New electronic ticketing system for Sri Lanka Railways

ECONOMYNEXT - The Asian Development Bank is helping Sri Lanka prepare a railway ticketing and seat reservation system to replace the existing largely manual one as part of efforts to shift passenger traffic to rail and ease road congestion.

The new system will allow commuters to travel using different modes using a single ticket.

The lender, which if funding a major rail modernisation program in the island, has called for international consultants to design system requirement specifications and detailed engineering and bidding documents.

Sri Lanka Railway’s existing system is totally manual and causes delays in issuing tickets at busy stations and loss of revenue due to ticketless travel, the ADB said.

Even the seat reservation service between SLR and mobile phone company Mobitel, on which today about 90% of daily reservations are done, has only a delivery channel available at the ticketing counter of the railway station.

The consultant is required to design a system integrating railway ticketing and seat reservation with ticketing systems of other transport modes like public and private buses and Light Rail Transit.

The solution must be designed, enabling integration with ticketing systems of other transport modes allowing passengers to change modes without purchasing tickets for each mode, the ADB said.

The new system will also be designed to replace SLR’s manually issued paper tickets at station ticketing counters with other delivery channels, such as ticket vending machines, smart cards, kiosks as well as online and mobile ticketing.

It will also have provision for electronically controlled gates at railway stations which now are not fully closed, enabling passengers enter station platforms from different directions.

Radio frequency identification: For all vehicles by mid 2018

The Department of Motor Traffic (DMT) will call for tenders for the new licence plates and windshield stickers with a Radio Frequency Identification (RFID) tag by end November, ICT Commissioner of the Department, Thushara Suraweera said.

Speaking to the Sunday Observer, Suraweera said the project would be implemented by April–May, 2018.

“The Cabinet has given the green light for the project and what remains to be done is to publish the tender which will be done by the end of next month,” he said.

Under the new system that will be introduced, the windshield sticker will include a passive RFID tag. This will enable a reader to obtain basic information such as the registration number and the chassis number. Based on this information, the reader can request if it wishes to do so, any further information that it requires on a particular vehicle through the DMT.

“Information will be released through channels so only particular channels are released to those readers. This ensures that the readers would get the information through the DMT to verify it,” he said.

DMT is positive that this system, after it is in place, will be a great help in traffic management, security and would be a more efficient way of gathering and dispersing information, real-time which will save money and the use of human resources.

Under the current system, a number plate and a windshield sticker is issued at the registration of a vehicle. The windshield sticker is displayed at the left upper corner of a windshield in every vehicle. The sticker only

carries some visible information such as the vehicle number, fuel, year of registration, province; it has some security features which is self-destructive. The system can be utilised for effective self-parking systems.

According to the DMT, the Colombo Municipal Council is currently carrying out a pilot project along the Galle road.

To ensure that no privacy laws are breached, the Department will hold the final say in what information will be released to the people/ institute that requests the information. Anonymous or unauthorised RFID readers or reader holders will not be able to read or obtain data of the DMT.

“Security measures will be in place to identify whether a particular reader request is a legitimate one,” he assured.

මැදි ආදායම් ලාභීන් සඳහා නිවාස ව්‍යාපෘතියක්

නාගරික සංවර්ධන අධිකාරිය මඟින් මැදි ආදායම් ලාභීන් සඳහා වූ නිවාස ව්‍යාපෘතියක් ඉදිකිරීමට සැළසුම් කර තිබේ.

තලවතුගොඩ සහ බොරැල්ල යන ප්‍රදේශ කේන්ද්‍ර කර ගනිමින් නිවාස ව්‍යාපෘතිය ඉදිකිරීමට සැළසුම් කර ඇති බව එම අධිකාරියේ අධ්‍යක්ෂ ජනරාල් සුමේධ රත්නායක මහතා සඳහන් කළේය.

රුපියල් බිලියන 14ක මුදලක් ඒ සඳහා ඇස්තමේන්තු කර ඇති බව සඳහන්ය.

එමෙන්ම අඩු ආදායම් ලාභීන් සඳහා ඉදිකරන ලද “ලක්සද සෙවන“ නිවාස සංකීර්ණය ලබන 30 වනදා ජනතා අයිතියට පත් කිරීමට කටයුතු කරන බව අධ්‍යක්ෂ ජනරාල්වරයා සඳහන් කළේය.

