Chinese company gets huge contract for solid waste landfill project
China Harbour Engineering Company Ltd (CHEC) has won a US$90.48mn contract to design and build the solid waste sanitary landfill in Aruwakkalu, Puttalam. The contract, which costs LKR1.63bn in addition to the dollar fee, was signed on December 29 last year. The project–which falls under the purview of the Ministry of Megapolis and Western Development–entails the construction within 18 months of transfer stations (for solid waste) at Kelaniya and Aruwakkalu, railway connectivity lines and the landfill.
The award ran into controversy during the bidding process. The technical proposals of just two out of seven bidders were accepted. They were CHEC and M/s Kolon-Hansol-KECC Joint Venture from South Korea. The other five were dismissed as “technically non-responsive”. The financial proposals of CHEC and Kolon-Hansol KECC were evaluated. A Standing Cabinet Appointed Procurement Committee (SCAPC) recommended the award of the contract to CHEC. Kolon-Hansol KECC took its case to the Procurement Appeal Board (PAB) which is based at the Presidential Secretariat.

Sri Lanka receives highest ever FDI in 2017

COLOMBO, Jan. 29 (Xinhua) -- Foreign Direct Investment (FDI) into Sri Lanka reached an all-time high of 1.63 billion U.S. dollars in 2017, doubling from the 802-million-U.S. dollars achieved during the previous year, Sri Lanka's Board of Investment (BOI) said in a statement on Monday.
The highest FDI came from China, followed by India and Singapore.
BOI, the agency tasked with promoting and facilitating FDIs, reported that the number achieved in 2017 was the highest ever, surpassing the 1.61-billion-U.S. dollar mark in 2014, with solid growth across key sectors.
"The strong growth is a direct consequence of the government's reorientation of economic policy towards investment and export-driven growth, rather than debt-funded public infrastructure spending," the BOI said.
Among the highest growth sectors were export-oriented manufacturing and services, which includes tourism, IT, and infrastructure.
Minister of Development Strategies and International Trade Malik Samarawickrama said that while Sri Lanka had achieved strong FDI results in 2017, the country had only scratched the surface of its full potential.
"This is not a time for complacency but renewed focus to use the momentum to strengthen reforms to improve our Ease of Doing Business ranking, and efforts to attract high-quality investors from countries we have renewed bilateral relationships with," the minister said.
He added the country's target was to achieve 5 billion U.S. dollars in FDI per year by 2020 and was confident of achieving 2.5 billion dollars of FDI in 2018.

'Colombo Eye’ to add sparkle to Battaramulla

The Water's Edge today signed an agreement with Melchers Project Management (Pvt) Ltd to construct a giant ‘Ferris Wheel’ named ‘Colombo Eye’ similar to the ‘London Eye’ in the South Bank of the River Thames in London at the ‘Fantasy Land’ that is to be built in Battaramulla.
The project which is to be launched with a Rs.600 million investment would be the first phase of the ‘Fantasy Land’ construction.
The project to be launched based in Diyawannawa is to be supported by the Urban Development Authority (UDA) and the Sport Ministry.
Participating at the ceremony to mark the signing of the agreement, Megapolis and Western Development Minister Champika Ranawaka said the lake side next to the Water's Edge would be developed and transformed into an entertainment city.

