Mahindra setting up a vehicle assembly plant in Sri Lanka
In an ambitious endeavour to expand its business footprint internationally, Mahindra & Mahindra Ltd will soon set up a vehicle assembly plant in Sri Lanka.
This is the first time that a genuine automobile manufacture plans to enter the vehicle assembly arena in the country after over seven years of doing business, Nalin Welgama, Chairman, Ideal Motors Ltd told Business Times.
India’s US$17.8 billion Mahindra Group Company would assemble vehicles from complete knock down (CKD) kits with 30 per cent value addition of local components along with Sri Lankan manpower to meet high demand, he revealed.
Preliminary arrangements were made to set up the plant in the country in 2011 and almost all the ground work has been finalised, he confirmed adding that Mahindra Group Managing Director Anand Mahindra is very keen to go ahead with the project.
He noted that in fact Mr. Mahindra told him that his aim is to assist Sri Lanka to become a South Asia distribution hub for their vehicles.
The company is looking at assembling the all new compact Mahindra SUV, the KUV 100 initially, he said, adding that the aim is to offer a good quality car for a reasonable price for first-time car buyers and youth.
The Mahindra KUV 100 is offered in Sri Lanka with 1200 cc mFalcon engine: a 1.2-litre G80 petrol unit that produces 82 bhp and 115 Nm of torque.
This engine has a 5-speed manual transmission. ARAI-rated fuel economy figure for the petrol KUV100 is 18.15 km/l .
Ideal Motors is now working to get necessary approvals from the Finance Ministry and the Board of Investment to set up the vehicle assembly plant in a two acre block of land in the Colombo suburbs like Horana, Mr. Welgama disclosed.
This plant would produce vehicles not only for Sri Lanka, but also for markets in Pakistan and Bangladesh, effectively becoming a South Asia distribution hub, he said pointing out that initially it will fulfill local demand.
Sri Lanka is one of the top three overseas markets from 90 countries for Mahindra which has many assembly plants in Africa and other regions.
Mahindra & Mahindra has over 50,000 vehicles on the roads of Sri Lanka, he reiterated, revealing that the decision to set up a vehicle assembly plant was taken due to the changing vehicle import tax structure.

With the rapid growth in demand for Electric Vehicles (EV) in the country, Micro Cars will be venturing into assembling the very, first EV in Sri Lanka with BAIC’s latest Electric Vehicle EC180 EV

SriLankan’s new fleet order out of compulsion, not necessity

SriLankan Airlines this week began taking delivery of the first of six A320neo aircraft, an investment decision made by former airline executives though such a decision is not recorded in any of the annual reports of the airline during the Mahinda Rajapaksa-led government.
SriLankan Airlines CEO Suren Ratwatte confirmed on Friday that the airline was compelled to take delivery of these aircraft due to the former management’s decisions.
He noted that these initial orders were signed in 2013/14 at high prices but since the airline had already cancelled its planned orders for four long haul aircraft they were compelled to take on these new aircraft that are part of the Airbus neo family.
According to the airline’s 2013/14 annual report, “Our plan envisages the replacement of the A340-300s and the A330-200s commencing in 2014, with 6 A330-300s and 7 A350-900s respectively. We are also progressively evaluating our future narrow-body aircraft fleet, with a possibility to increase the overall fleet size.”
Mr. Ratwatte insisted that, “we should not be taking any new aircraft at all”, but added that they had “no choice” but to accept it.
According to the latest 2015/16 annual report, the rental cost on all leased aircraft was Rs.20,129.91 million, up by 23.4 per cent from the previous accounting year.
The total of six aircraft, he explained “is priced dear for our revenues” and the order book goes until mid next year.
Mr. Ratwatte noted that the airline’s present management had already been engaged in cancelling four of A350-900 aircraft that were also pre-ordered and stated that they could not be involved in getting anymore cancellations on the new aircraft as well. As a result the airline has been compelled to take delivery of the neo aircraft.
The new A320neo and the A321neo aircraft the first of which was delivered last month represent an increase in capacity and which are configured for 150 passengers in a two-class cabin layout with 12 business class seats and 138 economy class seats.
The aircraft in addition to the others that would be delivered over the course of this year will ensure that SriLankan Airlines could increase its frequencies to Delhi, Mumbai, Kuala Lumpur and Bangkok in addition to a few new destinations to be announced soon, Mr. Ratwatte said.
The airline will see the addition of two A320neo and four A321 neo aircraft joining the fleet in a little over a year. The second A320neo will arrive in April 2017 followed by the first and second A321neo aircraft in the second quarter. The third A321neo is to arrive before the end of 2017, with the fourth A321neo due in the first quarter of 2018.
SriLankan Airlines had taken delivery of seven A330 – 300 aircraft in January last year replacing their A340-300 aircraft after a period of 21 years also based on a previous order.

