Do you have an account which were disabled before ? If so do not use the same web site, url, IP adress, account name, e-mail , and even the computer to apply again.

If you are applying for the first time there is something wrong with your web site. Read the program policy of adsense and develop the site. Do not get hurry to apply for adsense if you do not have few good web pages.

If you live in a developed country the story is different. I live in Canada and I can get an adsense account overnight. But I only use one account as I know playing with adsense is not easy.

I have also seen people who are selling adsense accounts. But do not get trapped. We can not cheat the big boss (Google).

Also if they do not accept you to the adsense there is an issue with the site and even if you get an account they will ban you no time. First few months with the adsense is harder. So now focus on the site . If you can send me the site I can have a look at give you the suggestions.