මේ අතර කොළඹ නගරය සංචාරක ආකර්ශනීය නගරයක් බවට පත් කිරීමේ අරමුණින් ඇවිදින මංතීරු ඉදිකිරීමේ ව්‍යාපෘතියක් ද මේ දිනවල සිදු කෙරෙමින් පවතියි.

ලේක්හවුස් වටරවුමේ සිට නෙළුම් කුළුණ දක්වා සහ වොක්ෂෝල් වීදියේ සිට යුනීයන් පෙදෙස දක්වා වූ මාර්ගවල එම ව්‍යාපෘතිය ක්‍රියාත්මක කිරීමට සැළසුම් කර තිබේ.

මිනිස්සු වසර ගණනාවක් තිස්සේ පිරිසුදු දිය බිඳක් පානයට නැතිව අනන්ත අප්‍රමාණ පීඩාවන්ට මුහුණ දුන්හ. ඔවුහු විටෙක බදුලු ඔයේ ගලා ගෙන යන ජලය දෙස බලමින් සුසුම් හෙළූහ. නිරන්තරයෙන්ම ගොවිතැන් සඳහා පොහොර කෘෂී රසායන යොදන නිසා ඒවා කාන්දු වීමෙන් උල්පත් ජලය වුව අපවිත්‍රව ඇතැයි සිතු බැවින් ඔවුන් උල්පතකින් එන ජලය හෝ පානයට ගත්තේ දෙගිඩියාවෙනි. නමුදු ගම්මුන් මුහුණ දුන් ඒ ව්‍යසනය දැන් නිමාවට පත් වී ඇත. බදුලු ඔය ගලා බසින්නේ කවදත් එක ලෙසටය. නමුදු එදවස බදුලු ඔයේ නොදුටු සුන්දරත්වයක් දැන් ගම්මු දකිති. සැබැවින්ම දැන් බදුලු ඔය ගලා හැලෙන්නේ අවට ගම්මානවල සිරිය තවත් වැඩිකරමිනි. නමුදු තුන්සිය හැටපස් දවසේම ගලා හැලෙන බදුලු ඔයේ ජලය තිබියදීත් ඒ අවට ගම්මානවල ඇත්තෝ ජීවිත කාලයක් පුරා පානීය ජල හිඟයෙන් පීඩා වින්දහ. වැස්සත් නැතත් මිනිසුන්ට ඇති ජල ප්‍රශ්න කවදාවත් නිමා වන්නේ නැත. එක් ප්‍රදේශයක ජනතාව ගංවතුරෙන් පීඩා විඳින විට තවත් ප්‍රදේශයක ජනතාව නියඟයෙන් පීඩා විදින්නේය. මේ සොබා දහමේ හැටිය. පිරිසුදු පානීය ජලය නොමැතිකමින් නිරන්තරව පීඩා වින්ද ඌව පළාතේ දෙමෝදර හා ඒ අවට ගම්මානවල ජනතාව අද සිටින්නේ සැනසුම් සුසුම් හෙළමිනි.

බදුල්ල, හාලි ඇළ, දෙමෝදර, ඇල්ල, බණ්ඩාරවෙල ප්‍රදේශවල පවුල් ලක්ෂයකට ආසන්න සංඛ්‍යාවකට සෙත සලසමින් දෙමෝදර ජල ව්‍යාපෘතිය ඉකුත් දා මෛත්‍රීපාල සිරිසේන ජනාධිපතිතුමා අතින් ජනතා අයිතියට පැවැරිණි. මෙම ජල ව්‍යාපෘතිය ආරම්භ කෙරුණේ බදුලු ඔය හරස් කිරීමෙනි. වත්මනෙහි එය ඌව පළාතේ සාර්ථකම ජල ව්‍යාපෘතිය වෙයි.

පානීය ජලය නොමැතිකමින් බොහෝ පීඩා විඳි ප්‍රදේශවාසින් මෙම ජල ව්‍යාපෘතිය ආරම්භ වීමත් සමඟ අද සිටින්නේ අප්‍රමාණ වූ සතුටකිනි. ජල හිඟය නිසා තමන් මෙතෙක් කලක් විඳි පීඩාව අප හා විස්තර කළ දෙමෝදර එච්.එච් සිරිසෝම මහතා අද මෙම කටයුත්තට සම්බන්ධ වූ සියල්ලන්ටම පිං දෙන්නේය.