Ruwanpura Expressway may go to China, but major questions persist

The Highways Ministry has sought Cabinet approval to hire consultants for Ruwanpura expressway’s Section 1 which is expected to be awarded on a single proposal — without competitive bidding — to a Chinese firm.
The company identified for the 26.3 km stretch from Kahathuduwa to Ingiriya is China National Technical Import and Export Corporation (CNTIC). The Cabinet paper dated February 20, 2017, was presented by Highways Minister Lakshman Kiriella. It sought approval to set up a Cabinet Appointed Consultancy Procurement Committee (CACPC) to select and employ a consultant for Ruwanpura Section I.
It also wanted permission for the Treasury, the Highways Ministry and the Road Development Authority “to take necessary action to obtain the required financing for the implementation of the consultancy contracts from a local bank/Exim Bank of China subject to taking note of observations of the Ministry of Finance in this regard and pursuing actions accordingly”.
The same Cabinet paper identifies three other Chinese companies for the remaining sections. They are China National Aero-Technology International Engineering Corporation (CATIC-ENG) for Section II from Ingiriya to Kahangama; Hunan Construction Engineering Group Corporation (HCEGC) for Section III from Kahangama to Dela; and China Harbour Engineering Company Ltd (CHEC) for Section IV from Dela to Pelmadulla.
The move to award all four sections of the Ruwanpura expressway from Kahathuduwa to Pelmadulla on single bids to pre-selected Chinese companies was first approved by Cabinet as early as August 2016. But it was subsequently decided to go ahead only with Section I with a Chinese loan.
“Please note that ERD would be able to arrange concessional funding only for the first section of the Ruwanpura Expressway Project at the initial stage,” says a letter from R M P Rathnayake, Director General of the Ministry of Finance’s External Resources Department (ERD), to the Highways Ministry Secretary. “Accordingly, the implementation of the other sections needs to be sequenced based on the availability of funding, progress of land acquisition and the project readiness.”
The Government recently said that, due to lack of funds, it would implement mega road projects solely on the basis of Public-Private Partnerships (PPPs) or Build-Operate-Transfer (BOT) projects. It was not immediately clear whether this would affect Stage I of the Ruwanpura Expressway; and whether the Highways Ministry has altogether shelved plans to secure funding from the Exim Bank of China for the remaining sections.
Project officials said they were uncertain of the current status of Section I. “The preliminary work is being done,” one said. “But how we proceed with the contract is not sure. At the same time, we have not taken a firm decision to alter the basis of the project from single proposal to BOT. But this could change, considering the current situation.”
Land acquisition on the Kahathuduwa to Ingiriya stretch has been expedited. Properties are being identified, boundaries have been marked and notices will soon be published under the Land Acquisition Act. The source said they would expand this to other areas later. However, the agreement between the RDA and CNTIC is yet to be signed. The relevant documents are currently being prepared by the project committee to be handed over to a Cabinet-Appointed Negotiating Committee.
Highways Ministry Secretary D C Dissanayake said “around 99 percent” of the feasibility study had been done by a local company. He could not immediately say whether the Central Environmental Authority had approved an Environmental Impact Assessment (EIA).
The Highways Ministry is proceeding with plans for the Ruwanpura Expressway amidst serious concerns regarding its feasibility and environmental impact. “As far as I know, there is no design, no completed feasibility study, no approval by the National Physical Planning Department, no approved EIA, no modelling, and nothing done,” said one senior official, requesting anonymity.
The National Physical Plan (NPP), first prepared in 2007, is now being updated by the Department of National Physical Planning. This policy document lists out possible development activities in relation to the available land — whether or not there are buildings thereon — with the objective of securing proper infrastructure, amenities and conveniences while conserving the natural and built environment.
“The plan does not indicate an expressway to Ratnapura,” a road expert said, also asking not to be named. “Maybe the priorities have changed later on. But even so, you have to take into account how this project came into being and its justification.”
Alarmingly, the NPP identifies a fragile area which Ratnapura, the Central Province, some parts of Moneragala and some parts of Kegalle. “This is critical because the central fragile area is catchment for many water bodies, so it shall not be disturbed as water is a crucial element of sustainable development,” he warned. “If we disturb that, we will have to import water like petroleum.”
A key concern is that, in building an expressway, many other lands will be exposed for development. Construction Section I from Kahathuduwa to Ingiriya will not pose too many issues because these were low highlands without sensitive areas. But beyond Ingiriya were sensitive areas like Kiriella, Ratnapura, Kuruwita and Balangoda. “You will create a channel for sensitive areas to be exposed to vulnerability,” the expert said.
If it was connectivity the Government wanted, there is a proposal in the NPP for a railway line, he continued. “It is less damaging to the environment and connects specific towns and locations,” he said. “The Railway Department also has a proposal in its National Development Plan to connect Kelani Valley to Hambantota.”
Even if the Government were to go ahead with building the Ruwanpura Expressway, the measures necessary to mitigate disasters such as landslides and flooding would be so costly that the economic viability of the road would be negated. “You will spend lot of money to prevent all these disasters and achieve nothing in the end,” he said.

