SL to get US$ 1,340 mn from WB

World Bank Country Director for Sri Lanka and Maldives ZRiddihough with Minister of Finance and Mass Media Mangala Samaraweera at the Finance Ministry on Tuesday.

Sri Lanka will receive USD 1,340 million worth of financial and technical assistance from the World Bank Groups for the 3-year period starting from July1, 2017 under the IDA (International Development Association)Transitional Support Facility. Previously Sri Lanka received USD 660 Million IDA support for the period from year 2014 to 2017

Sri Lanka is expected to access approximately US$ 300 Mn per annum for the coming 3 years from IBRD (international bank for Reconstruction and Development) IDA and IBRD are member institutions of World Bank Group. Thisassistance comes as financial assistance for development projects and technical assistance for analytical and advisory services.

WB Country Director Idah Riddihough appreciating the Sri Lanka’s economic performance said that despite significant challenges, it remained broadly satisfactory in 2016 and early 2017. The WB recognizes the corrective policy measures taken in 2016 following expansionary fiscal and monetary policies implemented in the previous year as early signs of stabilization

World Bank Country Director discussed the progress of WB assisted ongoing and proposed projects in the country. Public Sector Efficiency Project and the Country Readiness for Public Private Partnerships (PPP) are the two projects,proposed to be implemented by the Ministry of Finance with financial and technical support from the World Bank. The Social Safety Nets Project is the on-going project with WB assistance

A combination of increase in revenues and rationalization of expenditures helped reducing the fiscal deficit from a reported 7.6 percent in 2015 to a 5.4 percent of GDP in 2016. While the boost received from increased profits and dividend income from State Owned Enterprises (SOEs) played a key role in increasing revenues; the changes to the VAT Act implemented late 2016 and improved revenue administration helped strengthen the tax collection.

The World Bank predicts that fiscal deficit in Sri Lanka is projected to fall to 5.2 percent of GDP for 2017. This is thanks to the impact of VAT changes in its first full year.

In outer years, the new Inland Revenue Act is expected to expand the tax base for corporate and personal income tax while shifting from tax holidays to a performance-based incentive regime, where the incentives depend on actual rather than promised investment.

On the expenditure side, WB projects the increased fiscal space will benefit primarily public investment, assuming no major additional recurrent expenditure commitments.

Under this baseline, the fiscal deficit to narrow the deficit to 3.5 of GDP by 2020. The primary fiscal balance is projected to become marginally positive in 2017.

SOM Wins International Design Competition for Colombo Port City Master Plan in Sri Lanka

CHEC Port City Colombo (Pvt) Limited (CPCC) announced today that Skidmore, Owings & Merrill LLP—the internationally renowned architecture, interior design, engineering, and urban planning firm, in association with Grant Associates landscape architecture—has won the International Urban Design Ideas Competition held for the Financial District and Marina District of Colombo Port City.

Comprising 269 hectares, Port City Colombo is a new city development built as an extension of the existing Colombo Central Business District (CBD). The Financial District and Marina District make up the central area of Port City. When complete in 2041, the master plan will transform Port City Colombo into a hub for commerce, tourism, and culture in South Asia.

A collaboration with CPCC, the Concept Master Plan by SOM offers a richness of urban opportunities and a robust framework with carefully designed public spaces. It presents a dynamic new vision for Colombo Port City that promises to deliver high quality urban environments for residents and visitors. The plan is designed to accommodate future growth and change within a sustainable development framework. SOM’s vision, selected as the unanimous winner by an international jury, was cited as demonstrating exceptional sensitivity to the ecological and cultural context of Sri Lanka.

The new skyline for Port City Colombo is composed to create a striking and legible profile with a clear hierarchy when viewed from key points within the city. Sri Lanka’s varied landscape and its complex tropical climate have influenced the conception of the future district's public realm. The squares, canal edges, gardens, a new harbor, and a new city park take cues from the local environment to create a sympathetic proposal that is rooted in the country’s unique geography and ecology.

The plan refers to the country’s diverse eco-system by creating a "Green Heart" and a "Blue Heart" to structure these vibrant future urban districts. Inspired by hanging gardens, the central civic plaza features shaded promenades that encircle a new city marina at the waterfront. The locally resonant design approach is also apparent along the canal edge promenade, where inlets of varying character reference the lagoons of Sri Lanka's rich and articulated coastline.

A new cultural venue placed at the seafront and immediately adjacent to the CBD of Colombo Port City will encourage people to gravitate toward the waterfront and create an iconic backdrop to the marina.