“අපි දන්න කාලේ ඉඳලම වතුර නැති නිසා හුඟක් පීඩාවට පත්වුණා. බදුලු ඔයේ ජලයෙන් ප්‍රයෝජනයක් ගන්න කාටවත් ඒ හැටි කල්පනාවක් තිබුණේ නැහැ. මෙම ජල ව්‍යාපෘතියේ නිර්මාතෘ ලෙස කටයුතු කළේ ඌව පළාත් මහ ඇමැති චාමර සම්පත් දසනායක මහතායි. වැස්ස කාලෙටත් පායන කාලෙටත් අපි ජලය නැති කමින් පීඩා වින්දා. අපි අවුරුදු ගානක් තිස්සේම පීඩා වින්දේ පිරිසුදු පානීය ජලය නොමැතිකම නිසායි. අපි ගොවිතැන් කරලා ජීවත් වන මිනිස්සු. දැන් මේ ජල ව්‍යපෘතිය සාර්ථක වීමත් සමඟ අපේ ගම්වල මිනිස්සුන්ට කිසිම බයක් සැකක් නැතිව දවසේ පැය විසිහතරම පිරිසුදු වතුර ටිකක් බොන්න පුළුවන්කම ලැබිලා තියෙනවා. ඇත්තම කිව්වොත් මේක ලොකු පිනක්”.

ග්‍රාම සේවා වසම් 42 ක ජනතාවගේ පානිය ජල අවශ්‍යතාව සපුරාලීමට මෙම ජල ව්‍යාපෘතිය මඟින් හැකියාව ලැබී ඇත්තේය.මෙය සුළුපටු කාර්යයක් නොවේ. වසර කිහිපය් තිස්සේ කෙරීගෙන ගිය මෙම ජල ව්‍යාපෘතිය අද ප්‍රදේශවාසීන්ගේ අස්වැසිල්ලට හේතුවක් වී ඇත්තේය. බදුලු ඔය හරස්කරමින් ජල ව්‍යාපෘතිය ඇරැඹී ඇත්තේ දෙමෝදර ප්‍රදේශයේදීය. එහිදි දිනකට ජලය ඝන මීටර් 15000ක් පිරිපහදු කළ හැකි ජල පිරිපහදු මධ්‍යස්ථානයක්, ඝන මීටර 132000ක පරිමාවකින් යුත් මීටර් 17ක උස කොන්ක්‍රීට් වේල්ලක් සහිත ජලාශයක් සහ ප්‍රදේශය ආවරණය වන පරිදි ජලය ගබඩා කළ හැකි ටැංකි අටක් ද ඉදිකර ඇත්තේය. එමෙන්ම පොම්පාගාර, සම්ප්‍රේෂණ හා බෙදා හැරිමේ ජල නල පද්ධතියක් මෙම ව්‍යාපෘතියට අයත් වේ. ශ්‍රී ලංකා රජයෙන් හා ඇමෙරිකානු ණය ආධාර යටතේ රුපියල් මිලියන 11880 ක් මෙම ව්‍යාපෘතිය සඳහා වියදම් කර ඇත්තේය. බදුලු ඔය හරස් කර රැස් කරගන්නා ලද ජලය දිනකට ඝන මීටර 15000 ක් ජලාශය ආසන්නයේ ඉදිකරන ලද ජල පිරිපහදුව හරහා පිරිපහදු කරනු ලැබේ.

මේ ගම්මු කාලයක් තිස්සේ දරුණු ලෙස ජල හිඟයෙන් පීඩා වින්දහ‍‍. ජලය සොයා සැතපුම් ගණන් දුරු කතර ගෙවූ අසීරුව දන්නේද ඔවුන්ය. එනිසා මේ ජල ව්‍යාපෘතිය මේ ගම්මුන්ට මහමෙරක් මෙන් වටින්නේය . ගම්මුන් වෙනුවෙන් පිරිසුදු පානීය ජලය ලබාදීමට කැප වුවෝ බොහෝය . තමන් වෙනුවෙන් වෙහෙස වුවන් පිළීබඳ ගම්මුන් කතා කරන්නේ ප්‍රසාදයෙනි. ඒ පිළිබඳ අදහස් දක්වන බන්දුල වරුෂ විතාන මහතා.

