1 : 4 salary scale in state sector

Recently I was told that there is a 1:4salary scale in Sri Lankan state sector. (The ratio between the highest salary and the lowest salary in a certain department) .The private sector and many other countries are said to be having a higher salary scale. This is said to be the most significant cause why skilled people cannot be kept in state sector for long.