Sri Lanka links up with Surbana Jurong to become consultancy powerhouse

Sri Lanka is taking a major stride towards providing one-stop consultancy solutions across the entire value chain of urbanisation, industrialisation and infrastructure domains joining hands with a large Singapore based consulting firm, Surbana Jurong Pvt Ltd (SJ).
The Board of Investment of Sri Lanka (BOI) has signed an MOU with Surbana Jurong to set up a technical consultancy services joint venture opening employment avenues for local engineering, architecture and technical professionals both here and overseas, BOI Chairman Upul Jayasuriya PC announced at a media conference in Colombo on Friday. This company will provide professional services, such as feasibility studies, project management and project implementation for urbanisation and infrastructure projects in Sri Lanka and overseas, he revealed.
The joint initiative will take up both domestic and overseas consultancy work, giving Sri Lankan professionals the opportunities to develop cutting edge management tools in urban redevelopment and implementation of infrastructure projects.

Sri Lanka is taking a major stride towards providing one-stop consultancy solutions across the entire value chain of urbanisation, industrialisation and infrastructure domains joining hands with a large Singapore based consulting firm, Surbana Jurong Pvt Ltd (SJ).
The Board of Investment of Sri Lanka (BOI) has signed an MOU with Surbana Jurong to set up a technical consultancy services joint venture opening employment avenues for local engineering, architecture and technical professionals both here and overseas, BOI Chairman Upul Jayasuriya PC announced at a media conference in Colombo on Friday. This company will provide professional services, such as feasibility studies, project management and project implementation for urbanisation and infrastructure projects in Sri Lanka and overseas, he revealed.
The joint initiative will take up both domestic and overseas consultancy work, giving Sri Lankan professionals the opportunities to develop cutting edge management tools in urban redevelopment and implementation of infrastructure projects.

Micro Cars-BAIC JV to assemble electric cars

Sri Lanka’s Micro Cars plans to assemble electric vehicles (EVs) under licence from China’s Beijing Automobile International Corporation (BAIC).
With the rapid growth in demand for Electric Vehicles (EV) in the country, Micro Cars will be venturing into assembling the very, first EV in Sri Lanka with BAIC’s latest Electric Vehicle EC180 EV
“We are now hoping to assemble this car in Sri Lanka as we see a demand for this segment,” said Dr. Lawrence Perera, Chairman of Micro Holdings. Dr. Perera aims to embrace the Sri Lankan industry with a unique and a personalised experience with innovative products with an attractive price tag.
Launched in December 2016 EC 180 EV in already on the streets of China since January 2017. Simultaneously EC 180 EV was unveiled at the Ceylon Motor Show recently along with the X25 and D20 Sedan.
EC 180 EV will be equipped with a “Ternary Lithium Battery” that has a capacity of 20.3 kWh, the ability to go on slow charge and also comes with a charging kit and charger unit. On a full charge the car could run up to 156 kilometers,which is in par with the latest EVs available in the island.