“ ජලාපවාහන මණ්ඩලයේ නිලධාරීන්ගේ කැපවීම නිසා තමයි අපට මෙතරම්ම ඉක්මනින් ජලය ලැබුණේ. අද මෙම ජල ව්‍යෘපෘතියෙන් පැය විසිහතරම ජලය ලබන අපි පහු ගිය කාලයේ විශේෂයෙන්ම නියං කාලයේ උග්‍ර ජල හිඟයන්ට මු හුණ දුන්නා. අද නම් අපි දෙයියනේ කියලා පුදුමාකර සැනසිල්ලක් ලබනවා.”

වරුෂවිතාන මහතා එසේ පවසන විට ගමේ පැරැණියකු වන හාලි ඇල විශ්‍රාමික ග්‍රාම නිලධාරී ජයසේකර වීරසිංහ මහතා පවසන්නේ මෙවැනි කතාවකි.

“ මේ ජල ව්‍යාපෘතිය නිසා හාලි ඇළ අවට හා දෙමෝදර ප්‍රදේශයේ ජනතාවට නව ජවයක් ලැබුණා වගෙයි මට දැනෙන්නේ. පහුගිය නියං කාලවලදි අපේ ප්‍රදේශයේ ජනතාවට උග්‍ර ජල හිඟයකට මුහුණ දෙන්නට සිදු වුණා. අපේ ප්‍රදේශයේ අය බහුලවම කෘෂිකර්මාන්තයේ නියැළෙන අය. මං හිතන්නේ මේ කවුරුවත් හිතුවේ නැහැ කවදාවත් අපේ ගම්වලට මේ වගේ සාර්ථක ජල ව්‍යාපෘතියක් ලැබේවී කියලා. නමුත් අද අපට පැය විසිහතරම පිරිසුදු ජලය ලැබෙන සාර්ථක ජල ව්‍යෘපෘතියක් ලැබී තියෙනවා.”

ගැමියෝ සිටින්නේ අපමණ සතුටකිනි. ඒ හාලි ඇළ දෙමෝදර හා ඒ අවට ගම්මානවල ඇත්තෝය. ඔවුන් සතුටින් සිටින විට උමා ඔය ව්‍යාපෘතිය නිසා මේ මොහෝතේත් බණ්ඩාරවෙල ජනතාව සිටින්නේ තැවුලෙනි. විශේෂයෙන්ම බණ්ඩාරවෙල ප්‍රදේශයේ ජනතාව ද දැන් උග්‍ර ජල හිඟයකට මුහුණ දී සිටින්නේය. විශේෂය නම් නව ජල ව්‍යාපෘතිය නිසා බණ්ඩාරවෙල ජනතාවටද එයින් සහනයක් ලැබීමය.

ජල සම්පාදන හා ජලාපවාහන මණ්ඩලයේ ඌව පළාත් සාමාන්‍යාධිකාරී හා ව්‍යාපෘති අධ්‍යක්ෂ රුවන් ලියනගේ මහතා මේ ව්‍යෘපෘතිය පිළිබඳ මෙලෙස පවසයි.

“බදුල්ල, හාලි ඇළ ,දෙමෝදර, ඇල්ල, ප්‍රදේශවලට පැය විසිහතරම ජලය ලබාදෙන සාර්ථකම ජල ව්‍යාපෘතිය තමයි මේක. මේ ව්‍යාපෘතිය සාර්ථක කෙරුණේ අපේ රජයෙන් සහ ඇමෙරිකානු රජයේ අනුග්‍රහය ඇතිවයි. බදුලු ඔය හරස්කර කරන ලද මෙම ජල ව්‍යාපෘතියෙන් ඝන මීටර් ලක්ෂයක ජලය ගබඩා කර තබා ගන්නට පුළුවන්. ඒ වගේම විශේෂයෙන්ම උමා ඔය ව්‍යාපෘතිය නිසා පීඩාවට පත් ජනතාවටත් මේ ජල යෝජනා ක්‍රමයෙන් ජලය ලබා දෙන්නට පුළුවන්. මෙය ඌව පළාතේම තියෙන සාර්ථක ජල ව්‍යාපෘතිය ලෙස හදුන්වා දෙන්නට පුළුවන්. ”

කවුරුන් කොහොම කිව්වද මෙම ව්‍යාපෘතියේ සාර්ථක අසාර්ථක භාවය හොඳින්ම දන්නේ ජලය නැති කමින් වසර ගණනාවක් තිසේ පීඩාවට පත්වු ජනතාවය. පිරිසුදු දිය පොදක් නැති කමින් ඔවුහු අපමණ තැවුලට පත්ව සිටියහ.

