Tender to purchase train compartments awarded to Indonesian State body - PT Industry Kereta Api
The cabinet has approved the purchase of 75 passenger compartments and 20 freight compartments for trains operating in the hill country region.
Accordingly, approval had also been granted to award the tender to PT Industry Kereta Api - an Indonesian state body.
Minister of Transport Arjuna Ranatunga had put forward a cabinet proposal to this effect during the cabinet meeting yesterday (Mar 26).

Mahindra to unveil $ 50 M car assembly plant in Welipanna by August

Indian automotive giant Mahindra and Mahindra Limited will open a vehicle assembly plant in Sri Lanka with an investment of $ 50 million by August this year with an eye on the export market.
The plant, currently under construction in Welipanna in the Kalutara District, will be a joint venture between Sri Lanka’s Ideal Motors Limited, which will hold a 65% stake and Mahindra, Mahindra while Mahindra will hold a 35% stake.
Speaking to The Sunday Morning Business, Ideal Group Deputy Chairman Aravinda De Silva stated that upon the completion of the plants, 100 units would be assembled per month while it would be expanded to 1,000 units per month later.
During an event on Wednesday (27) Development Strategies and International Trade Minister Malik Samarawickrama said that this investment would create ‘green collar jobs’.
“Mahindra and Mahindra group with Ideal motors are setting up a plant in Welipanna to assemble vehicles with an investment of over $ 50 million. What will make this venture important is that it would create what are called ‘green collar jobs’ which are jobs in sectors that are green, clean and sustainable. These are the jobs of the future,” he said.
The plant has been developed within one year under the expertise of the Mahindra team and will incorporate global technologies.
During an event today (27) in Colombo, Mahindra Automobiles Chief of International Operations Arvind Mathew said that this would be the first Mahindra assembly plant built outside India.
Ideal Group Founder and Executive Chairman, Nalin Welgama added that Ideal would consider exporting assembled vehicles but that it was premature to elaborate on the export plans.
“The assembly project is going to be Sri Lanka’s first proper assembly plant together with an internationally renowned auto major such as Mahindra. Some of the seating of cars will be completed here in Sri Lanka. These will be 1,200cc cars. Thereafter we can think of exporting it to other countries,” he said.
The joint venture to set up this plant was entered into in April 2018.
