Korean LNG project: Deadline extended again for counter proposals
he deadline has been extended yet again for international bidders to counter a South Korean proposal for an offshore floating storage and regasification unit (FSRU), pipeline and liquefied natural gas (LNG).
This is the third time the closing date for the controversial Swiss Challenge was changed by the Power and Energy Ministry. The bid was first advertised amidst political turmoil in October 2018 with the deadline being cited as December 12 or just five weeks later. This was extended till January 31 this year.

ECT at seashore of proposals
Ports and Shipping Minister Sagala Ratnayake is likely to seek cabinet approval to procure equipment for the East Container Terminal (ECT) amidst another pending proposal for a Japan-India-Sri Lanka consortium to run it. It is learnt that Indian and Japanese involvement with a minority shareholding by the Sri Lanka Ports Authority (SLPA), proposed about four months back, is also under review.
The Japanese government had submitted an MOU with the said proposal stating that they were willing to provide equipment free of charge on the condition that it would be managed by a consortium comprised of Japan and India with SLPA as a minority stakeholder.
Minister Ratnayake’s proposal is similar to the proposal made by his predecessor, former Minister Mahinda Samarasinghe submitted about three months back to the cabinet for approval to purchase equipment for the commissioning of the ECT.
The equipment stated was to procure five ship-to-shore cranes, 15 RTGs using SLPA funds.

LPI holds ground-breaking ceremony of $ 14 m integrated logistics hub
LogiPark International Ltd. (LPI), a fully-owned subsidiary of John Keells Holdings PLC (JKH) and sister company of John Keells Logistics Ltd. (JKLL), a key third party Logistics Services Provider (LSP) in the Sri Lankan market, embarked on commissioning its flagship integrated logistics centre with the ground-breaking ceremony that was held on 1 March at the Muthurajawela Logistics Zone.
The ceremonial event was held in the presence of JKH Chairman Krishan Balendra, JKH Group Finance Director and Deputy Chairman Gihan Cooray, the Sector committee of the JKH Transportation Group, Chairman and the board of the Sri Lanka Land Reclamation and Development Corporation, the Board of Directors of the BOI, the management teams of LPI and JKLL and several other distinguished guests.
With an estimated initial investment of $ 14 million and a footprint span in excess of 230,000 square feet; the LPI integrated logistics centre is set to be up and running by end-March 2020. It is expected to create over 40,000 CBM of inventory-holding capacity with a handling capability exceeding 300,000 CBM a month.
In addition to multi-industry storage chambers, the centre will also have multi-tiered value-added service (VAS) areas catering to a broad range of Industry verticals including FMCG, apparel, electronics, chemical, lubricants, telecommunication, perishable and general trading. These VAS areas will leverage latest technologies in task automation and product packaging to enable a cost-efficient service delivery in compliance to global standards of excellence.
The strategic location of the this centre in proximity to the highway master plan of Sri Lanka as well as the international airport and seaports creates a unique service proposition to seamlessly link local industries and consumer markets to international supply chain gateways.
The Transportation Sector of JKH, through its 3PL arm JKLL, currently caters to supply chains across multiple industry verticals with a client portfolio consisting of industry leaders in both local and international markets. The company operates seven advanced Dry and Cold logistics centres using best in-class facility infrastructure, warehouse management systems, storage solutions and handling equipment.
The new facility is part of the group’s long-term service capacity growth plan which would also include expansions in the company’s cold storage footprint, transport fleet and regional service portfolio.
Addressing the audience at the event, LPI and JKLL CEO Senath Jayathilake stated: “With Sri Lankan industries and commerce intensifying its integration into global supply chains, LogiPark International’s world class integrated logistics centre will be strategically positioned to offer a One-Stop-Shop logistics service platform for both local and international players to drive supply chain efficiency and capability.”

Following the successful disbursement of $100 million financial intermediation loan to uplift micro, small and medium enterprises (MSMEs) in Sri Lanka, the Asian Development Bank (ADB) said that its innovative approach in effectively implementing the project has achieved the intended objective with banks having overshot targets.
“At first, we set some targets because there was no previous data, and we later revised those targets. Results have been very positive in terms of development impact. The original loan facility of $100 million approved in the latter part of 2016 was fully disbursed over two and half years to over 1,700 MSMEs with exceeding targets of its first time borrowers and women borrowers,” ADB Public Management, Financial Sector and Trade Division – South Asia Department Financial Sector Specialist Takuya Hoshino told journalists in Colombo on Thursday.
Considering the importance of economic growth and job creation in Sri Lanka, the ADB approved an additional $75 million financing for the MSME line of credit project to increase the available loans for 10 participating banks to $175 million by 2020, from the original loan figure of $100 million approved in February 2016. The program has included a $2 million technical assistance grant project supported by the Japan Fund for Poverty Reduction to train the MSMEs on good business practices.
According to the ADB, Sri Lankan banks have overshot lending targets to MSMEs credit program to avoid penalties and falling behind competitors, prompting the lender to increasing funding and raise thresholds.
“To encourage banks to reach out and understand MSMEs without creating market distortion, ADB’s projects were structured to be behaviourally-driven models that provide incentives and penalties to banks,” Hoshino said.
He stressed that the program had targeted 5% of the lending to women-led MSMEs initially, which had expanded the target to 20% and by October 2018, funding had been disbursed to 27.6% to MSMEs led by women.
The target of 10% of funds for first-time borrowers had been increased to 20%, while the commercial banks and specialised banks have disbursed 26% exceeding the target. In addition, the target of 50% of funding for agri-business had been increased to 70% and had eventually disbursed 91.4% to the main target group. The maximum loan a business could take was Rs. 50 million.
Hoshino also noted that $25 million has already been disbursed under the additional financing of $75 million credit line started in 2018, while 41% of loans were disbursed among women-led MSMEs.
Furthermore, he pointed out that at least 78 companies representing 1,249 employees and Rs. 6.4 billion in annual turnover have become registered to avail of ADB’s credit line of Rs. 783 million.

According to the ADB, Sri Lankan banks have overshot lending targets to MSMEs credit program to avoid penalties and falling behind competitors, prompting the lender to increasing funding and raise thresholds.
“To encourage banks to reach out and understand MSMEs without creating market distortion, ADB’s projects were structured to be behaviourally-driven models that provide incentives and penalties to banks,” Hoshino said.
He stressed that the program had targeted 5% of the lending to women-led MSMEs initially, which had expanded the target to 20% and by October 2018, funding had been disbursed to 27.6% to MSMEs led by women.
The target of 10% of funds for first-time borrowers had been increased to 20%, while the commercial banks and specialised banks have disbursed 26% exceeding the target. In addition, the target of 50% of funding for agri-business had been increased to 70% and had eventually disbursed 91.4% to the main target group. The maximum loan a business could take was Rs. 50 million.
Hoshino also noted that $25 million has already been disbursed under the additional financing of $75 million credit line started in 2018, while 41% of loans were disbursed among women-led MSMEs.
Furthermore, he pointed out that at least 78 companies representing 1,249 employees and Rs. 6.4 billion in annual turnover have become registered to avail of ADB’s credit line of Rs. 783 million.
