    Is it a cover photo from the National Geographic magazine? No, it’s actually an aerial view of the Colombo Port City developed by CCCC’s subsidiary CHEC in Sri Lanka.

    Sri Lanka, an island country in South Asia, is located in the Indian Ocean to the southwest of the Bay of Bengal and to the southeast of the Arabian Sea. Due to its strategic position along the East-West sea trade routes, the Chinese enterprise is helping the country build the port city.

    By building the port city, CHEC also hopes to bring better life to locals in Colombo, capital of Sri Lanka, which is still enveloped by darkness because of poor infrastructure. The port city in future will become a commercial, financial, residential and international entertainment hub in South Asia and a shining pearl of the Indian Ocean.

    The city spans 269 hectares, equivalent to 600 football fields, meaning 65 million cubic meters of sand need to be reclaimed from the sea. Although it is not easy, to make people live better, CHEC will spare no effort to make it.

    Officials from Department of External Resources (ERD) and Department of Project Management & Monitoring (DPMM) in Ministry of Finance, Sri Lanka participated in site visit to inspect the ongoing constructions in subprojects of MCUDP.

    The visit encompassed the construction site of new Mutuwel tunnel, St. Sebastian north lock gates and pumping station, Kolonnawa canal diversion scheme, Ambathale storm water pumping station, Madiwela East diversion scheme, drainage at Devi Balika junction, Norris canal and Linear park along Beira lake (western bank) which are progressing for flood minimizing in Colombo.

    පර්පචුවල් ට්‍රෙෂරීස් සමාගමේ හිමිකරු අර්ජුන් ඇලෝෂියස් සහ එහි ප්‍රධාන විධායක නිලධාරී කසුන් පළිසේන ඇප මත නිදහස් කිරීමට කොළඹ ප්‍රධාන මහේස්ත්‍රාත් ලංකා ජයරත්න මෙනෙවිය අද (01) නියම කළාය.

    ඒ අනුව එක් සැකකරුවකුට රුපියල් මිලියනය බැගින්වූ මුදල් ඇප සහ රුපියල් මිලියන 20 බැගින් වූ ශරීර ඇප හතරක් මත මුදාහැරීමටයි නියම කර ඇත්තේ.

    ඇපකරුවන් සියළු දෙනා ඔවුන්ගේ පදිංචිය තහවුරු කිරීමේ සහතික අධිකරණය වෙත ඉදිරිපත් කළ යුතු බවද දැනුම් දුන් මහේස්ත්‍රාත්වරිය සැකකරුවන්ගේ ජාතික හැදුනුම්පත්වල පිටපත් අධිකරණය වෙත බාර දිය යුතු බව ද නියම කළාය.

    සැකකරුවන්ගෙ විදේශගමන් සම්පූර්ණයෙන්ම තහනම් කළ අධිකරණය ඔවුන්ගේ විදේශ ගමන් බලපත්‍ර අධිකරණය වෙත බාරදීමටද නියෝග කළාය. එමෙන්ම සෑම ඉරු දිනකම පෙරවරු 9ත් 12ත් අතර රහස් පොලීසිය හමුවේ වාර්තා කළ යුතු බවටද මහෙස්ත්‍රාත්වරිය සැකකරුවන්ට වැඩිදුරටත් නියම කර තිබේ.

    මොවුන් දෙදෙනා වසරකට වැඩි කාලයක් රක්ෂිත බන්ධනාගාරගතව සිටියා.

    Implementation of the Urban Regeneration Project in Colombo

    - With a view to transforming the Colombo city into a city with a clean and pleasing environment, it has been planned to carry out the Colombo Urban Regeneration Project at an investment of United States Dollars 287 million for the resettlement of people living in slums, in new housing schemes and for more optimal utilization of urban lands. Through this programme, around 50,000 low-income and lower-middle-income residents living in underserved settlements will be benefited with houses of proper standards. Accordingly, this project is to be implemented under 03 major components of housing construction, land re-development and technical support and project management and it has been planned to obtain funds for this purpose from the Asian Infrastructure Investment Bank (AIIB), the Government of Sri Lanka and the private sector. As such, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media, to conduct loan negotiations and to enter into a loan agreement for obtaining the funds to be secured as agreed by the AIIB, was approved by the Cabinet.