Earlier last year, the two companies also entered into a joint venture to set up a vehicle assembly plant in Kalutara, with an investment of Rs. 2.5 billion and the construction of the plant commenced in last September.
Ideal Motors Limited is a fully owned subsidiary of Sri Lanka’s Ideal Group while Mahindra & Mahindra Limited is a billion-dollar global enterprise headquartered in India, and the two companies have been in a 10 year long partnership.

මුදල් අමාත්ය මංගල සමරවීර මහතා විදේශ අමාත්යව සිටිය දී 2015 වසරේ කළ ඉල්ලීමකට අනුව ජර්මන් රජය මෙම එකඟතාවය පල කර ඇත.

- යටිතල පහසුකම් සංවර්ධන ව්යාපෘතිය සඳහා අරමුදල් සැපයීම පිණිස ශ්රී ලංකාව සහ චීන සංවර්ධන බැංකුව අතර ඇති කරගත් අවබෝධතා ගිවිසුම අනුව ක්රියාත්මක කරන ලද ප්රමුඛතා මාර්ග ව්යාපෘතිය යටතේ ඇමරිකානු ඩොලර් මිලියන 16.8ක ඉතිරිවීම් භාවිතා කරමින් ප්රමුඛතා පදනම මත තෝරා ගනු ලබන අතිරේක මාර්ග පුනරුත්ථාපනය හා වැඩිදියුණු කිරීම පිණිස මහාමාර්ග හා මාර්ග සංවර්ධන සහ ඛනිජ තෙල් සම්පත් සංවර්ධන අමාත්ය කබීර් හෂීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
රාජගිරිය සෙරමෝනියල් ඩ්රයිව් ප්රදේශයේ මැදි ආදායම් ලබන වෘත්තිකයින් සඳහා වන නිවාස ව්යාපෘතියක් සිදු කිරීම
- රාජ්ය සහ පෞද්ගලික අංශයේ සේවා නියුක්තකයින් ඇතුළු මැදි ආදායම් ලබන පවුල් සඳහා දැරිය හැකි මුදලකට නිවාස ඒකක 500,000ක් සැපයීමේ ව්යාපෘතියක් රජය විසින් ක්රියාත්මක කරනු ලැබේ. ඒ යටතේ රාජගිරිය සෙරමෝනියල් ඩ්රයිව් ප්රදේශයේ මැදි ආදායම් ලබන වෘත්තිකයින් සඳහා නිවාස ඒකක 177කින් සහ අනෙකුත් පහසුකම්වලින් යුත් නිවාස ව්යාපෘතියක්, රාජ්ය පෞද්ගලික හවුල්කාරිත්ව පදනම යටතේ ක්රියාත්මක කිරීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
සබරගමුව විශ්වවිද්යාලයෙහි වෛද්ය පීඨයක් ස්ථාපිත කිරීම සඳහා අරමුදල් සලසා ගැනීම
- ගුණාත්මක හා පුහුණුව ලත් සෞඛ්ය වෘත්තිකයින් ඇති කිරීම මඟින් ඉහළ ප්රමිතියකින් යුත් සෞඛ්ය පහසුකම් රට තුළ ව්යාප්ත කිරීමේත්, උසස් පෙළ විභාගයෙන් සුදුසුකම් සපුරාගත් දක්ෂතා සහිත සිසුන් වෙත ජාතික විශ්වවිද්යාල පද්ධතියට ඇතුළත් වීමට ඇති අවස්ථා වැඩි කිරීමේත් අරමුණ ඇතිව ඇමරිකානු ඩොලර් මිලියන 70.46ක ආයෝජනයක් යටතේ සබරගමුව විශ්වවිද්යාලයෙහි වෛද්ය පීඨයක් ස්ථාපිත කිරීමට තීරණය කර තිබේ. ඒ සඳහා වන ව්යාපෘතිය අදියර තුනක් යටතේ ක්රියාත්මක කිරීමට සැලසුම් කර තිබේ. මුළු ආයෝජනයෙන් ඇමරිකානු ඩොලර් මිලියන 50ක් සහන ණය මුදලක් ලෙසත්, ඉතිරි ඩොලර් මිලියන 20.46ක් පමණ වන මුදල රජය විසින් යෙදවීමටත් නියමිතය. ඒ අනුව සබරගමුව වෛද්ය පීඨය ස්ථාපිත කිරීමේ ව්යාපෘතියේ ප්රධාන පීඨ ගොඩනැඟිල්ල ඉදි කිරීම හා උපකරණ මිල දී ගැනීම ඇතුළත් දෙවන අදියර ක්රියාත්මක කිරීම සඳහා ඇමරිකානු ඩොලර් මිලියන 50ක සහන ණය මුදලක්, සංවර්ධනය සඳහා වන සෞදි අරමුදල (SFD) වෙතින් ලබා ගැනීම සඳහා ණය ගිවිසුමකට එළඹීම පිණිස මුදල් අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- ශ්රී ලංකාවේ සමාජීය හා ආර්ථික සංවර්ධනය සඳහා ඵලදායී රැකියා අවස්ථා ඉලක්ක කරගනිමින් ගුණාත්මක වෘත්තීය අධ්යාපනයක් සහ පුහුණුවක් තරුණ ප්රජාව වෙත ලබාදීමේ අවශ්යතාව රජය විසින් සැලකිල්ලට ගෙන තිබේ. ඒ අනුව පොළොන්නරුව ඒකාබද්ධ සංවර්ධන වැඩසටහන යටතේ හිඟුරක්ගොඩ ජාතික වෘත්තීය පුහුණු මධ්යස්ථානයක් යුරෝ මිලියන 35ක නෙදර්ලන්ත සහන අරමුදල් යටතේ ස්ථාපිත කිරීමට සැලසුම් කර ඇත. යුරෝ මිලියන 9.7ක ප්රදානයක් ඇතුළත් සහන ණය මුදලක් යටතේ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස නෙදර්ලන්තයේ කෝපරේටිව් රාබෝබැංකුව යූ.ඒ. සමඟ ණය ගිවිසුම්වලට එළඹීම පිණිස මුදල් අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
