate tactical development to the location of Pitipana, Homagama and the surrounding areas in terms of attracting new business opportunities in Business Continuity and recovery areas. The new Internet Data Center (iDC) in Pitipana will be constructed as a 3 storied building spaning an area of 5800 sqm and will be located 24 kms away from the SLT HQ Data Center. The iDC can also be reached in 8.4 km once leaving the nearest expressway exit.

    Business establishments will therefore, benefit from cost effective measures that would also enable them to outsource ICT functions with SLT’s Internet Data Centre and stray past in-house data management. The iDC will also provide competent grounds for the requirements of Enterprise Customers Disaster Recovery (DR). A good expanse of the the service facility will allocate 500 racks with a power density of 5 kW per rack. Companies can now gradually embrace the opportunity of outsourcing to the cloud and become part of the blueprint of the new iDC.

    The iDC will therefore assist in drawing down global business opportunity to the country at the same time as providing a secure and consistent data hosting facilities in alliance with the Government Cloud. Anyone who reside or operate from the city limits of Colombo can easily access the new iDC, which will be about 32 kms away. Arriving directly from the Bandaranaike International Airport, tourists or business travelers can reach the iDC via the expressway in as little as 45 minutes.

    With Sri Lanka on the pathway of achieving a status as a global information hub, SLT plays a major role in stepping up the objective of developing digital infrastructure facilities in Sri Lanka. SLT has also recognized the significance of increasing the capacity of Data Centres in Sri Lanka in the near future if the country is to service a diversified level of demand in the market. This specific entity is being deemed as a vital milestone that has to be achieved within this influential project.

    Commenting on the upcoming iDC development, Sri Lanka Telecom Group CEO, Mr. Dileepa Wijesundera said, " This will spell a revolutionized approach in Sri Lanka’s next step into digitalization and e-Transformational progression. It is vital to note that Sri Lanka is one of the main countries in the region to have embraced this swift approach into the internet-of-things. The government has recognized the need and significance of progressing further and placing the country high up in the region as a major digital hub. At SLT, this establishment drives towards the cloud strategic vision of evolving from the basis of connectivity to the phase of service orientation"

    Mr. Dileepa Wijesundera also emphasized on Sri Lanka’s stance in upgrading its digital landscape through the concept of e-Transformation which would not only support large businesses to progress but small and medium sectors (SMEs) as well. This revolution in the provision of services would also pose as an advantage for BPOs and KPOs that specialize in the communications and services sector in both, the Private and Public sectors alike.

    Southern Expressway sinks into political hole

    Closing up will cost 386 million

    Work on the fourth stage of the construction of the Southern Expressway has hit a major snag due to a massive 100-foot crater spreading over two acres of land is blocking the road trace earmarked for the project.

    According to engineers, the crater is part of a rock quarry operated by an individual with political backing. The feasibility reports were already completed for the said location under the Southern Expressway extension project. It is estimated that closing up of of the 100-foot deep crater would cost the Road Development Authority an additional whopping Rs 386 million.

    The RDA was faced with this predicament when work commenced on the fourth stage of the Southern Expressway that would link the Mattala Airport and the Southern Expressway. On January 19, 2016, the work on the fourth stage of the Southern Expressway was handed over to contractors.

    The RDA on examining other alternative options to overcome this problem has calculated that if a bridge was to be built over the crater located in the Andarawewa Forest Reserve which is under the purview of the Mahaweli Development Authority, the additional cost will be Rs 630 million.

    While drafting the feasibility report in 2013 engineers recommended that part of the rock that extended from Andarawewa area to the eight and half mile post of the Expressway be removed and the road be laid over it.

    Notwithstanding, the macro-plans of the RDA, the Mahaweli Development Authority had made arrangements to lease the land area in question to the brother of a politician, for quarrying. The permit for quarry activity was granted by the Mahaweli Development Authority and Geological Survey and Mines Bureau with a blatant disregard for Expressway plans. Despite repeated directives issued by the RDA to halt operations, quarry operations had not ceased.

    Investigations revealed that the individual who obtained the land from the Mahaweli Development Authority had paid only Rs 300,000, as lease rental.

    SrLankan Airlines expects fuel savings from AirbusA320NEO aircraft

    ECONOMYNEXT - State-run SriLankan Airlines took delivery of the first of six Airbus A320 variants which will be deployed on short haul routes, which will cut fuel usage and raise service standards on short haul routes, officials said.

    SriLankan Airlines Chief executive Suren Ratwatte said six A320 variants will arrive in the next 15 to 18 months.

    The airline had ordered two A320NEOs, which can carry about 150 passengers and four A321 aircraft.

    Technical manager Dinnaga Padmaperuma said the A320NEO (New Engine Option) will cut fuel use by an estimated 13 to 15 percent.

    SriLankan has 25 aircraft in its fleet with the new delivery but two airbuses will be returned to lessors shortly.

    Sri Lanka Megapolis light rail feasiblity starts, EOIs by year-end

    ECONOMYNEXT – A feasibility study on building a Light Rail Transit (LRT) system in the Sri Lankan capital Colombo starts today with expressions of interest and request for proposals to be called by year-end, an official said.

    An LRT system was needed to cater to anticipated transport demand in the planned Western Province Megapolis region, covering Colombo and its suburbs, said Dimantha De Silva, Senior Lecturer at the University of Moratuwa and a Megapolis transport planner.

    Japan will provide a US$1.25 billion soft loan to fund the LRT “subject to the feasibilty study which is being kicked off (Tuesday),” De Silva told a forum organised by the French embassy in collaboration with the French Agency for Development.

    "We need to provide a sustainable solution for transport for the next 20 years, not for five years,” he said. “We cannot build it and take it out. By 2035, our forecast is 30,000 passengers per hour per direction in some transport corridors in the Colombo Metropolitan Region (CMR)."

    The LRT project will initially consist of two lines of 25 km connecting Colombo with the Malabe suburb, a road corridor now the most congested in the CMR.

    LRT was proposed as it has a capacity of 30,000 passengers per hour per direction and covers the distance in 25 minutes as opposed to one and a half hours by road today and would not conflict with other modes of transport, De Silva said.

    "If you take out 10% of cars that road space will be filled up because there’s always latent demand which is not coming now because of congestion."

    Planners have forecast that by 2035 the number of passengers in the main transport corridors with the CMR would rise from 1.9 million to 4.5 million.

    The government also decided to go with LRT because of the need to have a transport network and not a point-to-point system as was the case with monorail.

    The LRT wil be a public-private partnership and will have five more lines which will be ready to be advertised in parallel with the Japan International Co-operation Agency feasibility study to be done in seven months.

    "The EOI and RFP will go by end-2017," De Silva said.

    The Megapolis transport team had spent recent months in preparatory work, De Silva told the forum which brought together French and Sri Lankan experts in urban development management, transport technologies and planning.

    “We need to have a plan first to work with and an institutional structure had to be formed,” De Silva said. “The transport plan team for the Western Province Megapolis project was only formed in January. A lot of work was done getting ready to implement the plan.”
