    මොරගහකන්දේ සිට මහකනදරාව දක්වා කිලෝමීටර් 94 ක දිගින් යුතු මෙම ඇළ මාර්ගයේ කිලෝ මීටර් 26ක දිගින් යුතු උමං මාර්ගයක් ද පවතින බව දයානන්ද මහතා කියයි..

    මෙම ව්‍යාපෘතිය මගින් මහකනදරාව තෙක් වැව් 1200 ක් පෝෂණය වන අතර මැදිරිගිරිය ප‍්‍රදේශයේ වැව් 31ක් ද, ලග්ගල ප‍්‍රදේශයේ වැව් 13 ක් ද සංවර්ධනය වන බව හෙතෙම ප්‍රකාශ කරයි.

    ඉහළ ඇලහැර ව්‍යාපාතිය හේතුවෙන් මැදිරිගිරිය නව සංවර්ධන කලාපයක් ලෙස නම් කර තිබේ.

    අලුතින් ගොවි පවුල් 3240ක් පදිංචිකරමින් ඉඩම් හිමකම් ලබාදීම,නාගරික සේවා පහසුකම් වැඩි දියුණු කිරීම ,මැදිරිගිරිය බිසෝපුර කන්තලේ මාර්ගයේ කිලෝ මීටර් 23 ක් සංවර්ධනය කිරීම,අක්කර 100 ක කර්මාන්ත පුරයක් ඇති කිරීම ආදී සංවර්ධන කටයුතු ව්‍යාපෘතිය යටතේ සිදුවන බව ඒ මහතා වැඩිදුරටත් පැවසීය.

    Central Expressway: Agreement to be signed with Taisai next week

    Highways Minister Lakshman Kiriella said today the agreement to hand over the construction work on the Central Expressway would be signed with the Japanese Company, Taisai next week.

    He told a news conference that the Cabinet had approved the decision to do so.

    The minister said there had been no malpractice in the tender procedure and that they were able to reduce the Taisai bid from Rs.159 billion to Rs.134.9 billion after discussions.

    He said the work on the Central Expressways was to have begun in August last year but it was delayed because of the tender procedure.

    "The previous government gave contracts on building expressways without any tender procedures," the minister said.

    He said some people were opposed to building the central expressway and recalled that the UNP government planned to construct it in 2002 but was unable to do so because the then government was toppled.

    The minister said he was not prepared to respond to COPE Chairman Sunil Hadunnetti, who did not have any expert knowledge on expressways but would do so should the Attorney General raise any queries on any matter.

    He said MP Handunnetti could question him on financial matters connected to the expressway only after the relevant accounts were tabled in parliament and based on the AG's observations on it. (Ajith Siriwardana and Yohan Perera)

    The country operations business plan (COBP), 2018–2020 is the first COBP under the country partnership strategy (CPS), 2018–2022.

    The COBP, 2018–2020 aligns closely with the strategic priorities of the Sri Lanka CPS, 2018–2020. The CPS supports Sri Lanka’s transition to upper middle-income country status by focusing on two strategic objectives: strengthening the drivers of growth by promoting diversification of economic activities and productivity enhancement (pillar 1), and improving the quality of growth by promoting inclusiveness (pillar 2).     Central Expressway construction: Residents to get Rs.6,000 mn compensation for lands acquired

    The government has decided to pay Rs.6,000 million in compensation to residents whose lands and houses were acquired for the construction of the first and second stages of the Central Expressway.

    Accordingly, 1,225 residents who were deprived of lands and houses due to the construction of the first phase and another 3,800 residents under the second stage would be granted compensation within the next few days.

    Higher Education and Highways Minister Lakshman Kiriella presented compensation cheques to 25 residents whose lands and houses were acquired for the construction of the first and second stages of the Central Expressway,at a ceremony held at the Ministry premises yesterday.

    The Minister addressing said that many people have lost their ancestral homelands completely while several others lost about half of their lands due to the ongoing construction of the Central Expressway.

    “Our people have always been patriotic and we appreciate their sacrifice for the development of the country,” he said.

    “Even when the Mahaweli development project started, many people lost their houses and lands. Many ancient temples were also submerged by the giant project. But, these people bore all these hardships by putting the country first. If the Mahaweli project had not initiated at that time, we would not have had sustainable electricity by now,” Minister Kiriella said.

    He said nearly 20 plots of land located from Kadawatha to Galagedara have already been surveyed and compensation paid.

    “We expect a significant boost to the national economy with the completion of the Central Expressway, which is to run through the Gampaha, Kurunegala, Kegalle, Matale and Kandy districts.

    With the completion of the Expressway, it will enable the traveller from Colombo to reach the hill country within one and half hours.