නුවරඑළිය ඉහළ උන්නතාංශ ක්රීඩා සංකීර්ණය ඉදිකිරීම සඳහා මූල්යාධාර ලබාගැනීම
- ඉහළ උන්නතාංශ පුහුණුව ක්රීඩකයන්ගේ පෙනහළු ධාරිතාව ඉහළ නැංවීමට හේතු වන අතර, එය ක්රීඩකයන්ගේ දරා ගැනීමේ ශක්තිය හා ශාරීරික ශක්තිය ඉහළ නැංවීමට හේතු වේ. එමඟින් ජාත්යන්තර තලයේදී සාර්ථකව දස්කම් දක්වමින් ජයග්රහණයක් අත්පත් කරගැනීමට හැකියාව වර්ධනය වන බව හඳුනාගෙන තිබේ. ඉහළ උන්නතාංශ ක්රීඩා පුහුණු මධ්යස්ථානයක් මුහුදු මට්ටමේ සිට මීටර 1,500 - 3,500 උසින් ඉදි විය යුතුව ඇත. දැනට ආසියාවේ උසින් වැඩිම එවැනි මුහුදු මධ්යස්ථානයක් මීටර 1,899ක උසින් යුක්තව චීනයේ පිහිටා ඇත. ඒ අනුව ශ්රී ලංකාවේ ස්වභාවික පිහිටීම උපයෝගී කරගනිමින් නුවරඑළිය ප්රදේශයේ මීටර 1,895ක උසින් යුත් හඳුනාගත් භූමියක පුහුණු සංකීර්ණයක් ඉදි කිරීමට සැලසුම් කර ඇත. ඒ සඳහා අවශ්ය අරමුදල්වලින් අපනයන ණය පහසුකමක් යටතේ එක්සත් රාජධානියේ අපනයන මූල්ය ආයතනය විසින් අවශ්ය අරමුදල් සැපයීමට එකඟ වී ඇත. එකී අපනයන ණය පහසුකම මඟින් ආවරණය නොවන ව්යාපෘති වටිනාකම මූල්යයනය කිරීම සඳහා අවශ්ය අරමුදල් ලබා දීමට මහජන බැංකුව විසින් එකඟතාව පළ කරනු ලැබ ඇති අතර, ඒ අනුව එම බැංකුව සමඟ සාකච්ඡා සම්මුති පැවැත්වීම පිණිස මුදල් අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ග්රාමීය පාලම් 200ක් ඉදි කිරීම සඳහා අරමුදල් සලසා ගැනීම
- රටේ ප්රධාන සංවර්ධන ක්රියාදාමයන්හි පූර්ණ ප්රතිලාභ දුෂ්කර ගම්මාන සඳහාද ලබාදීමේ අරමුණ ඇතිව රට තුළ ප්රවාහන සම්බන්ධතාවය වැඩිදියුණු කිරීම සඳහා රජයේ ප්රමුඛතාවය ලබා දී තිබේ. දුෂ්කර ප්රදේශ, දියුණු ප්රදේශ හා සම්බන්ධ කිරීමේ අරමුණ ඇතිව ක්රියාත්මක වන ග්රාමීය පාලම් ඉදි කිරීමේ වැඩසටහන යටතේ ඉදි කිරීමට හඳුනාගෙන ඇති ග්රාමීය පාලම් අතුරින් පාලම් 200ක් නෙදර්ලන්ත සහන අරමුදල් යටතේ ඉදි කිරීමට සැලසුම් කර තිබේ. යුරෝ මිලියන 14ක ප්රදානයක් ඇතුළත් සහන ණය මුදලක් යටතේ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස නෙදර්ලන්තයේ කෝපරේටිව් රාබෝබැංකුව යූ.ඒ. සමඟ ණය ගිවිසුම්වලට එළඹීම පිණිස මුදල් අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
වැලිසර පිහිටි ශ්වසන රෝග පිළිබඳ ජාතික රෝහල සංවර්ධනය කිරීම
- 1946 දී සේවා සැපයීම ආරම්භ කර ඇති වැලිසර පිහිටි ශ්වසන රෝග පිළිබඳ ජාතික රෝහල, ශ්රී ලංකාවේ ශ්වසන රෝග නිශ්චය කිරීම හා ප්රතිකාර කිරීම සඳහා වෙන් වූ එකම රෝහල ලෙස ක්රියාත්මක වේ. වාර්ෂිකව බාහිර රෝගීන් ලක්ෂයකට පමණ සේවා සපයන මෙම රෝහල වාර්ෂිකව උරස් ශල්යකර්ම 1,000කට ආසන්න ප්රමාණයක් සිදු කරනු ලබයි. ශ්වසන රෝගවලින් පීඩා විදින රෝගීන්ගේ වර්තමාන සහ අනාගත ඉල්ලුම සපුරාලමින් එම රෝහලේ සෞඛ්ය සත්කාර පහසුකම් වැඩිදියුණු කිරීම සඳහා රුපියල් මිලියන 9,180ක ආයෝජනයක් සහිත සංවර්ධන ව්යාපෘතියක් අදියරගතව ක්රියාත්මක කිරීම පිණිස සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය (වෛද්ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
