    The re-scrutinised results of the 2011 G.C.E. Advanced Level Examination will be released by the Department of Examinations tonight, Education Minister Bandula Gunawardane said.

    The Minister told the Daily Mirror that he instructed the Department to do so since the Supreme Court had delivered its ruling.

    “We were ready with the results by May. Yet, the Attorney General asked us not to release them till the court ruling was announced. Now, the ruling has been given. Therefore, there is no reason for us to delay the results,” he said.

    Some 150,000 students applied for re-correction of results this time. (Kelum Bandara)

    උසස්‌ පෙළ උත්තර පත්‍ර නැවත සමීක්‍ෂණයෙන් පසු ප්‍රතිඵලවල ශ්‍රේණි වෙනස්‌වීම් 1021 ක්‌ සිදුවී ඇති අතර ලකුණු වෙනස්‌වීම් 1702 ක්‌ සිදුවී ඇත. නැවත සමීක්‍ෂණය සඳහා අයදුම්පත් එක්‌ලක්‍ෂ හතළිස්‌ අටදහසක්‌ විභාග දෙපාර්තමේන්තුවට ලැබී තිබූ අතර ඉන් ප්‍රතිඵල වෙනස්‌වීමේ ප්‍රතිශතය සියයට 0.69 කි. ලකුණු වෙනස්‌වීමේ ප්‍රතිශතය 1.15 කි.

    පසුගිය 2010 වසරේ පැවැති උසස්‌ පෙළ විභාගයේ නැවත සමීක්‍ෂණ සඳහා ඉල්ලුම්පත් 62268 ක්‌ ලැබී තිබිණි. ඉන් ප්‍රතිඵල හා ලකුණු වෙනස්‌ වීමේ ප්‍රතිශතය සියයට 1.59 ක්‌ විය.

    නැවත සමීක්‍ෂණ ප්‍රතිඵල විභාග දෙපාර්තමේන්තුව සිය වෙබ් අඩවියට (www.doenets.lk) ඇතුළත් කර ඇති අතර අයදුම් කළ පාසල් අපේක්‍ෂකයන්ගේ ප්‍රතිඵල අදාළ පාසල් වෙතද පෞද්ගලික අයදුම්කරුවන්ගේ ප්‍රතිඵල ඔවුන්ගේ පෞද්ගලික ලිපිනයන්ට ද තැපැල් කරන බව විභාග දෙපාර්තමේන්තුව පවසයි.

    The z-score has become the centre-point for one of Sri Lanka’s greatest controversies. This has been made all the more poignant as the future of thousands of students rests on this crucial issue and the public are still awaiting a credible solution from authorities.

    The Supreme Court verdict to recalculate the z-score together with an unprecedented hike in re-correction applications highlights the uncertainly that still grips most students and their parents. The Advanced Level is perhaps the toughest and most crucially competitive exams that students face in Sri Lanka due to the limited number of spots available at public universities.
    In 2011, out of around 245,000 students, only 21,000 students will make it into university. This monumental gap has created untold pressure and completion among A/L students. Unfortunately, incompetence of public officials has worsened this already tense situation, with many students not knowing for months on end whether they really have gained coveted entrance into university.
    The Education Minister and the Higher Education Minister have been passing the buck to each other and if they had worked amicably, could have perhaps solved this impasse before a concerned party took the matter to the Supreme Court. The inability of the authorities to think of the welfare of the students has resulted in them having to wait for a year for the Supreme Court verdict and perhaps longer for the clarification sought by the University Grants Commission (UGC).
    All this means that the students are still uncertain of their future and while others of the same age are starting university, they are condemned to pass the most productive time of their life waiting for the authorities to get their act together. Failure of institutions in this instance is unpardonable and the repeated refusal of the respective ministers to take responsibility for the situation created is another example of the irresponsible actions of top public officials.
    Ministers who have been appointed to protect the rights and opportunities of students have instead become the abusers of the system. A year has slipped by with excuses and recriminations exchanged between the ministers and unions, leading to another batch of Advanced Level students sitting for the exam in another month.
    If the Government is sincere about its intentions to do right by these students, they have to ensure that the z-scores are calculated in a transparent and consistent manner or the same set of problems will befall thousands of students next year as well. The importance of preventing a repeat incident cannot be overstressed as students, teachers and parents will be watchful of any indiscretions in the z-score calculations this time around.
    With such high stakes the Government needs to do better than “wishing,” which was the response by Cabinet Spokesman and Media Minister Keheliya Rambukwella when the issue was raised by journalists at a recent media briefing. Wishing is what the students are doing now, hoping against hope that their future will not be blighted by a changed decimal point. The Government is way past wishing for competence and if it does not take action, then the people might start wishing for change.