“කාට කියන්නද කියලා හිතා ගන්න බැරිව හිටියේ අවුරුදු ගණනක් තිස්සේ අපේ ගම්වලට ඡන්දය ඉල්ලගෙන ආව හැමෝටම අපි අපේ දුක කිව්වා. ඒත් අපිට පිහිටක් ලැබුණේ නැහැ. අපි වතුර බිව්වේ වහ බොනවා වගේ. පහුගිය කාලේ අපි හුඟක් දුක් වින්දා. උල්පත්වලින් එන වතුර ගැනවත් අපිට විශ්වාසයක් තිබුණේ නැහැ. අපි පුංචි කාලේ නම් ගොවිතැන්වලට තෙල් බෙහෙත් ගැහුවේ නැහැ. ඒ නිසා උල්පත් වතුර බොන්න බයක් තිබුණේ නැහැ. ඒත් දැන් තෙල් පොහොර කෘෂී රසායන නැතිව කිසිම වගාවක් කරන්න බැහැ. ඒ වස විෂ උල්පත් වතුරටත් කළවම් වෙලා ඇති. ඒ මොනවා වුණත් දැන් හිතේ බයක් නැතිව අපිට වතුර උගුරක් බොන්නට පුළුවන්.” ජල ව්‍යාපෘතිය ආසන්නයේම නිවෙසක පදිංචි ගැමි ගැහැනියක පවසන්නේ සැනසුම් සුසුමක් හෙළමිනි.

සියල්ල තිබුණත් වතුර නැතිව ලෝකයේ කොතැනක විසූවද මිනිසා‍ට පමණක් නොව සතා සිවුපාවාට හෝ ගහකොළට හෝ පැවැත්මක් නැත. නොඅඩුව ජලය තිබුණද මහ සයුරෙන් වැඩක් නැත. තිබහට එයින් දිය පොදක් බොන්නට කිසිවිටෙකත් හැකියාවක් නැති බැවිනි. උස් කඳු මුදුන්වලින් දිය කඳුරුවලින් ඇළ දොළ වලින් ගලා යන ජලයෙන් මිනිසාට ප්‍රයෝජනයක් නැත්නම් එයද ඵලක් නැත්තේය. නමුදු සොබාදහම වෙතින් දායාද කෙරුණු බදුලු ඔයේ ජලයෙන් අද බොහෝ දෙනා සිය සා පවස නිවි සැනසෙති. ඒ මිනිසුන්ගේ එක් වීමෙන් මිනිසුන්ට උදව් කිරිමේ යහපත් චේතනාවෙන් එක්වූ පිරිසකගේ දායකත්වයෙන් රාජ්‍ය අනුග්‍රහයෙන් දෙමෝදර ජල ව්‍යෘපෘතිය සාර්ථකව නිම කළ බැවිනි.

Ladies’ College introduces interactive boards: All classrooms to become ‘Smart’

An enormous revolution in Sri Lankan education has taken place with the launch of smart classrooms for the whole school at Ladies’ College Colombo. The Old Girls’ Association (OGA) of Ladies’ College Colombo launched the ‘Smart Classrooms’ recently at the College Hall thus making a revolution in classroom teaching. It has become the first school in Sri Lanka to be fully equipped with interactive boards in every classroom of the school.

Port City piling work to begin in July 2018

The piling work to construct two smart buildings under the Colombo Port City will begin in July next year, Deputy Minister of Policy Planning and Economic Development, Dr. Harsha de Silva said on Friday.

He said a Memorandum of Understanding (MoU) has already been forwarded to build two smart buildings at a cost of US$ 400 million and US $ 600 million.

“The work on the Chinese-funded Colombo Port City project is progressing rapidly. From my office from the World Trade Centre, I see work going on an hourly basis. For people who haven’t seen this

work from up in the sky, it will be unbelievable to see the infrastructure that has already been put there,” said Dr. De Silva who attended the inauguration of the fifth International Conference on Urban Design on Cities, People and Places (ICCPP2017) on Friday.

