China’s Hainan Group to set up rubber EPZ in Moneragala and North East
Hainan Group from the Southern province of People’s Republic of China has expressed interest to set a special rubber export processing zone in Moneragala and North East Sri Lanka, said Minister of Plantation Industries, Navin Dissanayake.
He expressed these views after he met the Chief Coordinator of Rubber Development Zone manufactures in Hainan, Jinglei Han who led an investor delegation to the Ministry of Plantation Industries yesterday.
The delegation representing Hainan Group the largest rubber manufacturer in the world was keen to lease land from Moneragala area and plant hybrid, high yielding rubber plants.
In addition the investors are also keen to provide hybrid rubber plants to local planters enabling them also to be a part of this development.
This would be the first stage of the project development and thereafter several rubber based manufactures from Hainan Province would set up factories in Sri Lanka to export rubber based products to the world using the Hambantota harbour.
These manufactures will also purchase latex from local growers at a higher price which will also entice local growers to move to the rubber plantation again. The increase in rubber plantations will also help Sri Lanka to reduce the imports of rubber for local manufacturing which is currently a major issue.
To implement this program Minister Dissanayake will travel to Beijing in April to ink the MoU.
Subsequent to this MoU, scientists from the Hainan Group will visit Sri Lanka to identify land to implement this project on a PPP basis. They will also make use of the Sri Lanka 2025 Rubber Master plan which was put together by the Plantation Ministry. Hinan group officials from China on a three day visit in Sri Lanka also met Minister of Development Strategies and International Trade Malik Samarawickrama, officials from the Rubber Secretariat, BOI and other related stakeholders.
The first stage of this project will start in four months and when completed it would be the biggest ever investment made to the rubber sector in Sri Lanka.
As a good will gesture the Hainan Group will provide 1,000 ‘electrical rubber cutting machines’ to Sri Lanka free of charge after the signing of the MoU. This in turn will reduce the labour demand of the industry to a greater extent.

Hakeem opens Rs. 613 m World Bank funded water, sanitation projects in Kegalle district
City Planning, Water Supply and Higher Education Minister Rauff Hakeem launched a series of rural water supply schemes in the Kegalle district during the weekend.
Among the projects launched included, Rs. 57 million worth Ganepola community water supply and sanitation projects, funded by the World Bank, which would benefit 457 families in 10 Grama Sevaka divisions.
The Minister also inaugurated Rs. 73 million World Bank-funded Hakbellawa community water supply project which is expected to cater to 486 families in 10 Grama Sevaka divisions. Hakeem also commissioned the extended water supply scheme along the Ruwanwella-Wendala road.
The Minister also initiated a community water supply project in Bulathkohupitiya at the cost of Rs. 483 million, which are also funded by the World Bank and expected to cater to 2,000 people in the targeted areas. Parliamentarians Dr. Thusitha Wijemanna, Sujith Sanjaya Perera, World Bank Project Director N.U.K. Ranatunga and several others participated at the events.

Visa on arrival for 39 countries from May 1 till October; see full list of countries
Cabinet approval to issue visa on arrival to tourists visiting Sri Lanka from 39 countries will come into effect from May 1 and will continue till October 2019.
Cabinet decided to issue these visas on gratis basis as an incentive to attract tourists.The programme which is a pilot project will be effective for an initial period of six months, a statement from the Tourism Development Ministry said adding that the programme will be considered for continuation thereafter based on the progress achieved during the pilot period.
The Cabinet Memorandum in this regard was presented by Minister of Tourism Development, Wildlife and Christian Religious Affairs, John Amaratunga and received Cabinet approval on March 19 2019.a.
The countries included in the visa on arrival programme are as follows:

සුරක්ෂා රක්ෂණය 2019 වසර සදහා ක්රියාත්මක කිරීමට අදාළ ගිවිසුමට අත්සන් කිරීම ඊයේ (03) අධ්යාපන අමාත්යංශයේ දී සිදු කෙරුණා. අධ්යාපන අමාත්යාංශය වෙනුවෙන් අධ්යාපන ලේකම් නිහාල් රණසිංහ සහ අලියාන්ස් ඉන්ෂුවරන්ස් ලංකා ලිමිටඩ් වෙනුවෙන් එහි කළමනාකාර අධ්යක්ෂිකා සුරේඛා අලස් එම ගිවිසුමට අත්සන් තැබුවා.
2018 වසරේ දෙසැම්බර් පළමුවන දින සිට 2019 නොවැම්බර් 30 දින දක්වා සුරක්ෂා රක්ෂණ ප්රතිලාභ ගෙවීමට අලියාන්ස් ඉන්ෂුවරන්ස් ලංකා ලිමිටඩ් ආයතනය ඒ අනුව ගිවිසුම් ප්රකාර ව එකඟතාව පළ කළා. පසුගිය වසරේ දී සුරක්ෂා රක්ෂණය ලබා දීමේ දී ලද අත්දැකීම් සහ හඳුනාගත් කරුණු සැලකිල්ලට ගනිමින් අධ්යාපන අමාත්ය අකිල විරාජ් කාරියවසම්ගේ මඟපෙන්වීම අනුව වැඩි ප්රතිලාභ සිසුන්ට හිමිවන පරිදි මෙවර අදාළ රක්ෂණ ආයතනය සමඟ ගිවිසුමට එළඹීම සිදුවුණා.
සුරක්ෂා රක්ෂණාවරණය සෞඛ්ය රක්ෂණාවරණය, හදිසි අනතුරු රක්ෂණාවරණය, ජීවිතාරක්ෂණය ලෙස රක්ෂණාවරණ තුනකින් සමන්විත ව ක්රියාත්මක වනවා.
සෞඛ්ය රක්ෂණාවරණය යටතේ පෞද්ගලික හෝ රජයේ රෝහල්ගතවීම සදහා රුපියල් 200,000/ක් ද, බාහිර ප්රතිකාර සදහා රුපියල් 200,000ක් ද, අසාධ්ය රෝග ආවරණය සදහා රු 200,000 සිට අවශ්යතා ව සදහා වන මුදල ද, හිමිකම් ලෙස පවතියි. රජයේ රෝහලක නේවාසික ප්රතිකාර ලබා ගැනීම වෙනුවෙන් දිනක් සදහා රු 3000ක් හිමිවනවා.
හදිසි අනතුරු රක්ෂණාවරණය යටතේ පූර්ණ අකර්මණ්යතාවක් සදහා රු 200,000ක් ද, අර්ධ අකර්මණ්යතාවක් සදහා රු 150,000 සිට රු 200,000ක මුදලක් දක්වා හිමිකම් ලැබෙන බවයි අධ්යාපන අමාත්යාංශය සඳහන් කළේ.
ජීවිතාරක්ෂණය යටතේ ස්වභාවික හෝ හදිසි අනතුරු විපත් යන දෙකම ආවරණය වන අතර දෙමාපිය මරණයක දී එක් අයෙකු සහා රු 200,000ක් ද, සිසු වියෝවක දී අවමංගල්ය සහන ලෙස රු 150,000ක් ද හිමිවෙනවා. පවුලේ පාසල් යන සියලු ම ළමයින්ට මව්පිය මියයාමක දී ප්රතිලාභ ලබාගත හැකියි.
රජයේ පාසල්වල සිසුදරුවන්ටද පෞද්ගලික පාසල්, විශේෂ උපකෘත පාසල් හා ජාත්යන්තර පාසල් සහ සියලු පිරිවෙන්වල අධ්යාපනය ලබන සියලු ම ශ්රී ලාංකික සිසුදරුවන්ට ඔවුන්ගේ සෞඛ්යාරක්ෂාව සහතික කරමින්,අධ්යාපන අමාත්ය අකිල විරාජ් කාරියවසම්ගේ උපදෙස් සහ මගපෙන්වීම යටතේ සුරක්ෂා සිසු රක්ෂණාවරණයේ ප්රතිලාභ ලබාදීම සිදුකෙරෙනවා.

