According to that table total allocated expenditure for the president is 5,850,000 over the total expenditure of the government is 6,965,991,412,000. so, calculate the percentage yourself.

By the way, the presidential fund is not accounted for for those expenses, which use the incomes of the lottery board and public donations. You can check what they do with that money. Please visit this site.