යාපනය විශ්වවිද්යාලයේ වෛද්ය පීඨයේ පූර්ව සායනික හා අතුරු සායනික සය මහල් ගොඩනැඟිල්ල ඉදි කිරීම

- රටේ ප්රධාන සංවර්ධන ක්රියාදාමයන්හි පූර්ණ ප්රතිලාභ දුෂ්කර ගම්මාන සඳහාද ලබාදීමේ අරමුණ ඇතිව රට තුළ ප්රවාහන සම්බන්ධතාවය වැඩිදියුණු කිරීම සඳහා රජයේ ප්රමුඛතාවය ලබා දී තිබේ. දුෂ්කර ප්රදේශ, දියුණු ප්රදේශ හා සම්බන්ධ කිරීමේ අරමුණ ඇතිව ක්රියාත්මක වන ග්රාමීය පාලම් ඉදි කිරීමේ වැඩසටහන යටතේ ඉදි කිරීමට හඳුනාගෙන ඇති ග්රාමීය පාලම් අතුරින් පාලම් 200ක් නෙදර්ලන්ත සහන අරමුදල් යටතේ ඉදි කිරීමට සැලසුම් කර තිබේ. යුරෝ මිලියන 14ක ප්රදානයක් ඇතුළත් සහන ණය මුදලක් යටතේ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස නෙදර්ලන්තයේ කෝපරේටිව් රාබෝබැංකුව යූ.ඒ. සමඟ ණය ගිවිසුම්වලට එළඹීම පිණිස මුදල් අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
වැලිසර පිහිටි ශ්වසන රෝග පිළිබඳ ජාතික රෝහල සංවර්ධනය කිරීම
- 1946 දී සේවා සැපයීම ආරම්භ කර ඇති වැලිසර පිහිටි ශ්වසන රෝග පිළිබඳ ජාතික රෝහල, ශ්රී ලංකාවේ ශ්වසන රෝග නිශ්චය කිරීම හා ප්රතිකාර කිරීම සඳහා වෙන් වූ එකම රෝහල ලෙස ක්රියාත්මක වේ. වාර්ෂිකව බාහිර රෝගීන් ලක්ෂයකට පමණ සේවා සපයන මෙම රෝහල වාර්ෂිකව උරස් ශල්යකර්ම 1,000කට ආසන්න ප්රමාණයක් සිදු කරනු ලබයි. ශ්වසන රෝගවලින් පීඩා විදින රෝගීන්ගේ වර්තමාන සහ අනාගත ඉල්ලුම සපුරාලමින් එම රෝහලේ සෞඛ්ය සත්කාර පහසුකම් වැඩිදියුණු කිරීම සඳහා රුපියල් මිලියන 9,180ක ආයෝජනයක් සහිත සංවර්ධන ව්යාපෘතියක් අදියරගතව ක්රියාත්මක කිරීම පිණිස සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය (වෛද්ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
යාපනය විශ්වවිද්යාලයේ වෛද්ය පීඨයේ පූර්ව සායනික හා අතුරු සායනික සය මහල් ගොඩනැඟිල්ල ඉදි කිරීම
- 1979 දී පළමු ශිෂ්ය කණ්ඩායම ලෙස සිසුන් 65ක් ඇතුළත් කරගනිමින් ආරම්භ කරන ලද යාපනය විශ්වවිද්යාලයේ වෛද්ය පීඨය වර්තමානයේ සිසුන් 937ක් ඉගෙනුම ලබන පීඨයක් ලෙස වර්ධනය වී තිබේ. මේ වන විට බහු ජනවර්ග සංයුතියකින් යුක්තව වාර්ෂිකව ඇතුළත් කරගන්නා සිසුන් සංඛ්යාව වර්ධනය වී තිබුණද එයට සමගාමීව ඔවුන්ට පහසුකම් සැලසිය හැකිවන පරිදි දේශණශාලා, විද්යාගාර, පන්තිකාමර, නේවාසික ඉඩ පහසුකම් යනාදී යටිතල පහසුකම් වර්ධනය වීම සිදු වී නොමැත. ශ්රී ලංකාවේ ඥානම් පදනම හරහා රුපියල් මිලියන 740ක ආයෝජනයක් සහිතව නවීන පහසුකම් සහිතව වර්ග මීටර 6,500ක සය මහල් ගොඩනැඟිල්ලක් ඉදි කර යාපනය විශ්ව විද්යාලය වෙත පරිත්යාග කිරීමට එක්සත් රාජධානියේ ලයිකා සමූහ ව්යාපාරය එකඟ වී තිබේ. ඒ අනුව, අදාළ ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා සහ එයට අදාළ ගිවිසුම්වලට එළඹීම පිණිස නගර සැලසුම්, ජල සම්පාදන සහ උසස් අධ්යාපන අමාත්ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

Death toll from renal failures has reduced
The death toll from renal failures has reduced during the last three years due to increased awareness and the availability of dialysis machines in hospitals and at some patients’ houses for overnight dialysis, the Minister of Health, Nutrition and Indigenous Medicine Dr. Rajitha Senaratne confirmed at Parliament yesterday.