වසර 63 කට පසු රාජ්ය ආදායමේ රුපියල් බිලියන 22 අතිරික්තයක් ඇති කර ගැනීමට රජය සමත් වූ බව එක්සත් ජාතික පක්ෂයේ නියෝජ්ය මහලේකම් අමාත්ය අකිල විරාජ් කාරියවසම් මහතා විශේෂ මාධ්ය නිවේදනයක් නිකුත් කරමින් සඳහන් කරයි.
රජය ආදායම උපයන කිසිදු මාර්ගයක් පෞද්ගලීකරණයට ලක් කොට නොමැති බව අවධාරණය කරන අමාත්යවරයා අන්තර් ජාතික මූල්ය අරමුදල හා ශ්රී ලංකා මහබැංකුව පෙන්වා දෙන ආකාරයට මෙරට ආර්ථිකය වර්ධනය වේගවත් වී ඇති අතර පසුගිය වසරේ ඇතිවූ ස්වභාවික ආපදා හමුවේ පවා වාර්තාකරන ලද මෙම වර්ධන වේගය ශ්රී ලංකාවේ ආර්ථිකය ප්රගතිදායක හා වේගවත් වර්ධනයකට මුලපුරා ඇති බව පැහැදිලි වන බවද සඳහන් කරයි.
රු. බිලියන 22 රාජ්ය ආදයම් අතිරික්තයක් ලබා තිබියදි රාජ්ය ආදායම අහිමි වුවායැයි කරන ප්රකාශ පළාත් පාලන මැතිවරණය ඉලක්ක කර ගත් දේශපාලනික කියවීමක් පමණක් බවද එම නිවේදනයේ සඳහන් වේ.
එම නිවේදනය මෙසේය.
වර්තමාන රජය බලයට පත්වන විට රාජ්ය ආදායම බරපතල අභියෝග රැසකට මුහුණ දී තිබුණි. පොලී අනුපාත වැඩිවීම, ණය ලබාගැනීමේ වියදම් වැඩිවීම, රාජ්ය සේවක වේතන වියදම හා විශ්රාම වැටුප් ගෙවීම මත වූ පුනරාවර්ථන වියදම් වැඩිවීම, ආදායම් රැස්කිරීමේ ස්ථිරසාර භාවය ගෝලීය ආර්ථික තත්වය වැනි කරුණු රැසක් එයට හේතු විය.
එසේ තිබියදී 2015 වසරේ වාර්තා වූ 13.3%ක් වු රාජ්ය ආදායම 2016 වසරේදී 14.02% දක්වා වර්ධනය කර ගැනීමට හැකියාව ලැබුණි. 2015 වසරේ දළ දේශීය නිෂ්පාදනයන් සියයට දශම 0.9% වූ බදු නොවන ආදායම 2016 වසරේදී 1.9% වැඩිවිය. මෙම බදු නොවන ආදායම වැඩිවීම සඳහා රජය සතු ව්යාපාර මගින් රජයට ගෙවනු ලැබූ ලාභ හා ලාභාංශ ගෙවීම බෙහෙවින් දායක විය.
2015 වසරේදී රුපියල් බිලියන 1454.9 ක රාජ්ය ආදායම 2016 වසරේදී රුපියල් බිලියන 1686.1 දක්වා 15.9% වැඩිවිය. 2016 වසරේදී බදු ආදායම 2015 වසරේ වූ රුපියල් බිලියන 1355.8 සිට රුපියල් බිලියන 1463.7 දක්වා සියයට 08කින් වැඩිවූ අතර බදු නොවන ආදායම 2015 වසරේ රුපියල් බිලියන 99.01 %සිට 2016 දී රුපියල් බිලියන 222.4 දක්වා 124.4 %ප්රසාරණය විය.
2015 වසරේදී රුපියල් බිලියන 26.02ක් වූ උපයන විට ගෙවීම් බදු තුලින් ලද බඳු ආදායම 2016 දී රුපියල් බිලියන 28.02 දක්වා 7.5% කින් වැඩිවිය. ආර්ථික හා සේවා ගාස්තු වලින් ලද ආදායම 2016 දී රුපියල් බිලියන 20.5 දක්වා 232.8% කින් කැපී පෙනෙන ලෙස ඉහල ගොස් ඇතග 2015 වසරේදී රුපියල් බිලියන 219.7 වූ එකතු කළ අගය මත බඳු ආදායම 29්%එනම් 2016 රුපියල් බිලියන 283.5 දක්වා වර්ධනය වී ඇත. එය මුළු බඳු ආදායමේ ප්රතිශතයක් ලෙස ගත් කළ 2015 දී 16.2% ක් වූ අතර 2016 වසරේදී 19.4% ප්රසාරණය විය. 2015 වසරේදී රුපියල් බිලියන 89.2 ක් වූ ආනයන මත වූ එකතු කළ අගය මත බද්ධ ආදායම 2016 වසරේදී රුපියල් බිලියන 115.3 දක්වා වූ 29.3% ක වැඩිවීමත් සමඟ දේශීය ක්රියාකාරකම් මත වූ එකතු කළ අගය මත බඳු ආදායම රුපියල් බිලියන 131.7 සිට රුපියල් බිලියන 168.8 දක්වා 28.2% වැඩිවීම එම ආදායම ඉහල යාමට හේතුවිය.
රාජ්ය ආදායම් පිළිබද ශ්රී ලංකා මහ බැංකුවේ ලාභ අලාභ පිළිබඳ සැසදීමකින් වුවද පෙන්වා දිය හැකිය. 2013 දී බිලියන 24ක අලාභයක් සටහන් කළ මහ බැංකුව 2014දී බිලියන 32ක් දක්වා අලාභය වැඩි කොට ගෙන තිබේ.2016 වන විට ශ්රී ලංකා මහ බැංකුව වාර්තාවලට අනුව මහ බැංකුව රුපියල් බිලියන 22ක ලාභයක් වාර්තා කොට තිබේ. රාජ්ය බැංකු පද්ධතිය පිළිබඳව විමසා බැලූවද දක්නට ලැබෙන්නේ රාජ්ය ආදායම්වල වැඩිවීමකි. ආදායම ලබන කිසිදු රාජ්ය ආයතනයක් පෞද්ගලිකරණය කර නොමැත. රාජ්ය ආදායම් වැඩි කිරීමට පිළිගත් මූල ධර්ම අනුගමනය කරමින් රජය ගත් පියවර වල ප්රතිඵල රටට හිමිවනුයේ 2018 සිට ඉදිරියටයි.

