Senior Laugfs Terminals officials at the ground breaking
Laugfs Terminals Limited,will borrow US$ 42.6 million from People’s Bank to fund construction of its gas terminal in the southern Hambantota port.
The company has informed the Colombo Stock Exchange of its intention. Laugfs Terminals Limited with China Huanqiu Contracting & Construction Corporation (HQC) broke ground for the 45,000 mt Laugfs LPG Import and Export Terminal at Hambantota Port.
It is an investment of over US$ 80 million allocated for the project. The filing said that Laugfs Terminals Limited will get a corporate guarantee from Laugfs Gas for the loan.
The liquid petroleum gas terminal at Hambantota, will have a capacity of 30,000 metric tonnes and cost $71.5 million.

- බත්තරමුල්ල, මාලඹේ, අතුරුගිරිය හා පිටත වටරවුම් මහාමාර්ගය දක්වා සම්බන්ධතා සහිතව පොළව මට්ටමට ඉහළින් ගමන් කරන අධිවේගී මාර්ගයක්, යෝජිත නව කැලණි පාලමේ සිට රාජගිරිය දක්වා ඉදි කිරීම සඳහා අමාත්ය මණ්ඩලය විසින් දැනටමත් අනුමැතිය ලබා දී තිබේ. එහි පළමු අදියර යටතේ කැලණි පාලමේ සිට රාජගිරිය දක්වා වන දිගින් කිලෝමීටර 6.9ක කොටසද, දෙවන අදියර යටතේ රාජගිරියේ සිට අතුරුගිරිය දක්වා වන දිගින් කිලෝමීටර 10.4ක කොටසද ඉදි කිරීමට නියමිතය. - රුපියල් මිලියන 6,960.95ක ඇස්තමේන්තුගත පිරිවැයක් යටතේ කැලණිය, වයඹ, රුහුණ, මොරටුව, රජරට, කොළඹ, ශ්රී ලංකා භික්ෂු, පේරාදෙණිය, සබරගමුව සහ නැඟෙනහිර යන විශ්වවිද්යාලවල අත්යවශ්ය යටිතල පහසුකම් ඉදි කිරීමේ ව්යාපෘති 13ක් ක්රියාත්මක කිරීම සඳහා තරගකාරී ප්රසම්පාදන ක්රමවේදය අනුගමනය කරමින් කොන්ත්රාත්කරුවන් තෝරා ගැනීමටත්, ඒ සඳහා 2017 - 2022 මධ්යකාලීන අයවැය රාමුව යටතේ ප්රතිපාදන වෙන් කරවා ගැනීමටත් උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- වැල්ලවාය, කොටිකම්බොක්ක ප්රදේශයේ වන සංරක්ෂණ දෙපාර්තමේන්තුවට අයත් වනාන්තර ප්රදේශයක පිහිටා ඇති, ධමනි තිරුවානා නිධිය ප්රමාණයෙන් දළ වශයෙන් කියුබික් මීටර 910,000 ක් පමණ වෙතැයි ගණන් බලා තිබේ. උමා ඔය බහුකාර්ය සංවර්ධන ව්යාපෘතිය යටතේ ඉදිවෙමින් පවතින අලිකොට ආර ජලාශයට මායිමේ පිහිටා තිබීම හේතුවෙන්, නියමිත පරිදි 2018 වර්ෂය අවසානයේදී එම ජලාශයට ජලය පිරවීමත් සමඟ මෙම ඛනිජ නිධිය විධිමත් පරිදි කැණීම් කිරීමට නොහැකි වනු ඇත. එබැවින් ඊට පෙර මෙම තිරුවානා නිධිය විද්යාත්මකව කැණීමට ලක් කර, අගය එකතු කර අපනයනය කිරීම මඟින් ජාතික ආර්ථිකයට සැලකිය යුතු දායකත්වයක් ලබාගැනීමේ අරමුණින් විධිමත් ශක්යතා අධ්යයනයක් සිදු කිරීමටත්, එහි ප්රතිඵල මත විවෘත ටෙන්ඩර් පටිපාටිය අනුගමනය කර දේශීය හා විදේශීය ආයතන වෙතින් යෝජනා කැඳවා එම තිරුවානා නිධිය කැණීම් කර, අගය එකතු කර අපනයනය සඳහා සුදුසු ආයතනයක් තෝරා ගැනීමටත් මහවැලි සංවර්ධන හා පරිසර අමාත්යතුමා වශයෙන් අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