    The Ceylon Teachers Union (CTU) questions as to how the Minister of Education could say that he has no responsibility with regard to the correction of exam results.



    They raised this question in reply to a statement made by Minister of Education Bandula Gunawardana.

    ’’The Supreme court has accepted that we, the examinations department, University professors and teachers and intellectuals had carried out the evaluation of answer sheets correctly and the process related to the issuing of results was correct.’’

    ’’I must say that it is a good verdict. If a verdict was given to conduct the entire examination again, the
    future of thousands of children would have been in jeopardy. The issue is a minor one. The court believes that separate two scores should be used for the old and new syllabuses. So the University Grants
    Commission respecting that verdict will look in to the matter,’’ stated Minister of Education Bandula Gunawaradena

    ’’At a media briefing, the minister of education said that he has no problem with the court verdict. we know that in an examination results sheet, first you fill find the grade that a student obtained, then the district ranking, and island ranking on the Z-score.’’

    ’’This result sheet is issued by the department of examinations. When the Z-score is re-calculated it will have an impact on the district and the island rankings. It is the department of examinations which will issue this re-corrected result sheets.’’

    ’’This department comes under the purview of the Minister of Education. How can the Education Minister say that he has no responsibility in this regard? Whom are they trying to deceive?’’ questioned General Secretary of the Ceylon Teachers’ Union Joseph Stalin

    Statistically Authentic Z-core results for the GCE Advanced Level (A/L) Students sat for the year 2011 Examinations.

    References related to discrepancies in the results of Advanced Level examinations and a collection of articles highlighting serious impact on Sri Lankan students facing examinations.
    Students have lost confidence on the entire examinations system. There is no use in conducting advanced level examination on this manner, z-score result needs a complete review without any delay. Continuation of a wrong methodology in next year and future examinations would be disastrous for the entire nation. Correction is not difficult, this can be done in few days.

    Scientifically acceptable and accurate method of calculation of Z-scores would provide students with correct Z-score results and proper Island ranks. As far as statistical methodologies are concerned mathematical calculations provide a unique and a single figure as final calculation, it is impossible to withstand two or three different figures as the final result.

    Calculation of average z scores for subjects Physics, Chemistry and Biology could exist as one and only accurate figure, any other figure given as average z-score could be considered inaccurate. There is a well-established universally accepted scientific method for calculation of z-score.

    Statistical description of Z-score = x-µ/ σ by definition

    x is raw mark (x is the raw score for z-score calculation)

    μ is the mean of the student population.

    σ is the standard deviation of the same population.

    His Excellency President has informed Department of Examinations to be transparent and release students with Mean values and standard deviations. Her Lordship Chief Justice Dr. Shirani Bandaranayake instructed that the students should be able to understand how the Z-score was calculated and how they got selected to University admission. According to several media discussions held on this subject and inline with the figures released to panels setting future examinations, mean values for new syllabus and old syllabus based examinations are not equal. These differences were found in all subject streams, including Arts, Business studies and Science subjects. All students now request raw marks standard deviations and Mean values of their results. Students have a right to know correct results.

    First attempt. (New syllabus) Mean and Standard deviations for 2011 Advanced level examinations for biology subjects.

    Physics (Mean) 37.1 & 15.17 (Standard Deviation)

    Biology 43.7 & 15.2

    Chemistry 35.17 & 15.7

    Students obtain two A grades and one B grade could obtain following z-scores.

