Detection of contraband - Colombo Port to get 3 high-tech scanners
With the installation of three high-tech scanners at the Colombo Port of Colombo on March 1 the Sri Lanka Customs (SLC) would be able to detect drugs, narcotics, cigarettes, gold and other contraband smuggled in containers, Director General P.S.M. Charles said.
"A thorough screening and scanning system of all containers arriving at the Colombo Port will be launched with the commissioning of the latest scanners under the SLC modernization project. The scanners have been imported from Britain," she said.
“Right now we don’t have the facilities to scan a container for any contraband. With the installation of these three high technology scanners we will be in a position to scan a container thoroughly, item by item within the container,” Ms. Charles told Daily Mirror."Currently we have to unload the entire container to detect any illegal or suspicious item. This is cumbersome, time wasting and costly and not 100% successful.”
She said between 1,150 and 1,450 containers arrived in the Colombo Port daily with import items and another 350 to 450 containers with goods for re-export.
President Maithripala Sirisena expressed his disappointment recently at a function at Sugathadasa Stadium that he was shocked to learn that the SLC did not have hi-tech facilities to detect drugs and narcotics brought to Sri Lanka.

Aruwakkalu Landfill to accept garbage from Puttalam district
The Aruwakkalu Sanitary Landfill site will accept garbage collected from all local authorities in the Puttalam district from March 15, Megapolis and Western Development Ministry Secretary Nihal Rupasinghe said.
In the wake of growing ‘hartal’ and other protest campaigns by the area residents with only a month remaining to the commissioning of the landfill, the Ministry Secretary took pains to dispel the doubts and fears harboured against the project.
Speaking to the media along with the project consultants, Rupasinghe firmly defended the project detailing on its scientific and technical aspects and the special precautions taken to avoid environmental and health hazards.
The Metro Colombo Solid Waste Management Project was commenced as a durable solution to the garbage problem in Colombo following the Meethotamulla tragedy in 2017.
Rupasinghe said Phase I of the much-needed project has now been completed and the Ministry has decided to initially accept garbage in the Puttalam district to the landfill.
“About 160 tonnes of garbage is collected daily in the Puttalam district and the current system of waste disposal in the area is open dumping and burning. This leads to many environmental and health hazards and we could observe that the leachate was leaking to the streets. People in Puttalam have got nothing to object to the landfill site as it also provides a scientific solution to their own garbage problem,” Rupasinghe said.
“People panic because they are not familiar with the technological aspects of it and are misled by wrong information. I ask those protesting against the landfill to come up with one justifiable reason for their objections,” Rupasinghe said.
“The Aruwakkalu Landfill will be fully completed by the end of this year and it can accommodate 1,200 tonnes of garbage per day. Once the Kelaniya Transmission Station is built, garbage collected in the Colombo, Dehiwala and Kolonnawa Municipal Councils will be transported from Kelaniya to Aruwakkalu in sealed containers via train. Four new train engines for the purpose have already been ordered from China,” he explained.
He pointed out that the Kelawarapitiya site where garbage is now being disposed would reach its full capacity in a few months’ time and an alternative durable solution is needed urgently. He said waste to energy projects in Karadiyana and Kelawarapitiya, each with a capacity to generate 10 MW, would be completed by another two years.
“However, the landfills are cost effective than waste to energy projects. As estimated waste to energy projects cost about Rs.7,000 per a tonne of garbage, while the landfill only costs Rs 3,000 per a tonne of garbage,” he explained.

A loan agreement was signed between the Government of Sri Lanka and Agency for French Development (AFD) for a Rs. 15 billion waste water disposal project in Ratmalana and Moratuwa yesterday.
The financing agreement was signed by Finance and Mass Media Ministry Secretary Dr. R. H. S. Samaratunga and AFD Country Director Martin Parent, in the presence of Ambassador of France for Sri Lanka and the Maldives Eric Lavertu at the Ministry of Finance and Mass Media.
The Ratmalana/Moratuwa Wastewater Disposal Project aims at improving access to the sewerage service for 45,000 residents of Ratmalana and Moratuwa. It will include significant extensions of the sewerage network and more than 10,000 domestic, commercial and industrial connections. Sewage will be treated by the existing Ratmalana wastewater treatment plant.
In order to enhance the expected positive impacts, the project will include information, education and communication campaigns to promote sanitation and hygiene.
The National Water Supply and Drainage Board (NWSDB) will implement the project over a period of five to six years. NWSDB already prepared the project design with the support of an AFD-financed Engineering Consultant.
Blue Economy is key for Sri Lanka, being an island. Blue Economy is a major source of foreign currency, jobs but also food security. It is also a challenge for the environment and the sustainability itself of its strong potential. As many as 70% of the 2.2 million tourists and four million expected by 2020 are focusing on the coastline, AFD said in a statement.
Furthermore, today more than three million inhabitants live less than a kilometre away from the coast. In that context, projects like this AFD-funded project, which will mitigate negative impacts of human activities (water pollution above all) while enhancing Blue Economy potential are very important for Sri Lanka’s development.