දැදුරු ඔය ජල සම්පාදන ව්යාපෘතිය - උපදේශක සේවා සැලසුම සමාලෝචනය හා ඉදිකිරීම් අධීක්ෂණය
- දැදුරු ඔය ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා කොරියාවේ අපනයන - ආනයන බැංකුවේ (EXIM Bank of Korea) ආර්ථික සංවර්ධන සංස්ථා අරමුදල වෙතින් ඇමරිකානු ඩොලර් මිලියන 58.15ක ණය මුදලක් ලබාගැනීමට ශ්රී ලංකා රජය විසින් 2014 වසරේදී ණය ගිවිසුමකට එළඹ තිබේ. එම ණය මුදල් ප්රයෝජනයට ගනිමින් දැදුරු ඔය ජලසම්පාදන ව්යෘතියේ උපදේශක සේවා සැපයීමේ කොන්ත්රාත්තුව අමාත්ය මණ්ඩලය විසින් පත් කරන ලද සථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස නගර සැලසුම් හා ජල සම්පාදන අමාත්ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
සීතාවක ගඟ ජල විදුලි ව්යාපෘතිය සඳහා විශේෂඥ සේවා සැපයීමේ කොන්ත්රාත්තුව ප්රදානය කිරීම
- කෑගල්ල දිස්ත්රික්කයේ, දෙහිඕවිට ප්රාදේශීය ලේකම් කොට්ඨාසයේ, හිඟුරල කන්ද ග්රාම නිලධාරි වසමේ ක්රියාත්මක කිරීමට යෝජිත, මෙගා වොට් 20ක ධාරිතාවකින් යුත්, සීතාවක ගඟ ජල විදුලි බලාගාර ව්යාපෘතිය සඳහා අවශ්ය විශේෂඥ සේවා සැපයීමේ කොන්ත්රාත්තුව ඉංජිනේරුමය කාර්යයන් පිළිබඳ මධ්යම උපදේශක කාර්යාංශය (CECB) වෙත ප්රදානය කිරීම පිණිස විදුලිබල හා පුනර්ජනනීය බලශක්ති අමාත්ය රංජිත් සියඹලාපිටිය මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
වරාය හා නාවික කටයුතු වර්ධනය කිරීම සඳහා ජපන් රජයේ ප්රදාන ආධාර ලබා ගැනීම
- ත්රිකුණාමලය වරායේ, වරාය ක්රියාකාරකම් ඉහළ නැංවීමට හා නාවුක මඟපෙන්වීමේ පද්ධතිය වැඩිදියුණු කිරීමට අවශ්ය ජපාන නිෂ්පාදන සපයා ගැනීම සඳහා ජපන් යෙන් බිලියන 1ක (දළ වශයෙන් රුපියල් බිලියන 1.3ක) ව්යාපෘති නොවන ප්රදාන ආධාරයක් ලබාදීමට ජපාන රජය එකඟ වී ඇත. ඒ අනුව එම ප්රදාන ආධාරය ලබාගැනීම වෙනුවෙන් ජපාන රජය සමඟ හුවමාරු පත්ර අත්සන් තැබීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- වැල්ලවාය, කොටිකම්බොක්ක ප්රදේශයේ වන සංරක්ෂණ දෙපාර්තමේන්තුවට අයත් වනාන්තර ප්රදේශයක පිහිටා ඇති, ධමනි තිරුවානා නිධිය ප්රමාණයෙන් දළ වශයෙන් කියුබික් මීටර 910,000 ක් පමණ වෙතැයි ගණන් බලා තිබේ. උමා ඔය බහුකාර්ය සංවර්ධන ව්යාපෘතිය යටතේ ඉදිවෙමින් පවතින අලිකොට ආර ජලාශයට මායිමේ පිහිටා තිබීම හේතුවෙන්, නියමිත පරිදි 2018 වර්ෂය අවසානයේදී එම ජලාශයට ජලය පිරවීමත් සමඟ මෙම ඛනිජ නිධිය විධිමත් පරිදි කැණීම් කිරීමට නොහැකි වනු ඇත. එබැවින් ඊට පෙර මෙම තිරුවානා නිධිය විද්යාත්මකව කැණීමට ලක් කර, අගය එකතු කර අපනයනය කිරීම මඟින් ජාතික ආර්ථිකයට සැලකිය යුතු දායකත්වයක් ලබාගැනීමේ අරමුණින් විධිමත් ශක්යතා අධ්යයනයක් සිදු කිරීමටත්, එහි ප්රතිඵල මත විවෘත ටෙන්ඩර් පටිපාටිය අනුගමනය කර දේශීය හා විදේශීය ආයතන වෙතින් යෝජනා කැඳවා එම තිරුවානා නිධිය කැණීම් කර, අගය එකතු කර අපනයනය සඳහා සුදුසු ආයතනයක් තෝරා ගැනීමටත් මහවැලි සංවර්ධන හා පරිසර අමාත්යතුමා වශයෙන් අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- කටුනායක බණ්ඩාරනායක ජාත්යන්තර ගුවන්තොටුපළ භාවිත කරනු ලබන ගුවන් මගීන් සංඛ්යාව ශීඝ්රයෙන් ඉහළ යමින් පැවතීම සැලකිල්ලට ගනිමින් එම ගුවන්තොටුපළේ පිහිටි ගුවන්තොටුපළ හා ගුවන්සේවා සමාගමට අයත් ඉඩම් කැබලි දෙකක අවම වශයෙන් කාමර 100ක් සහිත තරු පන්තියේ හෝටල් දෙකක් ඉදි කර පවත්වාගෙන යාම සඳහා සුදුසු ආයෝජකයින් තෝරා ගැනීමට යෝජනා කැඳවීම පිණිස අමාත්ය මණ්ඩලය විසින් 2016‑05‑10 වන දින අනුමැතිය ලබා දෙනු ලැබ තිබේ. ඒ අනුව, ඉදිරිපත් වූ යෝජනා ඇගයීමට ලක් කරන ලද අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශ පරිදි මැලේසියාවේ, ඊසීඑම් ලිබ්රා ෆයිනැන්ෂල් ගෘප් බර්හැඩ් සහ සිංගප්පූරුවේ ටීපී රියල් එස්ටේට් හෝල්ඩින්ස් (පෞද්ගලික) සමාගම යන ආයෝජකයින් වෙත අදාළ ඉඩම් කොටස් දෙක හෝටල් දෙකක් ඉදි කර පවත්වාගෙන යාම සඳහා වසර 40ක කාලසීමාවකට බදු පදනම මත ලබා දීම පිණිස ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- දැදුරු ඔය ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා කොරියාවේ අපනයන - ආනයන බැංකුවේ (EXIM Bank of Korea) ආර්ථික සංවර්ධන සංස්ථා අරමුදල වෙතින් ඇමරිකානු ඩොලර් මිලියන 58.15ක ණය මුදලක් ලබාගැනීමට ශ්රී ලංකා රජය විසින් 2014 වසරේදී ණය ගිවිසුමකට එළඹ තිබේ. එම ණය මුදල් ප්රයෝජනයට ගනිමින් දැදුරු ඔය ජලසම්පාදන ව්යෘතියේ උපදේශක සේවා සැපයීමේ කොන්ත්රාත්තුව අමාත්ය මණ්ඩලය විසින් පත් කරන ලද සථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස නගර සැලසුම් හා ජල සම්පාදන අමාත්ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