Apparels no longer viable export industry, time is ripe for the production of electronic items - PM

Sri Lanka cannot depend on apparel exports any-more and the time is ripe for the production of electronic items such as mobile phone accessories and even parts for robotic machines, Prime Minister Ranil Wickremesinghe said yesterday.
Mr. Wickremesinghe made this remark at a ceremony to mark the 150th anniversary of St Mary’s College, Kegalle yesterday.
“We asked the University of Harvard to carry out a study on Sri Lanka’s economy. The university in turn informed us that Sri Lanka should not rely on importing apparels any more. This is a correct assessment as Sri Lanka cannot compete with countries such as Bangladesh, where the wages are lower. Therefore we need to concentrate on new export items such as electronics. We can even start manufacturing parts for mobile phones or robotic machines," the Prime Minister said.
He said there was a lot of potential for the manufacturing of robotics as china has decided to use around 4000 robotic machines for production. ‘There is potential for producing parts of electronic and other modern equipment. Parts of electronic and electrical goods and other modern equipment which are needed by Japan are manufactured in countries such as Thailand today," he said citing an example.
He also said technology would be introduced in schools soon.
Meanwhile, Minster of Education Akila Viraj Kariyawasam announced that the government would have to assist schools on a priority basis though many schools have asked for financial assistance. “As many as 30 ministers and MPs come to me during public days asking for assistance for schools around the country but I will have to assist them on a priority basis" he said.
Chief Minister Sabaragamuwa Maheepala Herath said government should assist schools such as St Mary's College and thanked the Prime Minister for assisting this school.

කටුනායක සංවර්ධනයෙන් පසු වාසි රැසක්
වසර 30 ක කාලයකට පසු ප්රතිසංවර්ධනය කෙරෙන කටුනායක බණ්ඩාරනායක ජාත්යන්තර ගුවන් තොටුපළ ධාවන පථයේ ඉදිකරීම් ආස්තරණ කටයුතු 75% කින් නිමවී ඇති බව ගුවන් තොටුපළ හා ගුවන් සේවා සමාගම අවධාරණය කරනවා.
මෙම තොරතුරු අනාවරණය වුයේ අද (06) පෙරවරුවේ ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා ධාවන පථයේ ඉදිරිකිරීම් ආස්තරණ කටයුතු නිරීක්ෂණය කිරීම සඳහා එහි ගිය අවස්ථාවේදීයි.
වර්ෂ 1987 දී නිම කොට 2017 වර්ෂය දක්වා වු වසර 30 ක කාලයක් තුළ මෙම ධාවන පථයේ ලක්ෂ 09 කට ආසන්න ගුවන් මෙහෙයුම් කටයුතු (ගොඩබැස්සවීම් හා පිටවයාම්) සිදු කර තිබෙනවා. සාමාන්යයෙන් ජාත්යන්තර ගුවන් සේවා ප්රමිතියට අනුව වසර 10 කට පසු ධාවන පථයක් යළි ආස්තරණය කළ යුතුව තිබුණත් විවිධ හේතුන් මත එම ආස්තරණ කටයුතු සිදු කර ගැනීමට නොහැකි වු අතර වත්මන් රජය විසින් ප්රමුඛස්ථානයක් ලබාදී මෙම ධාවන පථයේ ආස්තරණ කටයුතු සිදු කිරීම කඩිනමින් ආරම්භ කර තිබුණා.
පසුගිය ජනවාරි මස 06 වෙනි දින මෙම ධාවන පථයේ ආස්තරණ කටයුතු ආරම්භ කළ අතර කඩිනම් හා සැලසුම් සහගත ප්රතිසංවර්ධන ක්රියාවලිය තුළ අප්රේල් 06 වෙනි දින වන විට ධාවන පථය සම්පුර්ණයෙන් ආස්තරණ කටයුතු අවසන් කොට ගුවන් මෙහෙයුම් සඳහා යළි භාරදිය හැකි බව ගුවන් තොටුපළ හා ගුවන් සේවා සමාගම විශ්වාසය පළ කරනවා.
මෙම ධාවන පථය සංවර්ධනය කිරීමට පෙර මීටර් 60 ක පළලකින් යුතු වු අතර, ධාවන පථය සංවර්ධනය කිරීමෙන් පසුව මීටර් 75 ක් දක්වා පුළුල් වන බවත්, ඒ අනුව අපහසුතාවයකින් තොරව A 380 ගුවන් යානා ගුවන්ගත කිරීමටත්, ගොඩබැස්සවීමටත් හැකිවන බවද ගුවන් තොටුපළ හා ගුවන් සේවා සමාගම පවසනවා.
මෙම ධාවන පථයට අමතරව බැහැරුම් පථයද (Taxi Way) ප්රතිසංවර්ධනය කෙරෙන අතර ධාවන පථයේ නවීන විදුලි සංඥා පද්ධතියක්ද සවි කෙරෙන බවත්, ගුවන් යානා මෙහෙයුම් කටයුතුවලදී ඕනෑම දේශගුණික තත්ත්වයක් තුළ කිසිඳු බාධාවකින් තොරව ගුවන් යානා ගොඩබැස්සවීමට පහසුකම් සැලසිය හැකි බවත් ගුවන් තොටුපළ හා ගුවන් සේවා සමාගම අවධාරණය කරනවා.
මෙම ඉදිකිරීම් කටයුතු චීනයේ කැතික් (CATIC) සමාගම විසින් සිදු කරන අතර දිනකට චීන සහ ශ්රී ලාංකික කම්කරුවන් 250 කට ආසන්න සංඛ්යාවක් සේවයේ යෙදෙනු ඇති.