Sri Lanka's Lee Hedges to build Rs1.1bn car park
ECONOMYNEXT - Sri Lanka's Lee Hedges Plc said its board has decided to build a 1.1 billion rupee car park in a property on a Colombo 03, Galle Road property.
The car park is the first phase of a larger commercial development.
It will take 12 months to complete and will have 186 parking slots in 6 floors, the firm said in a stock exchange filing. (Colombo/Feb19/2018-SB)

Japan’s Odakyu and TAD Groups to invest Rs. 4.5 bn in Sri Lanka
Odakyu Group, one of the largest conglomerates, operating in a multitude of mandates in Transport, Real Estate and Retail in Japan together with its consortium partners Stacia Capital, (TAD Group) will invest Rs. 4.5 billion in Sri Lanka.
These investments would be made in Real Estate, Transport, Energy, Retail Merchandising and Hospitality sectors. A super luxury hotel complex too would be build under this investment.
TAD is poised to expand exponentially with the advent of renewed interest in Sri Lanka as a ‘hub’ for investment and development. Securing yet another first, the exclusive partnership with Odakyu is not only the latest in the TAD Group’s efforts to bring in world-class investments to the country but also one of the largest Japanese company to invest in Sri Lanka.
This is the first time that Odakyu Group in its 70 year history, is engaging in a first offshore partnership, in Sri Lanka.
Spread across 44 subsidiaries and generating annual revenues in excess of US$ 4.6 billion, one of the pioneering drivers of Odakyu’s powerhouse success in Japan, lies in its unique model of diversification. UDS, a fully owned subsidiary of the Odakyu Group, is a renowned end-to-end property solutions provider that has mastered the development and fulfillment of star class award-winning properties in South Asia.

Five new BOI projects to start in Jaffna
The Board of Investment (BOI) has made a significant impact in developing local economies, by implementing the Government’s objective to promote regional industrialization.
There has been considerable employment generation, boosting of exports, new technology transfers as a result of Foreign Direct Investment inflows.
The Jaffna District is one of the main districts in the Northern Province which the BOI has targeted for development through Foreign Direct Investments.
Among the existing investments under BOI in the Northern Province are six apparel manufacturers and 15 other projects. When these are all operational the total investment will be Rs 16,293 million and the total employment generation will be for 837 workers.
In addition to the existing projects in the Jaffna District, five new projects have been established in the province recently.
Joule Power (Pvt) Ltd with an investment of Rs 2,946.915 million and Beta Power (Pvt) Ltd with an investment of Rs 3,103.40 million have already commenced their operations in power generation.
These projects will contribute 10 MW from each project to increase the share, by the end of next decade, of electric generation by the renewable energy supply.
Another two more power generation projects under the purview of the BOI are Awaiting Commercial Operation. Vayu Sakthi Vitpannar (Pvt) Ltd with an investment of Rs 2,216.50 million and Yarl Vayu Pagavan (Pvt) Ltd with an Investment of Rs.2,244.402 million will additionally contribute 10 MW of electricity to the national grid. The contribution of these projects will reduce the dependence on electric generation by fossil fuelsources.
Sakthi Agro International (Pvt) Ltd is a manufacturing base Investment under the BOI regime. It is awaiting Commercial Operation. This company will be engaged in the manufacture of coconut fiber products and will utilize 35,000-40,000 coconut husks per day for their manufacturing process. This will be an Rs.72.75 million investment.