JICA to fund feasibility study and two corridors out of seven

The feasibility study for the Light Rail Transit (LRT) project will commence in the coming weeks, the Megapolis and Western Development Ministry said yesterday.
Recently, the Cabinet approved the establishment of a Project Management Unit to implement a Light Rail Transit (LRT) project from Colombo Fort to other suburbs in the Colombo District area.
Speaking to the Daily Mirror Additional Secretary of the Ministry, Madhawa Waidyaratna said the main reason for the selection of LRT over monorail was its relative simplicity and easy accessibility.
“Light rail can run on all possible types of alignments such as elevated, at-grade, underground depending on the particular situation in the given area, while monorail is limited to elevated lines only,” he said.
He said that initial studies completed by the Japan International Co-operation Agency (JICA) and the Transport Department of Moratuwa University, had identified seven railway corridors that could be established with the LRT system.
According to the proposed Rapid Transit System, the lines will spread through suburbs such as Battaramulla, Kottawa, Malabe, Kaduwela and Kadawatha starting from Colombo Fort. Waidyaratna said that JICA would not only fund the feasibility study but also construct two corridors.
According to the Megapolis Transport Master Plan Report, the proposal by JICA for monorail can be justified with two lines that had been considered from Malabe to Colombo Fort and towards Mattakkuliya. Since both of these lines will have to be elevated, however when considering a network evolving to the suburbs that can have ground operation, the LRT was a better choice.
Simultaneously, the Ministry has decided to submit another cabinet paper to call out potential Private Investors to carry the feasibility studies and construction of the remaining lines under a Public Private Partnership (PPP), Waidyaratna said. “We would select EOI – Expression of Interest, for people who will implement these five lines based on PPP and we will select them within the next few weeks,” he said.

