Included languages: English, Czech, Danish, German, Spanish, SpanishInternational, Finnish, French, Hungarian, Italian, Japanese, Korean, Norwegian, Dutch, Polish, PortugueseBR, Romanian, Russian, Swedish, Turkish, Ukrainian, SimpChinese, TradChinese.

Language problem solved
I suppose people installing this app in an other language might have the same problem as I had.
The installation program makes two folders:
C:\PhotoshopPortable\App\PhotoshopCS6\Locales\en_US
C:\PhotoshopPortable\App\PhotoshopCS6\Locales\nl_NL(your language preference)
In each of these folders you will find a subfolder Support Files
Copy the file tw10428.dat from your language folder (I my case nl_NL) and overwrite this file in de subfolder en_US.
Now photoshop interface is in the language you chodes when installing (in my case dutch).
(If you try to change the interface-language from within photoshop it won't work even though you can picked your language)