    Andhra Pradesh to set up industrial corridor in SL

    The Andhra Pradesh (AP) Government of India is contemplating to develop an industrial corridor in Sri Lanka, the Indian Express reported yesterday.

    It said AP Industries Minister N. Amarnath Reddy and the officials have already conducted talks with the Sri Lankan government for making the project fruitful.

    Official sources had said that a Memorandum of Understanding (MOU) will be signed with the Sri Lankan government in a few weeks.

    Officials has also said Sri Lanka is the best bet for AP for conducting trade in sea foods, pharma and tourism sectors as Sri Lanka is convenient for water transport.

    The news report said the Sri Lankan government may allocate land to the AP government in Jaffna or Trincomalee.

    The Sri Lankan government is also planning to invest in AP in the textile and aviation sectors through a mutual trade agreement.

    “The MoU will be signed shortly for implementing the AP special economic zone in Sri Lanka. There are good opportunities to invest in pharma and tourism sectors in Sri Lanka,” Industries Minister Reddy said.

    Sept 22, Colombo: Sri Lanka's Ministry of Science, Technology and Research together with the United Nations Development Programme (UNDP) have come together to establish the first Social Innovation Lab in Sri Lanka.

    The Minister of Science, Technology and Research, Hon. Susil Premajayantha and the UNDP Country Director, Jorn Soresensen, signed the joint project document to establish Sri Lanka's first Social Innovation Lab, this morning.

    This Lab will be officially launched at a press conference which will be held on Monday, September 25 2017.

    The Social Innovation Lab intended to be a private-public-people endeavor anchored within the Government of Sri Lanka is a key outcome of the Sri Lanka's First Foresight and Innovation Summit held last year.

    According to the UNDP, the lab will provide a safe-to-fail environment that focuses on social innovation and effective public service delivery, through a function based approach, emphasizing citizen centric design.

    The lab will be a rapid prototyping facility for development challenges. It will test policy problems, solutions and ideas before implementation or roll out using foresight tools to take into account multiple alternative future scenarios.

    The Innovation Lab, which will be a co-financed initiative, will be aligned to support national development priorities through the prototyping of development ideas to complement accelerated initiatives.

    The Lab will be able to comprehensively assess an initial idea within a given timeline and will be a rapid prototyping facility for development efforts - in the form of an idea, a problem or a solution - using foresight tools to take into account multiple alternative future scenarios to make the idea or solution future proof.

    It will be a joint initiative between the Government of Sri Lanka and UNDP, acting as an independent body working collaboratively with all government departments and ministries, as well as other external partners on issues which align with national development priorities. The Social Innovation Lab will start its operations this year and will be a three-year pilot project.

    SASEC Port Access Elevated Highway Project to be started next year (2018)

    The proposed project will finance
    (i) construction of a four-lane elevated toll road with a length of approximately 5.4 kilometers, connecting between New Kelani Bridge and Galle Face;
    (ii) expansion of the existing port access road to six lanes;
    (iii) construction of related facilities such as a ramp to the port, axle load control facility, port traffic flow control facility, and custom clearance facility; and
    (iv) relocation cost of about 40 affected buildings of Sri Lanka Ports Authority (SLPA).

    The project will provide an alternative direct link to the expressway network from the city center and the port without generating through-traffic inflow to the ground-level road network of Colombo.

    COLOMBO (Reuters) - Sri Lanka is in talks with two Chinese companies about investing up to $3 billion to build in a new refinery at its Chinese-controlled port, a top government official said on Friday.

    Sri Lanka wants to build a new refinery in its southern Hambantota port, where China Merchants Port Holdings (CMPH) has a 99-year lease to handle commercial operations.

    Located near the main shipping route from Asia to Europe, Hambantota port is likely to play a key role in China’s “Belt and Road” trade route initiative.

    Mangala Yapa, a director at the state-run Board of Investment, said two Chinese companies had put forward a joint venture proposal for the refinery, which is expected to produce 5 million tonnes per annum with an investment between $2.5 billion and $3 billion. He did not name the Chinese firms.

    “The investment is large and we are discussing with the two companies on that basis,” he told Reuters, adding the joint venture plan was chosen from three bids including one from a U.S. company through a local partner.

    “The refinery needs around 500 acres of land and we can’t reserve the land. Many people try to get the land first and then look for investors.”

    Yapa did not elaborate on the plans of the proposed refinery.

    China’s influence over Hambantota port has sparked widespread anger in Sri Lanka.

    The deal with CMPH, which has a majority stake in the lease, fuelled speculation the port could be used for Chinese naval vessels. CMPH is also in talks with the government to develop an industrial zone next door.