“Roads have been built, trucks are moving and big cranes are working,” he said. Pointing out that Sri Lanka has the investor appetite at present Dr. de Silva said he is presently in discussion with multiple global players to attract investment into this new ‘urban oasis’. The Deputy Minister said he was recently appointed the Chairman of the Steering Committee to work on the soft infrastructure of the Port City Project including the laws and the regulations of the development.

“We are looking at attracting not just financial institutions but particularly companies to function in this interesting urban oasis. In order to attract these investors, we are looking at laws, new regulations and incentive structures,” he said.

Oct 23, 2017 (LBO) – Sri Lanka Ports Authority said world’s biggest ever container vessel to call South Asia, MV Milan Maersk of the Maersk Line has made her maiden call at the Colombo Port recently.

MV Milan Maersk is one of the world’s largest container vessels that has been built this year and owned by Maersk Line. Currently, she sails under the flag of Denmark.

Ports Authority said in a statement that the mega container carrier was berthed at the Colombo International Container Terminal (CICT).

The ship is of 399m overall length and a beam of 58m with 20,568 TEU capacity and her gross tonnage is 212400tons.

The vessel that marked its maiden call at the Colombo Port as a part of the AE 1 Service which, at present, is the fastest service from Colombo into major North European countries such as the UK, Netherlands and Germany.

“The efficient contributions in maritime operations by the Colombo Port have made this port a very much important shipping and transshipment centre in the Indian Ocean,” expressing views at the occasion, US Ambassador Atul Keshap said.

“United States, in collaboration with all possible authorities was working ahead to ensure the Port of Colombo a much safer maritime center for all the shippers.”

The Maersk Line, the owner and operator of the Maersk Fleet with a presence in Sri Lanka for more than 25 years has contributed country’s port sector by bringing some of their latest and largest container vessels to Colombo.

මෙහිදී අදහස් දැක් වූ සෞඛ්‍ය අමාත්‍යවරයා – “ශ්‍රී ලංකාවේ රෝහල් සංවර්ධනය කිරිම සදහා විදේශ ආයොජන රැසක් ලැබී තිබෙනවා. ඔස්ට්‍රියානු සමාගම මගින් යුරෝ 9587574 ක් වැය කරමින් රෝහල්වල ශල්‍යාගාර සහ දැඩිසත්කාර ඒකක වැඩිදියුණු කරනවා. මේ වනවිට සෞඛ්‍ය සේවාව නංවාලීම සදහා විදේශ ආයෝජන 70 ක් පමණ ලැබී තිබෙනවා. වත්මන් රජය විදේශ ආයෝජන අගය කරනවා. උතුරු පළාතේ මෙන්ම දිවයින පුරා රෝහල් සංවර්ධනයට ආයෝජන ලැබී ඇත්තේ එම නිසයි. යුරෝපයේ මෙන් සංවර්ධිත රෝහල් ලැබෙන අතර, එම රටවල භාවිත කෙරන නවීන තාක්ෂණය ද සෞඛ්‍ය සේවාවට ලැබීම ඉතාම වැදගත්. වෛද්‍යවරුන් ඉල්ලන සෑම නවීනතම වෛද්‍ය උපකරණ ලබාදී තිබෙනවා. නිදහස් සෞඛ්‍ය සේවාව නාම පුවරුවට පමණක් සීමා කරන්නේ නැහැ. රජය ද විශාල ආයෝජනයක් සිදු කරනවා. වැඩිම විදේශ ආයෝජන ලැබී ඇත්තේ සෞඛ්‍ය අමාත්‍යාංශයටයි. වසර 2020 වනවිට ඊ- හෙල්ත් ව්‍යාපෘතිය යටතේ රෝහල් 300 ක් පරිගණක ගත කරන අතර ජනතාව වෙනුවෙන් ඊ-හෙල්ත් කාඩ්පතක් ද හදුන්වා දෙනවා. ඒ පිළිබදව ඉන්දීය සමාගමක් සමග සාකච්ඡා පවත්වා තිබෙනවා. ඉන්දියාවෙන් ගිලන් රථ සේවාව ආරම්භ කරන විට වෛද්‍ය සංගමය ප්‍රකාශ කළා ගල් ගහන්න කියලා. නමුත් ජනතාව එම ගිලන් රථ සේවාවේ ප්‍රයෝජන අද ලබනවා. ඉන්දීය අග්‍රාමාත්‍යවරයා පොරොන්දු වුනා තවත් ගිලන් රථ 250 ක් ලබාදීමට. එම සේවාව දීප ව්‍යාප්ත කරනවා. සයිටම් ආයතනය දෙස බලා නිදහස් සෞඛ්‍ය සේවාව පිළිබද තීන්දු තීරණ ගන්න එපා. බල්ලන් බිරුවට ගැල ඉදිරියට යනවා වාගේ සෞඛ්‍ය සේවාව ඉදිරියට ගමන් කරනවා.”

