AliExpress used to use a shipping system where individual orders from many Sri Lankan buyers were grouped into one large shipment. (AliExpress Standard shipping, AliExpress selection standard shipping)

On the government's side, once this bulk shipment reached SL it was weighed and then taxed based on its total weight (a flat rate of 800LKR per kilogram).

This weight based system was heavily exploited by bulk importers, causing the government to lose a significant amount of tax revenue. To stop this the government eliminated the bulk taxing system effective from July 7th.

Now a new system is used where each item in the shipment is taxed individually based on its specific category identified by an HS code.

This means different types of products have different tax rates (e.g., electronics are taxed at 27.5%, car parts are taxed at 36% etc).

As a result the old weight based shipping methods were no longer feasible.

In response, on July 7th, AliExpress raised almost all "choice" items' price by 50% and halted AliExpress standard and selection standard shipping methods for many items.

Then September 25th AliExpress applied a flat 50% tax on all "choice" items on top of that 50% increase.

From this 125% increase they pay the specific tax required by the government for each item (usually 10% - 30%) and keep the difference.

They have restored the shipping methods and the tax applied on the item itself too will also go away hopefully

But the 50% flat rate prepaid tax won't go away unless the government implements a de minimis tax exemption for personal imports

The government doesn't even get that 50% we're forced to pay, for example the tax on laptops and smartphones is 25.5%

The problem is there's no way for AliExpress to calculate the right tax for each and every item based on the HS code so they just slap a 50% tax on everything