    The Project for the Development of A 17 Road Corridor from Deniyaya to Rakwana

    - The Galle-Deniyaya-Madampe Road traverses through the major towns of Morawaka, Deniyaya, Suriyakanda and Rakwana and it is linked with three 'A' Class Roads and ten 'B' Class Roads. Out of this, it has been proposed to develop a road extent of 53 km from Deniyaya to Rakwana. This has been phased out to be constructed in 2 stages with an investment of US$ 51.75 million and it is expected to develop a road section of 18 km from Suriyakanda to Rakwana as its first stage and a road section of 35 km from Deniyaya to Suriyakanda as its second stage. The OPEC Fund for International Development (OFID) has expressed its willingness to provide the required funds of US$ 40 million for the implementation of this project and accordingly, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media, to conduct loan negotiations in this regard and enter into a loan agreement, was approved by the Cabinet.

    Project for the Establishment of a Light Rail Transit System in Colombo

    - The Japan International Cooperation Agency (JICA) has agreed to provide financial and technical assistance to establish a Light Rail Transit (LRT) System in Colombo in order to minimize the heavy traffic congestion existing in Colombo and its suburbs. This LRT System has been designed to establish the connectivity between the major Administrative Hubs with commercial corridors and the densely populated residential areas situated adjacent to Colombo. This LRT System will also be developed so as to provide easy access to the Expressway Network and Multi-Model Transport Hubs. Under the LRT System project, it has been planned to construct a LRT System 17 km in length with 16 Stations from the Multi-Model Transport Hub in Colombo Fort to Malabe Depot with an investment of JPY 246,641 million from Japan. The Japan International Cooperation Agency has extended its willingness to grant JPY 200,415 million out of the total expenditure anticipated for the project and accordingly, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media to conduct loan Negotiations and to enter into a loan agreement for the purpose, was approved by the Cabinet.

    Continuous implementation of the 'Gamperaliya' Rapid Rural Development Programme

    - The Cabinet has set apart a provision worth of Rs.20 billion in respect of the year 2018 for the implementation of projects for the rehabilitation of village tanks, modernization of the rural roads, providing sanitary facilities in schools, construction of school playgrounds, 'Sathi Pola' and 'Haritha Uyana', providing electricity, renovation of religious places, housing development and issuing deeds for lands under the 'Gamperaliya' programme. Accordingly, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media, for an allocation of Rs.48 billion in respect of the year 2019 to continue the development activities further by providing Rs.300 million for each electorate, was approved by the Cabinet.

    Establishment of Information and Communication Technology (ICT) Hubs for the improvement of the Secondary Education

    - With the objective of strengthening the Computer Assisted Teaching for Secondary Education, it has been planned to implement a project under the Ministry of Education for enhancing teaching and learning information and communication technology, for enhancing the information technology education level of the teachers and for providing equal opportunity of education to every student including those living in rural areas. Under this programme, a fully equipped e-learning National Contents - - Development Centre (NCDC) in the North Western Province and another 02 Provincial Information Communication Technology Education Centres (PICTEC) centering the Southern and Eastern Provinces are due to be established. The Economic Development Cooperation Fund (EDCF) of the Export and Import (KEXIM) Bank of South Korea has agreed to provide funds for the purpose and accordingly, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media, to enter into an Agreement to secure the required funds, was approved by the Cabinet.

    කොළඹ කොටුව බහු මාදිලි ප්‍රවාහන මධ්‍යස්ථානයේ සිට මාලඹේ ඩිපෝව දක්වා ඉදිකිරීමට යෝජිත සැහැල්ලු දුම්රිය පද්ධිතය සඳහා ජපන් යෙන් බිලියන 200.415ක ණය ගිවිසුමකට එළැඹීමට කැබිනට් මණ්ඩලයේ අනුමැතිය ලැබී ඇත.

    ඒ සඳහා සාකච්ඡා පැවැත්විමට හා ගිවිසුමට එළැඹීමට මුදල් හා ජනනමාධ්‍ය අමාත්‍ය මංගල සමරවීර මහතා ඉදිරිපත් කළ යෝජනාවට මෙසේ කැබිනට් අනුමැතිය ලැබී ඇත. මෙම දුම්රිය මාර්ගය කිලෝ මීටර් 17ක දුරකින් යුක්ත වන අතර එය දුම්රිය ස්ථාන 16කින් සමන්විතය.