සවුදි රජයෙන් ඇ.ඩො. මිලියන 73 ක ණය ආධාරයක්

වයඹ විශ්ව විද්‍යාලයේ අධ්‍යාපන පහසුකම් නංවාලීම හා කළු ගඟ වම් ඉවුර සංවර්ධනය යන ව්‍යාපෘති දෙක සඳහා සවුදි රජය විසින් ඇ.ඩො. මිලියන 73 ක සහනදායී ණයක් ලබාදී ඇත.

මේ සඳහා වන ගිවිසුම් දෙකකට අද (24) මුදල් අමාත්‍යාංශයේදී ශ්‍රී ලංකාව වෙනුවෙන් මුදල් අමාත්‍යාංශයේ ලේකම් ආචාර්ය ආර්.එච්.එස්. සමරතුංග මහතා හා සංවර්ධනය සඳහා වන සවුදි අරමුදලේ මෙහෙයුම් අධ්‍යක්ෂ ජනරාල් ෆවුසි අල් සාවුද් මහතාද අත්සන් තැබූහ.



උසස් අධ්‍යාපනය සඳහා දරන වියදම ඉහළ නැංවීම මේ රජයේ ප්‍රතිපත්ති රාමුව සමඟ අනුගතවෙමින් වයඹ විශ්වවිද්‍යාලයේ නාගරික සංවර්ධන ව්‍යාපෘතිය උසස් අධ්‍යාපන හා මහාමාර්ග අමාත්‍යාංශය විසින් ක්‍රියාත්මක කරනු ලැබේ.



විශ්වවිද්‍යාලයේ අධ්‍යාපන පහසුකම් හා යටිතල පහසුකම් සංවර්ධනය මෙන්ම විශ්වවිද්‍යාලය අවට ජීවත්වන ජනයාගේ ජීවනෝපාය ඉහළ නැංවීම අරමුණු කරගනිමින් ඉහත ව්‍යාපෘතිය නිර්මාණය කර ඇත.



මෙම ව්‍යාපෘතියේ ප්‍රධාන අරමුණු වන්නේ වයඹ විශ්වවිද්‍යාලය සඳහා දැනුම පදනම් කරගත් ස්වකීය සම්පත් හා කුසලතාවය මත විශ්වාසවන්තව කටයුතු කළ හැකි සහ තිරසර ප්‍රජා අන්තර් ක්‍රියාත්මක පද්ධතියක් ස්ථාපනය කිරීමයි. සංවර්ධනය සඳහා වන සෞදි අරමුදල ඉහත ව්‍යාපෘතිය සඳහා සෞදි රියාල් මිලියන 105 (ඇ.ඩො.මිලියන 28) ක සහනදායී ණය මුදලක් ලබාදීමට එකඟ වී ඇත.



මේ අතරම, ශ්‍රී ලංකා රජය එහි දිගුකාලීන සංවර්ධන උපායමාර්ගය තුළ වාරිමාර්ග හා ජල සම්පත් කළමනාකරණය ජාතික ප්‍රමුඛතාවයක් ලෙස හඳුනාගෙන තිබේ. මෙම උපායමාර්ගය හා අනුගත වෙමින් වාරිමාර්ග හා ජල සම්පත් කළමනාකරණ අමාත්‍යාංශය විසින් කළු ගඟ වම් ඉවුරු සංවර්ධන ව්‍යාපෘතිය ක්‍රියාත්මක කරනු ඇත.