The Minister, joining the Committee Stage Program of Budget 2019, held that the efficient programs of the Government have reduced the number of patients suffering from renal failure in Anuradhapura district from 3,327 in 2016 to 2,011 in 2018. According to Dr. Senaratne, the number of patients in Polonnaruwa district has reduced to 1,048 last year from 1,876 in 2016.
Revealing plans to reduce the death toll from renal failures, especially in the dry zone, the Minister said: “The Government changed the health policies to address the renal failure issue. As a result, the number of deaths has come down. There were only 228 dialysis machines when I took over in 2015. We were able to increase it to 500. Our aim is to increase it to 1,000 by the end of 2019.”

2022වනවිට කොළඔට ජල සැපයුම අඛණ්ඩව ලබා දෙන බව ජල සම්පාදන මණ්ඩලය කියයි
කොළඔ ජල සැපයුම වැඩි දියුණු කිරිමේ ව්යාපෘතිය මඟින් ජල නල එළීම ආරම්භ කිරිමෙන් පසු,කොළඔ නගරයේ ජල කාන්ඳු වීම නිසා සිදු වන ජලය අපතේ යාම 49% සිට 41% දක්වා අඩු වි තිබෙන බව ජල සම්පාදන මණ්ඩලය කියයි.
.මෙම ජල කාන්දුවිම හේතුවෙන් කොළඔ නගරයේ ජනතාවගේ 30%කට පමණ ජලය ලැබෙන්නේ දිනකට පැය 4ක හෝ 5ක් පමණි.නමුත් මෙම ව්යාපෘතිය 2022 දි අවසන් විමෙන් පසු ජල කාන්දුව සිදු නොවන බැවින් මුළු කොළඔ නගරයට ම පැය 24 පුරා අඛණ්ඩව ජලය සැපයිමට හැකි වන බව එම ව්යාපෘතියේ නියෝජ්ය සාමාන්යාධිකාරි (නැගෙනහිර) ඉන්ජිනේරු එස්.අබ්දුල් රෂිඩ් මහතා පවසයි.
ආසියානු සංවර්ධන බැංකුවේ ණය ආධාර යටතේ රුපියල් බිලියන 45ක වියදමෙන් අරඔා ඇති මෙම ජල සැපයුම වැඩි දියුණු කිරිමේ ව්යාපෘතියේ ඉදිකිරිම් කොන්ත්රාත් සමාගම් 4ක් මඟින් සිදු කෙරේ.
මෙහි පළමු අදියර මේ වසරේ දෙසැම්බර් මාසයේ දී සහ දෙවන අදියර 2020 දිත්,තුන්වන අදියර 2021 දිත් නිම කිරිමට බලාපොරොත්තු වන අතර 2022 දි මුළු ව්යාපෘතියම නිම කළ හැකි වනු ඇතැයි කොළඔ ජල සැපයුම් වැඩි දියුණු කිරිමේ ව්යාපාති කාර්යාලයේ අද (28) පැවැති මාධ්ය හමු වන දි රෂිඩ් මහතා පැවසිය. මෙම ව්යාපාතිය මඟින් කොළඔ නගරයේ කිලෝමිටර් 700ක දුර ප්රමාණයක ජල නල එළීමට නියමිතව ඇත.දැනටමත් එයින් කිලෝමිටර් 330 ක ප්රමාණයක ජල නල එළා අවසන් බව ද පැවසු ඒ මහතා මේ නිසා ජල කාන්දුව අවම කර ගන හැකි විමෙන් දිනකට ජලය ඝන මිටර් 85000 ක් ඉදිරි කර ගැනීමට හැකි වි ඇති බව ද නියෝජ්ය සාමාන්යාධිකාරි වරයා තවදුරටත් කිය.
