Matara-Beliatta rail track: Lankan engineers signal danger

The Chinese company extending the railway line from Matara to Beliatta is not qualified for the contract and follows practices and standards that seriously endanger the lives of those who will travel on that track, an influential engineers’ union has said.
The project is being carried out by China National Machinery Import and Export Corporation (CMC). It was an unsolicited proposal approved under the previous administration. The Central Engineering Consultancy Bureau (CECB) was appointed as project consultant.

The contract was not only overpriced at Rs 40bn (US$ 278.2m), several instances have been identified of CMC using substandard materials and construction methods, the CECB Engineers’ Association (CECBEA) said at a news conference in Colombo. These were repeatedly brought to the notice of the authorities, including the Ministry of Transport.
CECB responded by removing the team head who supervised the project from its start; and replaced him with an engineer who, it is claimed, has little or no experience in railway or track works. The latter has also now handed in his resignation from the assignment.
The 400-member CECBEA called for Engineer M.M. Akram to be reinstated as team leader for the project. The Department of Railways has separately written to the CECB Chairman saying the replacement does not have the required know-how and that “the proposed change of Team Leader at this junction will hamper the quality output of the Project”. The CECB has not responded.
The union is speaking out because it fears there could be a disaster in future, its President Harshana Bulathsinhala said. The authorities, to whom complaints were made, removed Mr Akram from the project more than three weeks ago but are yet to take action on serious issues he raised regarding the company’s errant construction practices.
The choice of CMC for the Matara-Beliatta railway extension was questionable from the start, the union said. In 2012, the Exim Bank of China told the Sri Lankan Government that the company did not have the relevant experience to execute the project. The Bank insisted that the firm forms a joint venture with or subcontracts an engineering company.
CMC then tied up with China Railway No. 5 Group (CR5) but the CECB team repeatedly found serious shortcomings in their work. Mr. Akram made a presentation to substantiate his claims. He showed, for instance, how the company had tampered with a concrete beam (to be used in a bridge), even shearing off iron rods that were essential to guarantee the strength of the beam.
The CECB team detected instances where concrete was diluted beyond acceptable levels due to construction being done during heavy rains. As the contractor did not use suitable methods and machinery, certain works had to be performed over and again, leading to prolonged delays. When cracks appeared in the Wewurukannala Bridge, the contractor tried to cover them up with a cement mix. However, the CECB team forced the company to rectify the faults following due process.
The contractor on several occasions disregarded CECB instructions to maintain acceptable standards in the construction of stone walls. Engineers, once again, had to expend considerable energy to have the situation corrected. Many other defects were found.
The estimates given by CMC for both material and manpower were highly inflated, Mr Akram said. For instance, the company has priced one cubic metre of rubble masonry work at Rs 57,588 when the market price was only Rs 18,000; and one cubic foot of rubble masonry work at Rs 1,630 against a market price of Rs 509. The daily wage for a skilled worker is specified as Rs 3,960 when the market price is Rs 2,000; and for an unskilled worker as Rs 3,000 against a market price of Rs 1,500.
Chinese workers on several occasions threatened the CECB team, even prompting fears over their physical safety, the union said. And while the project is now in its final stages, there have been significant delays for which the Government should have claimed substantial compensation. Instead, the Transport Ministry extended the deadline for handing over the track, even against CECB recommendations.
Since August 2013, the contractor–who hails from a country with the world’s second longest railway network–has struggled to put in place the 27km track from Matara to Beliatta. A third deadline has now been given till December 2017, although the CECB insisted it should not go beyond September.
Despite all this, the Transport Ministry is now set to award another US$ 15m (Rs 2.2bn) project to CMC to install signals at four stations on the extended line, yet another job the company has no experience to carry out. It might, once again, tie up with another venture–thereby pushing up costs to the Sri Lankan Government, owing to respective profit margins.
Tenders have not been called for the signalling contract. The basis for placing its cost at US$ 15m is not known. And an offer by the Railway Department’s own engineers to execute the project at Rs 250m has been ignored.
“This sort of thing also gives the Chinese Government a bad name,” said Sanjeewa Wijesinghe, CECB’s Deputy General Manager (Civil Works). One errant contractor must not be allowed to spoil the overall reputation of Chinese project activity in Sri Lanka. He said efforts were being made to convey this message to the Chinese Foreign Ministry through the Embassy in Colombo.