Sri Lanka apparel exports hit US$4.8bn in 2017

ECONOMYNEXT - Apparel shipments from Sri Lanka, its main industrial export, hit a high of US$ 4.81 billion in 2017, up 3% from 2016, the Ministry of Industry & Commerce said.
In the month of December 2017 alone apparel exports went up 21% to $452 million, the highest monthly earnings, from the same month in 2016, according to a statement which quoted data by the Joint Apparel Association Forum and Sri Lanka Apparel Exporters Association.
It said 45% of apparel exports in 2017 (at $ 2.16 billion) went to US while 42% (at $2.02 billion) went to the European Union.
Year on year exports to US were up 2% increase in 2017 while exports to EU went up 4.13%.

SrI Lanka ends 2017 with US$7.95bn in forex reserves

ECONOMYNEXT - Sri Lanka ended 2017 with 7.95 billion US dollars of forex reserves and has cut the central bank's exposure to swaps by around a billion US dollars, Governor Indrajit Coomaraswamy said.
The central bank had been able to buy 1.7 billion US dollars from forex markets amid lower credit growth and a sell-down of domestic assets to mop up liquidity generated from dollar purchases.
Coomaraswamy said the agency had cut its exposure to forex swaps from 2.4 billion US dollars to 1.4 billion US dollar during the year.
The forex swaps which give forward cover to some domestic borrowers expands the risk to the central bank and encourages risk taking in the banking system.
Sri Lanka has a soft-pegged exchange rate system which is dependent on foreign reserves.
The rise of foreign reserves through sterilized purchases during the year, is also strong evidence of the existence of a soft-pegged monetary system with a de facto peg.
However the central bank is planning to move to what it calls 'flexible inflation targeting' framework by 2020. (Colombo/Jan03/2017)

Sri Lanka receives highest ever FDI in 2017

COLOMBO, Jan. 29 (Xinhua) -- Foreign Direct Investment (FDI) into Sri Lanka reached an all-time high of 1.63 billion U.S. dollars in 2017, doubling from the 802-million-U.S. dollars achieved during the previous year, Sri Lanka's Board of Investment (BOI) said in a statement on Monday.
The highest FDI came from China, followed by India and Singapore.
BOI, the agency tasked with promoting and facilitating FDIs, reported that the number achieved in 2017 was the highest ever, surpassing the 1.61-billion-U.S. dollar mark in 2014, with solid growth across key sectors.
"The strong growth is a direct consequence of the government's reorientation of economic policy towards investment and export-driven growth, rather than debt-funded public infrastructure spending," the BOI said.
Among the highest growth sectors were export-oriented manufacturing and services, which includes tourism, IT, and infrastructure.
Minister of Development Strategies and International Trade Malik Samarawickrama said that while Sri Lanka had achieved strong FDI results in 2017, the country had only scratched the surface of its full potential.
"This is not a time for complacency but renewed focus to use the momentum to strengthen reforms to improve our Ease of Doing Business ranking, and efforts to attract high-quality investors from countries we have renewed bilateral relationships with," the minister said.
He added the country's target was to achieve 5 billion U.S. dollars in FDI per year by 2020 and was confident of achieving 2.5 billion dollars of FDI in 2018.

COLOMBO, Jan. 29 (Xinhua) -- Foreign Direct Investment (FDI) into Sri Lanka reached an all-time high of 1.63 billion U.S. dollars in 2017, doubling from the 802-million-U.S. dollars achieved during the previous year, Sri Lanka's Board of Investment (BOI) said in a statement on Monday.
The highest FDI came from China, followed by India and Singapore.
BOI, the agency tasked with promoting and facilitating FDIs, reported that the number achieved in 2017 was the highest ever, surpassing the 1.61-billion-U.S. dollar mark in 2014, with solid growth across key sectors.
"The strong growth is a direct consequence of the government's reorientation of economic policy towards investment and export-driven growth, rather than debt-funded public infrastructure spending," the BOI said.
Among the highest growth sectors were export-oriented manufacturing and services, which includes tourism, IT, and infrastructure.

Sri Lanka Tourist arrivals up 12.6-pct in Jan 2018

Feb 07, 2018 (LBO) – Tourist arrivals to Sri Lanka rose 12.6 percent from a year earlier to 246,972 in January 2018 with Indian visitors taking the lead, official data shows.
Arrivals from India were up 40 percent from 31,173 to 43,643 in January from an year ago.
However Chinese arrivals were down 22 percent to 24,819.
Regionally, South Asian arrivals were up 32 percent to 54,815 with Pakistan up 18.2 percent to 2,971 and Maldives also up 9.4 percent to 6,194.
Western European arrivals rose 14.9 percent to 83,324 with the UK up 15.1 percent to 22,410 and German arrivals increasing by 20.2 percent to 14,982.
Eastern Europe grew 15 percent to 30,550 with Russia up 12.5 percent to 11,634 and Ukraine up 12 percent to 6,544.
The Middle Eastern arrivals were up 25 percent to 11,199.