සුරක්ෂා රක්ෂණාවරණය සෞඛ්ය රක්ෂණාවරණය, හදිසි අනතුරු රක්ෂණාවරණය, ජීවිතාරක්ෂණය ලෙස රක්ෂණාවරණ තුනකින් සමන්විත ව ක්රියාත්මක වනවා.
සෞඛ්ය රක්ෂණාවරණය යටතේ පෞද්ගලික හෝ රජයේ රෝහල්ගතවීම සදහා රුපියල් 200,000/ක් ද, බාහිර ප්රතිකාර සදහා රුපියල් 200,000ක් ද, අසාධ්ය රෝග ආවරණය සදහා රු 200,000 සිට අවශ්යතා ව සදහා වන මුදල ද, හිමිකම් ලෙස පවතියි. රජයේ රෝහලක නේවාසික ප්රතිකාර ලබා ගැනීම වෙනුවෙන් දිනක් සදහා රු 3000ක් හිමිවනවා.
හදිසි අනතුරු රක්ෂණාවරණය යටතේ පූර්ණ අකර්මණ්යතාවක් සදහා රු 200,000ක් ද, අර්ධ අකර්මණ්යතාවක් සදහා රු 150,000 සිට රු 200,000ක මුදලක් දක්වා හිමිකම් ලැබෙන බවයි අධ්යාපන අමාත්යාංශය සඳහන් කළේ.
ජීවිතාරක්ෂණය යටතේ ස්වභාවික හෝ හදිසි අනතුරු විපත් යන දෙකම ආවරණය වන අතර දෙමාපිය මරණයක දී එක් අයෙකු සහා රු 200,000ක් ද, සිසු වියෝවක දී අවමංගල්ය සහන ලෙස රු 150,000ක් ද හිමිවෙනවා. පවුලේ පාසල් යන සියලු ම ළමයින්ට මව්පිය මියයාමක දී ප්රතිලාභ ලබාගත හැකියි.

BOI to sign lease agreement to allocate 200 acres for oil refinery this week

The Board of Investment (BOI), within this week, is expected to sign the 50-year lease agreement with Silver Park International (Pte) Ltd, a Singaporean investment vehicle owned by India’s Accord Group, to formally handover the 200 acres of land allocated for the US $ 3.85 billion oil refinery project in the Mirijjawila Export Processing Zone (EPZ), Hambantota.
Development Strategies and International Trade Deputy Minister Nalin Bandara said Silver Park International has already paid 10 percent of the US $ 4 million lease payment for the land, while the balance is scheduled to be settled within this week. He made these remarks yesterday chairing the 18th Exporters Forum, organised by the Export Development Board, at its premises in Colombo.
Speaking to Mirror Business, BOI Director General Champika Malalgoda also confirmed that the BOI will shortly sign the lease agreement with Silver Park International, as the apex investment promotion agency is currently finalising the documents for the lease agreement.
Silver Park International along with Oman Oil Company, an entity owned by the Oman government, is expected to invest around US $ 1.8 billion under phase one of the project, to construct an oil tank farm, pipeline system and other necessary infrastructure.
The first phase is expected to be completed within two years.
Under phase two, the proposed oil refinery is planned to be set up on 385 acres of land that currently belongs to the Mahaweli Authority, outside the Mirijjawila EPZ.
The BOI last month announced that Silver Park International would hold a 70 percent stake in the joint venture project, while Oman Oil Company would hold the remaining 30 percent.
Although Oman’s Oil and Gas Ministry is yet to formalise its commitment to the project, Bandara stressed that the Government of Oman has given its assurance on its interest in the project to the Government of Sri Lanka, as well as to Silver Park International.
Development Strategies and International Trade Minister Malik Samarawickrema and Petroleum Resources Development Minister Kabir Hashim are expected to discuss the details of the project with the Omani government officials, during their visit to Oman on May 4.
Bandara said Oman Oil Minister Mohammed bin Hamad Al Rumhy, who attended the groundbreaking ceremony of the oil refinery project in Hambantota, last month, had also expressed interest to invest in manufacturing petrochemical by-products such as fertiliser and polyesters.
According to him, the Government of Sri Lanka is also exploring the possibilities to acquire a 3-5 percent stake in the project through Ceylon Petroleum Corporation.
Bandara pointed out that India’s Accord Group has the financial capacity to fund the project entirely by itself, as the group’s assets are valued over US $ 7 billion.
Further, he added that Accord Group has diversified interests in utility, hospitality, education, distilleries, media, IT and many other sectors in India and across the world.
Hence, he stressed that Oman is a strategic investor in the project in terms of its technical expertise in the field and in terms of sourcing crude oil.
Reuters quoting Accord Group Chairman S. Jagatrakshakan, a former Indian government minister, reported that the group plans to get 20-30 investors on board for the 30 percent equity investment in the project, while Accord Group would bankroll 70 percent of the project by debt from financial institutions.
Bandara also said more investors would join the project in the coming months and it would drastically transform the announced equity structure.
If realised, the US $ 3.85 billion refinery project will be Sri Lanka’s largest FDI to date.
The oil refinery is scheduled to come into operation in four years and is expected to generate additional US $ 7 billion of exports per annum by exporting a minimum of nine million metric tonnes of petroleum products per year.