Japan’s Mitsui and Co Ltd is returning to Sri Lanka with the intention of pursuing many business and investment opportunities in the areas of infrastructure and energy sectors.
The company sees a lot of potential in the island’s infrastructure projects such as ports, roads and traffic and power sectors.
They also plan to enter into the energy sector in Sri Lanka, especially to get into Liquefied natural gas (LNG), Chief Regional Officer of Colombo Office, Kohei Akiba told the Sunday Observer.
To increase its presence in Sri Lanka, the company will open a country office at the World Trade Centre tomorrow. Mitsui was one of the biggest construction companies in Sri Lanka many years ago. “We have contributed to this country and its economy in many ways. Some of the Mitsui’s main construction projects in Sri Lanka include the Parliament in Sri Jayewardenapura, hydropower station in Kukule Ganga, Samanala Wewa Hydro Project, Marine cable project with India and Hilton Hotel Colombo. Mitsui has also been exporting Ceylon Tea to Japan for a long time. “Now the company foresees a lot of opportunities in Sri Lanka. The increasing presence of other Asian giants in Sri Lanka’s development sector is also encouraging,” Akiba said.
After the war ended in 2009, and with the improvement in the political and economical arena with a GDP rate of 5%, Mitsui, the management in Tokyo headed by President and CEO, Tatsuo Yasunaga has made a decision to return to Sri Lanka. “Now Sri Lanka attracts world attention as an important trade, export and transhipment hub which is connecting Asia with the rest of the world crossing Middle East and Africa, given geopolitical advantage. This is an advantageous situation for us, Akiba said.

Govt. to establish largest fisheries harbour in Point Pedro

The Government has decided to increase the number of fisheries harbours in the country starting with Point Pedro, which will be the largest of all and another fisheries harbour in Pesalai.
According to Minister of Fisheries and Aquatic Resources Development and State Minister of Mahaweli Development Mahinda Amaraweera, the proposed fisheries harbours established as part of the Asian Development Bank program will provide livelihood opportunities in the northern peninsula.
“Prior to 1983, there was about a 40% contribution from northern fishermen to local fish production. As a result of the war it drastically dropped to 4% during 1983-2009. This contribution is about 12% as of today and this is not satisfactory. The fishermen in the north are still using traditional fishing methods and their vessels are very old. Compared with the South, the fishing industry in the north is lagging behind 20-30 years. Now we are transferring modern technology to them,” said the Minister.
According to the Minister, a team from Moratuwa University has recently carried out a feasibility study in Point Pedro on the proposed construction.
“Our officials spoke to the fisheries association representatives and they could iron out most of their doubts. Now many in the area are supporting this project. If we have to take over private lands for the purpose, we will pay due compensation. The construction of a fishery harbour will generate a large number of direct and indirect jobs. We do not intend to recruit those in the South for them. It is the Northern community which will fully benefit from this initiative,” he added.

Metro Colombo Drainage Improvement Project
The Urban Development Authority (UDA) Chairman and Director General, National Physical Planning Department Dr. Jagath Munasinghe said, even before the recent flood and landslides hit the country, the UDA had assessed the risk the urban areas in Sri Lanka, mainly cities such as Colombo, Galle and Kandy, would face in terms of floods. The UDA was mainly concerned about the existing drainage infrastructure in these areas which includes, canals, drains and outlets that needed to be attended regularly. The canals are badly affected by encroachments and unauthorized constructions on their banks. The blockage created by such encroachments affects the smooth flow of storm water through the drainage system.
“Having noted that, the UDA had commenced a survey and identified encroachments and unauthorized constrictions. At present, it is in the stage of removing them from such locations and clearing the canals,” Dr. Munasinghe explained.
He said, the Sri Lanka Land Reclamation and Development Corporation (SLLR&DC) is the execution authority. On the eve of the floods the SLLR and DC commenced the demolition of unauthorized structures built into the canals in the Kolonnawa and Dematagoda areas. In the wake of the Wellawatta building collapse, the UDA accelerated the project and is now planning to clear all canals within this year.
Dr. Munasinghe said, besides clearing canals, there is a major improvement to the drainage system in Colombo which commenced some time back with the support of World Bank funds, and includes the augmentation of the existing drainage lines, installation of pumping stations and forming retention ponds. The project, titled, ‘Metro Colombo Drainage Improvement Project’ is progressing well. The project is directly under the Ministry of Megapolis and Western Development.
The UDA is reinstating the flood affected urban facilities. While road improvements are looked into by the RDA, PRDAs of the relevant provinces and the local authorities, the UDA supports recovery of public facilities such as bus terminals, fairs and markets.
“What is more important is climate and disaster resilient planning of urban areas.
Long term solutions
“They need to look into long term solutions which can sustain floods, landslides and other similar situations. The UDA is already in the process of preparing development plans for 43 urban areas within this year, including major cities such as Colombo, Kandy and Kurunegala. They will adopt the concepts of resilience and sustenance,” Dr. Munasinghe said.
The Ministry of Megapolis and Western Development Secretary, Nihal Rupasinghe said, under the long term Megapolis plan to complete activities in 2030, steps will be taken to raise the flood incident rate in Colombo from the current one in 10 years to one in 50 years.
He said, a program has been launched with aid from the World Bank to double the capacity of discharging water to the sea, from Dehiwela, Wellawatta and Mutwal to the sea by building a tunnel in Mutwal.
‘A pumping station will be built at Grandpass to discharge water to the Kelania river. Pumping stations will also be built in Kolonnawa and the Beira Lake and a tunnel from Bauddhaloka Mawatha to Bambalapitiya, in order to double the water flow capacity from lakes and rivers to the sea,” Rupasinghe said.
The Ministry plans to complete work on the project within three years. “We have called for tenders for most of the projects. Each would cost around USD 20 million,” he said.
The Ministry of Megapolis and Western Development supports the Colombo Municipal Council to improve the roads and the drainage systems coming under the Municipality.
“We have identified over 100km canal systems which need to be maintained regularly. Unauthorized structures along canals will be removed. With a sound road and drainage system we hope to increase the flood incident rate to one in 50 years,” Rupasinghe said.
In the meantime, the government held discussions with development partners last week, to obtain medium to long term assistance to carry out restoration work in flood and landslide hit areas in the country.