මෙම ව්‍යාපෘතිය යටතේ ත්‍රීකුණාමල දිස්ත්‍රික්කයේ කින්නියා හා කන්තලේ ප්‍රාදේශීය ලේකම් කොට්ඨාශ හා පොලොන්නරුව දිස්ත්‍රික්කයේ මැදිරිගිරිය ප්‍රදේශයේ වාරී කටයුතු සඳහා ජලය සැපයීම වෙනුවෙන් ක‍ළුගඟ ජලාශය ඉදිකිරීම, ජනරන්ජන වැවෙහි ධාරිතාව වැඩිකිරීම, වාරී ඇළ පද්ධතිය සංවර්ධනය කරමින් කුඩා හා මධ්‍යම පරිමාණයේ වැව් ඒකාබද්ධ කීරීම වැනි ක්‍රියාකාරකම් සිදුකිරීමට සැලසුම් කර තිබේ.මෙම ව්‍යාපෘතිය ක්‍රියාත්මක කිරීම සඳහා සෞදි රියාල් මිලියන 168.75 ක (ඇ.ඩො. මිලියන 45) සහනදායී ණය මුදලක් ලබාදීමට සංවර්ධනය සඳහා වන සෞදි අරමුදල එකඟවී ඇත.



මෙම අවස්ථාවට සංවර්ධනය සඳහා වන සෞදි අරමුදලෙහි, විදේශ සම්පත් දෙපාර්තමේන්තුවෙහි, උසස් අධ්‍යාපන හා මහාමාර්ග අමාත්‍යාංශයෙහි සහ වාරිමාර්ග හා ජලසම්පත් කළමණාකරන අමාත්‍යාංශයෙහි ජ්‍යෙෂ්ඨ නිලධාරීන් කිහිපදෙනෙක් ද මෙම අවස්ථාවට සහභාගී වූහ.

ADB Boosting Renewable Energy in Sri Lanka with 100 MW Wind Park

Diversifying Sri Lanka’s power generation through clean, renewable energy sources will improve the country’s energy security and environment.

MANILA, PHILIPPINES (24 October 2017) — The Asian Development Bank’s (ADB) Board of Directors has approved a loan of $200 million with sovereign guarantee for Ceylon Electricity Board to develop Sri Lanka’s first 100-megawatt wind park.

“The new Wind Power Generation Project will not only provide access to a clean and reliable power supply in Sri Lanka, but also create an environment for further wind power development through future public-private partnerships,” said Mukhtor Khamudkhanov, an ADB Principal Energy Specialist. “Diversifying the country’s power generation through clean, renewable energy sources will improve the country’s energy security and environment.”

Sri Lanka boosted its national electrification from 29% in 1990 to more than 99% in 2016. Yet the power sector continues to struggle to meet the growing demand for an affordable and reliable electricity supply.

With the share of thermal (coal and oil-fired) power still accounting for two-thirds of power generation in 2016, there is an urgent need to develop clean energy sources such as wind and solar energy, reduce losses in the system, and boost energy efficiency.

While the remaining third of total generated power in 2016 was from renewable sources, most of this was accounted for by large hydropower facilities. Only about 8% comes from nonconventional renewable energy sources such as mini hydro, wind, solar, and biomass. The country’s goal is to increase the share of these nonconventional renewable energy sources to about 20% of the total generated power by 2020.

Besides the wind farm, to be constructed on Mannar Island in Northern Province, the project will provide the associated infrastructure, such as internal cabling and access roads, energy dispatch control center, and reactors to manage voltage levels.

More generally, the project will also establish the procedures to enable the Ceylon Electricity Board—the executing and implementing agency for the project—to act as a wind park developer that can attract the private sector in future wind power generation. These include establishing cost benchmarks and conducting competitive bidding for future wind power projects, and managing the flow of intermittent wind energy through the power system.

The Ceylon Electricity Board will provide $56.7 million toward the total project cost of $256.7 million. The estimated completion date for the project is the end of 2021.

ඊට අමතරව රෝගීන්ට හා රෝගීන්ගේ පවුලේ සාමාජිකයන්ට උපදේශන සේවා සහ දේශන ශාලා පහසුකම්ද සියලු පහසුකම් වලින් සමන්විත සම්මන්ත්‍රණශාලාවක් ද වේ.

මෙහිදී රෝගීන් සඳහා DSA,PET,SPECT ස්කෑනර් පහසුකම් සලසා ඇති අතර මෙමගින් උසස් පහසුකම් වලින් යුත් විකිරණ රෝග නිර්ණක හා ප්‍රතිකාර කරන මෙහිදී අදහස් දැක් වූ ජාතික රෝහලේ නියෝජ්‍ය අධ්‍යක්ෂ ජනරාල් වෛද්‍ය අනිල් ජාසිංහ මහතා පැවසීය.