මේ අතර කොළඔට සැපයෙන ජල ප්රමාණය වැඩි කිරිම සඳහා ඝන මිටර් 36000ක ධාරිතාවයකින් යුත් ජල ටැංකියක් ද ඝන මිටර් 50000 කින් යුත් තවත් ජල ටැංකියක් අඔතලේ ප්රදේශයේ ද අලුතින් ඉදිකිරිමට යන බව ද ඒ මහතා සඳහන් කළේ ය.

SL plans major licensing round for oil and gas blocks

Sri Lanka’s Petroleum Resources Development Secretariat (PRDS) is planning to call bids for the first major licensing round early next year since 2013, for exploration and development work in the remaining blocks in Mannar and Cauvery basins after legislating the National Policy on Natural Gas (NPNG) this year with an aim to drill natural gas before 2025. “Sri Lanka will become a country which produces natural gas during 2024- 2025, and it will transform our energy mix,” Secretary to the Ministry of Highways & Road Development and Petroleum Resources Development, Sunil Hettiarachchi said. He was delivering the welcoming remarks yesterday at the public consultation on NPNG jointly organised by Ministry of Highways & Road Development and Pet roleum Resources Development and PUCSL at the BMICH in Colombo. PRDS, Director Eng. Preeni Withanage revealed that the agency will commence a campaign to market the remaining blocks in Mannar and Cauvery basin towards the end of this year and subsequently, PRDS will call for international bids. Sri Lanka has discovered around 1.350 trillion cubic feet (TCF) of NG in Dorado and Barracuda discoveries in Mannar Basin up to 5 TCF upside potential and over 10 million barrels of oil. The undiscovered hydrocarbon potential in 42,000 square kilometres in the Mannar basin is estimated to exceed 9 TCF natural gas and over 2 billion barrels of oil. According to Withanage, the nature of offtake commitment of the government to investors (for in-house use or export options) and gas sales contractual terms will play a crucial role in attracting gas and oil firms to invest in Sri Lanka and commence production of NG.
Sharing his experiences as the former Director General of Petroleum Resources Development Secretariat, Saliya Wickramasuriya pointed out that 2013 bid rounds for the blocks in Mannar Basin failed mainly due to the absence of a recognised government policy document on the natural gas industry. Commenting on the draft policy document, he said that the policy document can only be considered 75-80 percent complete as it lacks pieces of specific information such as pricing and domestic NG requirements, which are crucial for long-term investments.
“How much gas does Sri Lanka need? How much are you prepare to pay for it? If you need x amount, how much are you going to allow them to export to cover their investments? Where can we export and how can we export? These questions need to be answered.”
The policy document will have to satisfy oil and gas companies as well as suppliers of LNG, initially to get them invest in the process to make it a reality, otherwise it will remain a piece of paper,” he elaborated.
Wickramasuriya also urged the authorities to expedite the legislation process of the proposed Petroleum Resources Act, which has been standing idle at the Attorney General’s Office since 2013.
He affirmed that unless these requirements are fulfilled, the foreign investors are unlikely to make long-term investment commitments in Sri Lanka.
The draft document also addressed a wide range of aspects in setting up a natural gas in Sri Lanka. However, several private sector and government representatives emphasised that the private sector could play a bigger role in future NG industry and its ancillary industries, if the government set-up the correct policy framework.
LTL Holdings, COO, D. A. J. Nanayakkara asserted that the importation of LNG should be liberalised, for the private sector to play a larger role in the natural gas industry in future rather than monopolising it to CPC.
He noted that CPC has already proven its incompetency by failing to maintain petroleum infrastructure such as pipelines in the country.
The NPNG proposed to set-up a national gas company to operate Private Public Partnership (PPP) ventures and to provide technical and institutional assistance for the implementation of NPNG.
The industry experts opined that a similar PPP should be set up for sourcing LNG where CPC could become a minority equity partner.
In addition, the NPNG also proposed to formulate a Utilization Master Plan (GUMP) for the industry, which will be reviewed periodically addressing all sectors (power, transport, household and commerce, Industry).
PRDS expects that the share of natural gas will reach at least one third of the mix of total fossil fuel consumption by 2030, while reducing the dependency on imported fossil fuels to at least half of the present level in terms of physical quantity by 2030.
Without specifying sectors, PRDS expects a progressive penetration of natural gas in all sectors, maintaining a minimum 30 percent of the total energy mix.