The Urban Development Authority (UDA) Chairman and Director General, National Physical Planning Department Dr. Jagath Munasinghe said, even before the recent flood and landslides hit the country, the UDA had assessed the risk the urban areas in Sri Lanka, mainly cities such as Colombo, Galle and Kandy, would face in terms of floods. The UDA was mainly concerned about the existing drainage infrastructure in these areas which includes, canals, drains and outlets that needed to be attended regularly. The canals are badly affected by encroachments and unauthorized constructions on their banks. The blockage created by such encroachments affects the smooth flow of storm water through the drainage system.
“Having noted that, the UDA had commenced a survey and identified encroachments and unauthorized constrictions. At present, it is in the stage of removing them from such locations and clearing the canals,” Dr. Munasinghe explained.

Sri Lanka’s Odel buys space in Colombo City Centre Mall

ECONOMYNEXT – Sri Lankan retailer Odel Plc said it has bought up to 39,560 square feet of space in Colombo City Centre Mall, part of a mixed-use development project being built in the capital by Abans Group in a joint venture with Singapore’s Silver Needle Hospitality.
A stock exchange filing said Odel and its subsidiary Softlogic Brands has struck a deal with Colombo City Centre Partners (Pvt) Ltd., the joint venture putting up the 47 storey mixed-use project opposite Colombo’s Beira Lake.
Odel will acquire 19,237 square feet of retail pace for Odel Department Store and Odel Sports Store while Softlogic Brands will acquire 20,323 square feet of retail space to accommodate its international brands.
The terms of the deal were not disclosed.
Abans has said the mall at the Colombo City Centre will be opened ahead of schedule for the December 2017 festive season.

Sri Lanka obtains USD1.3bn foreign loans in 2016, China leads
June 13, 2017 (LBO) – Sri Lanka obtained 1.3 billion US dollars worth loans as project loans from various bilateral and multilateral development partners last year.
External Resources Department said in a report that 34 percent of loans have been received from China while 26 percent was obtained from the Asian Development Bank.
Out of the total loans, 10 percent has been provided by the World Bank’s International Development Association.
According to the External Resources Department, Sri Lanka has received 46 million US dollars as grants last year.
Aside from the project loans, three loans worth 287 million dollars have been received during the year.
It included development policy loan obtained from Japan, disaster risk management loan from IBRD of the Word Bank and fiscal sustainability loan from IDA of the World Bank.
In 2016, total commitments made to Sri Lanka were 2.3 billion dollars of which loans amounted to 2 billion dollars and grants 240 million dollars.
Foreign financing commitments are agreements signed between Sri Lanka and the development partners and lending agencies during the year.
The total committed undisbursed balance of foreign financing at the end of 2016 was 8.3 billion dollars.
As per the department, more than 65 percent of foreign loans which were provided by China, Asian Development Bank and Japan were to be disbursed as at December 2016.
Apart from these, Sri Lanka issued international sovereign bonds worth 1.5 billion dollars and a foreign currency term financing facility of 700 million dollars was signed last year.
The department has also facilitated state-owned enterprises to obtain 1.3 billion dollars foreign financing under treasury guarantees to implement eight infrastructure projects.
Total disbursements in terms of loans and grants received from foreign development partners and lending agencies through development projects and programmes in 2015 amounted to 1.5 billion dollars.
Of which, loan disbursements were 1.4 billion and the balance was disbursed as outright grants.

සැලසුම් කළ නියමිත කාලයට පෙර මේ වසරේ දෙසැම්බර් මාසය වනවිට රාජගිරිය මංසන්ධියේ ගුවන්පාලම් දෙකම විවෘත කිරීමට කටයුතු කරන බව ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු නියෝජ්ය අමාත්ය, ආචාර්ය හර්ෂ ද සිල්වා මහතා පවසයි.
රාජගිරිය ගුවන්පාලම ආශ්රිත වැඩබිමේ නිරීක්ෂණ චාරිකාවකට එක්වූ නියෝජ්ය අමාත්යවරයා කියා සිටියේ කොටස් දෙකක් ලෙස පාලම් දෙකක් සෑදීමට කටයුතු කර ඇති බැවින් එහි එක් පාලමක වැඩ නිමකිරීමට නියමිතව පැවතියේ 2018 දෙසැම්බර් මාසයේදී බවයි.