මෙලෙස සංචාරකයන් සඳහා විවෘත කෙරුණේ රිදියගම සෆාරි උද්යානයේ ඉදි කෙරුණු නව සත්ව කලාප දෙකක් වූ අක්කර 09 කින් සමන්විත බෙංගාලි ව්යාඝ්ර කලාපය හා අක්කර 04 කින් සමන්විත කුඩා සත්ව රාජධානියයි.
2008 වසරේ දෙසැම්බර් මස ඉදිකිරීම් ආරම්භ කෙරුණු අක්කර 500 කින් සමන්විත මෙම සෆාරි උද්යානය 2016.03.28 දින ජනතා අයිතියට පත්කෙරුණි. මුළු උද්යානය පුරාම ආරක්ෂිත තාප්පයකින් හා විදුලි වැටකින්ද සමන්විත වන අතර පළමු අදියර යටතේ අප්රිකානු සිංහ කලාපය, ශ්රි ලාංකික අලි කලාපය, ලෝක සත්ව කලාපය හා අනෙකුත් ප්රධාන පහසුකම් වන ප්රධාන ප්රවේශ මාර්ග, ආරක්ෂක තාප්පය හා වැටවල්, අභ්යන්තර මාර්ග පද්ධතිය, සත්ව රෝහල, සත්ව නිරෝධායන කූඩු, ජල විදුලි පහසුකම් නිමකර තිබේ.
දෙවන අදියර යටතේ බෙංගාලි ව්යාඝ්ර කලාපය හා කුඩා සත්ව රාජධානිය සංචාරකයන් සඳහා විවෘත කෙරුණි. මීට අමතරව ඉදිරියේ දී මේ සඳහා ශ්රී ලංකා දිවියන්ගේ කලාපයක්, ශ්රී ලංකා වළසුන්ගේ කළාපය, අසියානු ශාක භක්ෂක කලාපය, අප්රිකානු ශාක භක්ෂක කලාපය, ඕස්ටේ්රලියානු ශාක භක්ෂක කලාපය, චීටා කලාපය, උරග උයන, සමනල උයන හා දරුවන් සඳහා විනෝද උයනද සංචාරකයන් සඳහා විවෘත කිරීමට නියමිත බව ජාතික සත්වෝද්යාන දෙපාර්තමේන්තුවේ අධ්යක්ෂිකා ධම්මිකා මල්සිංහ මහත්මිය පැවසුවාය.
නව සත්ව කලාප දෙක විවෘත කිරීමේ අවස්ථාවට එක්වෙමින් අමාත්ය ජෝන් අමරතුංග මහතා පැවසුවේ කඩිනමින් මෙම සෆාරි උද්යානයේ ඉතිරි සංවර්ධන කටයුතුත් නිම කිරීමට අවශ්ය පහසුකම් සලසා දෙන බවත්, මෙම සෆාරි උද්යානය තුළින් ලාංකික සැමට නවමු අත්දැකීමක් ලැබෙන බවත්ය. එමෙන්ම ඉදිරියේදී මෙම සෆාරි උද්යානයට වැඩි සංචාරක ආකර්ෂණයක් ලබා ගැනීම වෙනුවෙන් අවශ්ය සියලූ පියවර අමාත්යවරයා විදියට ගන්නා බවත් අමාත්යවරයා පැවසීය.
මේ අවස්ථාව සඳහා සංචාරක, සංවර්ධන, වනජීවී හා ක්රිස්තියානි ආගමික කටයුතු අමාත්යංශයේ ලේකම් සිරිපාල හෙට්ටිආරච්චි, ජාතික සත්ත්වෝද්යාන දෙපාර්තමේන්තුවේ අධ්යක්ෂිකා ධම්මිකා මල්සිංහ, රිදියගම සෆාරි උද්යානයේ සහකාර අධ්යක්ෂ කසුන් හේමන්ත ඇතුළු විශාල පිරිසක් එක්ව සිටියහ.

හම්බන්තොට රිදියගම සෆාරි උද්යානයේ නව සත්ව කලාප දෙකක් දෙස් විදෙස් සංචාරකයන් සඳහා සංචාරක, සංවර්ධන, වනජීවී හා ක්රිස්තියානි ආගමික කටයුතු ඇමති ජෝන් අමරතුංග මහතාගේ ප්රධානත්වයෙන් ඊයේ (19 දා) ජනතා අයිතියට පත් කෙරුණි.
මෙලෙස සංචාරකයන් සඳහා විවෘත කෙරුණේ රිදියගම සෆාරි උද්යානයේ ඉදි කෙරුණු නව සත්ව කලාප දෙකක් වූ අක්කර 09 කින් සමන්විත බෙංගාලි ව්යාඝ්ර කලාපය හා අක්කර 04 කින් සමන්විත කුඩා සත්ව රාජධානියයි.
2008 වසරේ දෙසැම්බර් මස ඉදිකිරීම් ආරම්භ කෙරුණු අක්කර 500 කින් සමන්විත මෙම සෆාරි උද්යානය 2016.03.28 දින ජනතා අයිතියට පත්කෙරුණි. මුළු උද්යානය පුරාම ආරක්ෂිත තාප්පයකින් හා විදුලි වැටකින්ද සමන්විත වන අතර පළමු අදියර යටතේ අප්රිකානු සිංහ කලාපය, ශ්රි ලාංකික අලි කලාපය, ලෝක සත්ව කලාපය හා අනෙකුත් ප්රධාන පහසුකම් වන ප්රධාන ප්රවේශ මාර්ග, ආරක්ෂක තාප්පය හා වැටවල්, අභ්යන්තර මාර්ග පද්ධතිය, සත්ව රෝහල, සත්ව නිරෝධායන කූඩු, ජල විදුලි පහසුකම් නිමකර තිබේ.

SLTDA, UDA partner to prepare tourism development master plans
Ministry of Tourism, Wildlife and Christian Religious Affairs Secretary S. Hettiarachchi, SLTDA Chairman Kishu Gomes and Director General Upali Rathnayake, UDA Chairman Dr. Jagath Munasinghe and Director Western Province, Research and Development Janak Ranaweera
The Sri Lanka Tourism Development Authority (SLTDA) and the Urban Development Authority (UDA) have embarked on a mutual partnership to prepare tourism development master plans for identified areas across the country.
Areas will be identified as ‘tourism development zones’ and provided with specific guidelines for tourism development and tourist-related activities.
The objective of this initiative is to set specific guidelines for tourism development and for tourism-related activities to avoid ad-hoc tourism development and to avoid undesirable activities. Moreover, to encourage thematic developments catering to specific tourist segments and develop a proper monitoring mechanism to ensure sustainability.
The zoning plans are to be prepared for the following tourism zones in two phases in a span of 18 months.
Phase I will include Ella, Arugam Bay, Kalpitiya and Nuwara Eliya and Phase II will expand to Beruwala, Hikkaduwa and Pinnawala.