නමුත් අපි මෙම ගුවන් තොටුපළ පුර්ණ වශයෙන් වසා දැමුවේ නැහැ. මෙම ගුවන් තොටුපළ තාවකාලිකව දිනකට පැය 08ක් වැසීම තුළින් මෙම සංවර්ධන කටයුතු කඩිනමින් සිදු කරා. ඒ අනුව අද වන විට 75% ක් නිම කිරීමට හැකි වී තිබෙනවා. ඒ නිසා නියමිත දිනය වන අප්රේල් 06 වන විට මෙම ආස්තරණ කටයුතු නිම කොට ගුවන් යානා මෙහෙයුම් කටයුතු සඳහා භාර දීමට හැකියාව තියෙනවා.
මෙම සංවර්ධන කටයුතු නෙදර්ලන්තයේ තාක්ෂණයට අනුව චීනය සමාගමක් වන කැතික් සමාගම විසිනුයි ඉදිකිරීම් කටයුතු සිදු කරනු ලබන්නේ. ඒ නිසා තවත් වසර 20ක් පමණ යන තෙක් මෙම ධාවන පථයේ ශක්තිමත් භාවය පිළිබඳව එම විදේශ ඉංජිනේරුවන් සහ ශ්රී ලාංකීය ඉංජිනේරුවන් තහවුරු කරලා තියෙනවා.

මෙම සංවර්ධන කටයුතු නෙදර්ලන්තයේ තාක්ෂණයට අනුව චීනය සමාගමක් වන කැතික් සමාගම විසිනුයි ඉදිකිරීම් කටයුතු සිදු කරනු ලබන්නේ. ඒ නිසා තවත් වසර 20ක් පමණ යන තෙක් මෙම ධාවන පථයේ ශක්තිමත් භාවය පිළිබඳව එම විදේශ ඉංජිනේරුවන් සහ ශ්රී ලාංකීය ඉංජිනේරුවන් තහවුරු කරලා තියෙනවා.
මෙම ධාවන පථය නිම කිරීමෙන් අනතුරුව කටුනායක ගුවන් තොටුපළේ දෙවන පර්යන්ත ගොඩනැගිල්ලේ ඉදිකිරීම් කටයුතු ලබන ජුලි මස පමණ වන විට ආරම්භ කිරීමට සැලසුම් කර තිබෙනවා. මෙම ඉදිකිරීම් සඳහා දැනටමත් ටෙන්ඩර් කැඳවීම් සිදු කර අවසන්.ඒ නිසා වත්මන් රජය ගුවන් සේවා කටයුතුවලට ප්රමුඛත්වයක් ලබා දෙමින් සමස්ත ප්රවාහන ක්ෂේත්රයේ සංවර්ධන කටයුතු සඳහා මුල්ය ප්රතිපාදන මේ වන විට ලබා දීලා තියෙනවා. “ යැයි අමාත්යවරයා පැවසීය.