    First Example.

    Physics-raw marks 75 Z-score for Physics 2.49835201

    Chemistry marks 65 Z-score for Chemistry 1.90000000

    Biology marks 75 Z-score for Biology 2.05921053

    Average Z=score 6.45756254/3 = 2.15252084

    Z score result of the student= 2.1525



    Second Example.

    Physics raw marks 75 Z-score for Physics 2.49835201

    Chemistry marks 75 Z-score for Chemistry 2.53694268

    Biology marks 65 Z-score for Biology 1.40131579

    Average Z=score for three subjects 6.43661048/3 = 2.145536826

    Z score result of the student= 2.1455

    Third Example

    Physics raw marks 65 Z-score for Physics 1.83915623

    Chemistry marks 75 Z-score for Chemistry 2.53694268

    Biology marks 75 Z-score for Biology 2.05921053

    Average Z=score 6.43530944/3 = 2.14510314

    Z score result of the student= 2.1451

    Scientific community does not recognize, and not aware of any other method for calculation of z-score. However, all students who obtained A and B grade results in the first attempt were given much lower z scores and lower all Island ranks based on wrong z-score results calculated by the department, according to the fraudulent method given by the UGC. Thereby, large numbers of students were deprived of opportunities for university education. Students actually obtained z score result above 2.0 in the 2011 examinations were given absolutely wrong figures much less than 2.0, figures around 1.5 and 1.96. Thereby those students who represent an Island Ranks between 200 to 600 were erroneously placed far below 1100 in all Island ranks. Displacement by more than 700 ranks from their actual position is a grave situation.

    Best way to correct them is to recalculate according to the statement issued by Prof. R P Gunawardane, former secretary to the ministry of higher education. UGC may have to increase the uptake to accommodate more students after correction.

    In the mean time figures for the purpose of calculation of other population of students are not equal. Obviously, these results need separate calculation.

    Second and third attempts, (Old Syllabus) Mean and standard deviations.

    Physics 41.1 & 16.2

    Biology 52.8 & 15.3

    Chemistry 39.5 & 15.6

    Where there are more than twenty options in different subjects in Arts, students opted for difficult subjects which gives low mean values such as English, English literature receive very low z score values despite obtaining A grades. Those students also deprived of university education due to the erroneous method used in calculation of z scores. Second and third attempt students were severely affected in some arts subjects and Business studies (commerce) subjects, and deprived of higher education, entire result sheet is defective. As two syllabuses were not equal two examinations were held, if the syllabi were equal common examination would have been held. There are serious errors in results among the same examination as well, there are difficult papers and lower mean values in different subjects which are not equal. Students sat for difficult subjects receive much lower z-cores and a lower island rank in the same examination compared to their counterparts, in that way students were deprived of university education. Litigation issues can be propped up 5 to 10 years later, due to the fact that, students carry a wrong certificate throughout their life, in each and every future interview. Separate analysis would correct all these discrepancies that would be the biggest service done to the government and towards the younger generation to regain confidence on education system.

    The Z-score fiasco had come to an end following the order delivered by the Supreme Court last week to compute the Z-scores of the two examinations separately.


    The Court also ordered that the students intake for the current academic year should begin by October. However, there is confusion among the education authorities and by the end of the week they were preparing to go back to the court to seek clarification on the matter.

    The judgment came as a slap on the face of two ministers handling the subject of Education and Higher Education, so much so Education Minister Bandula Gunawardene told the media refuting claims by Teacher Unions which demanded his resignation, that the Supreme Court has not made any reference to him in the judgment that was delivered in favour of the petitioners.

    Sixteen Advanced Level Students and the Ceylon Teachers’ Union filed action against the Z-score assessments finalised by the authorities for University admission in the current year. Minister of Higher Education S.B. Dissanayake had apparently taken the blow and was lying low, knowing very well the implications of trying to criticise the judgment. For Minister Dissanayake it is a case of once bitten and twice shy, when he remembers how he was jailed for contempt of court by the then Chief Justice Sarath .N. Silva during the administration of President Chandrika Kumaratunga. Dissanayake who was an ardent UNP campaigner at the time gave up his UNP politics and joined hands with President Mahinda Rajapaksa after he was pardoned by him. Subsequently, the President also restored his civic rights.