EIB funds to upgrade Colombo’s waste-water infrastructure

Provincial Councils and Local Government Minister Faiszer Musthapha said his ministry has decided to repair Colombo’s waste-water infrastructure and modernize the system with funds from the European Investment Bank (EIB).
He said the waste-water infrastructure in Colombo is very old and has not been repaired since it was constructed. “Even with the increase in the population, no attention has been paid to upgrade it and as such the people are facing many difficulties,” the minister said.
An European Investment Bank delegation which arrived to Sri Lanka a few days ago held discussions on this matter at the ministry.
The discussions with the EIB were attended by the Ministry’s Additional Secretaries Sujan Nanayakkara and Naimudeen.
After the discussion they carried out a field visit to check out the places relevant to this project.

Signature of a Supplementary Loan Agreement for the Financing of Kalu Ganga Development Project in Sri Lanka
A Supplementary Loan Agreement was signed Thursday (30) in Kuwait between the Democratic Socialist Republic of Sri Lanka and Kuwait Fund for Arab Economic Development (the Fund) whereby the Fund will make a Loan of Kuwaiti Dinars five million (K.D.) 5,500,000/- (equivalent to about U.S.$ 17 million) to assist in financing the additional costs of Kalu Ganga Development Project. The Loan will be the second loan for financing the said Project, as the Fund is making at present a loan of K.D. 10 million (equivalent to about U.S.$ 34 million), by virtue of the Agreement No. 781 signed on 9/3/2009 for financing the same Project. It is worth mentioning that in extending its loans and developmental assistance, Kuwait Fund depends exclusively on its own resources.
The Supplementary Loan Agreement was signed on behalf of the Democratic Socialist Republic of Sri Lanka by His Excellency Dr. RHS Samaratunga, Secretary, Ministry of Finance whereas Mr. Hamad Al-Omar, Deputy Director-General of the Fund signed the Loan on behalf of the Fund. Mr. Waleed Al-Bahar, Regional Manager for East South Asia & Pacific Countries and Mr. Fawaz Al-Adasani, Assistant Regional Manager for East South Asia & Pacific Countries at Kuwait Fund attended the signing Ceremon and Mr. Charitha Weerasinghe , First Secretary and Head of Chancery to the Embassy of the Democratic Socialist Republic of Sri Lanka to the State of Kuwait, attended the signing ceremony .
The purpose of the Project is to increase agricultural production in the Mahaweli Basin through providing the water needed to increase cultivated land, thereby increasing food production and improving the living standard of the population. The Project is a component of the Mahaweli development program, initiated by the government in the nineteen sixties for the purpose of increasing agricultural and livestock production, creating work opportunities, and improving living standards in the areas of the Mahaweli Basin.
The total cost of the Project, as revised and updated recently, is estimated at Sri Lankan Rupees 31.6 billion (equivalent to about K.D. 84 million) of which about Sri Lankan Rupees 18 billion are in foreign exchange, equivalent to about K.D. 47 million, representing about 57% of the total cost of the project. The First and the Supplementary loans will cover about 18% of the total cost of the Project, or about 32% of the foreign exchange. The Saudi Fund will provide an additional financing for Development along with the OPEC Fund for International Development. The Government of the Sri Lanka would cover the remaining estimated cost and any other cost increases.
The Supplementary Loan is made for a term of 22 years, including a grace period of 2 years, and is to be amortized in 40 semi-annual installments, the first of which will be due after the elapse of a grace period of 2 years. The Supplementary Loan bears an interest rate at 1.5% per annum, in addition to 0.5% per annum for meeting administrative costs and other expenses incurred in the implementation of the Loan Agreement.
Upon signature of this Loan Agreement, this Loan will be the 15th loan extended by the Fund to the Republic of Sri Lanka, considering that the Fund has already extended 14 loans to it, totaling about KD 72.66 million (equivalent to about US$ 247 million). The Fund has also extended to Sri Lanka 2 Technical Assistance the total value of which is KD 455,000 (equivalent to about US$ 1.52 million) to finance the Technical and Economic Feasibility Studies for projects in agricultural and energy sectors.