    However Minister Gunawardene is still making various excuses and comments over the judgment without accomplishing the responsibilities cast upon him as the Minister of Education. The general perception among the people and the teacher population is Gunawadene who himself is a teacher had contributed toward the down fall of the education system in Sri Lanka under the United People’s Freedom Alliance regime by trying to be innovative without a proper grasp of the subject.

    Gunawardene is a good teacher in Economics but by far the worst Education Minister Sri Lanka had. He does not want to listen to anybody not even the Teacher Unions who are readily available to help him achieve his objectives in the field of education. His thinking is that singing hosannas to the Rajapaksa regime would be sufficient to save his position as the Minister of Education in Sri Lanka.

    The Supreme Court in its order had given time until October for the authorities to decide on the new intake to the universities on the strength of the Z-scores calculated separately on the two syllabuses. Nevertheless, it appears that the matter will consume more time owing to procedural delays and the Minister of Education saying that it was not the duty of the Examinations Department to do so passing the buck to the University Grants Commission.

    In the meantime, both the United National Party and the Janatha Vimukthi Peramuna (JVP) had called for the resignations of the two ministers in charge of the subject for their callousness over the matter. A large number of students lined up to enter other vocations other than the country’s universities - have been affected by the government’s insensitivity towards them. Parents and others interested in the well-being of the students have called for stricter measures against the bureaucrats who are responsible for this mess up.
    Other than the Z-score controversy, the country is agog with the news of the government’s decision to hold Provincial Council Elections for three provinces before the end of its term. The three provinces are North Central, Sabaragamuwa and Eastern which have already been dissolved by the respective Governors of the area concerned, on the advice of the Chief Ministers of the Province

    විෂය නිර්දේශ දෙකේ ඉසඩ් ලකුණු වෙන වෙනම ගණනය කර එකට පෙළගස්‌වා විශ්වවිද්‍යාලවලට සිසුන් ඇතුළත් කරන්නේ ද නැතහොත් විෂය නිර්දේශ දෙකේ සිසුන් ප්‍රතිශත වශයෙන් ඇතුළත් කරන්නේද යන්න පිළිබඳව ප්‍රතිපාදන කොමිෂන් සභාව තවමත් සාකච්ඡා පවත්වමින් සිටියි. විභාග දෙපාර්තමේන්තුව හා ප්‍රතිපාදන කොමිෂන් සභාව අතර පෙරේදා (02 වැනිදා) සවස ද මීට අදාළ සාකච්ඡාවක්‌ පැවැත්වූ අතර එහිදී කොමිෂන් සභාව ස්‌ථිර තීරණයකට පැමිණ නැත.

    ඉසඩ් ලකුණු වෙන වෙනම ගණනය කර එකට පෙළගස්‌වා විශ්වවිද්‍යාලවලට සිසුන් තෝරා ගැනීම නිවැරැදි ක්‍රමය බව විභාග දෙපාර්තමේන්තුව මෙම සාකච්ඡාවේදී දැනුම් දී තිබේ. එහෙත් ප්‍රතිපාදන කොමිෂන් සභාවේ නියෝජිතයන් සියලු දෙනාම ඊට එකඟතාව පළ කර නැතැයි විශ්වාස කටයුතු ආරංචි මාර්ග කීවේය.

    ශ්‍රේෂ්ඨාධිකරණ නියෝගය දී සතියකට අධික කාලයක්‌ ගත වී ඇතත් ඊට අදාළව ප්‍රතිපාදන කොමිෂන් සභාව කිසිදු ක්‍රියාමාර්ග නොගැනීම පිළිබඳව ගුරු වෘත්තීය සංගම් නියෝජිතයෝ ද විරෝධය පළ කරති. මෙම තත්ත්වය මත උසස්‌ පෙළ සිසුන් දැඩි අපහසුතාවකට පත්වන බව ද ඔවුහු පවසති.
