Anyone know a good network shaper?

I'm looking for a Network shaper, where I can prioritize processes (or programs) on network bandwidth usage.

I want to assign low priority to Internet Download Manager and uTorrent (i.e. downloading) and high priority to Firefox (i.e. browsing) so that I can browse without any delays.

Does anyone know any programs which does this? I haven't been able to find one.

P.S.
I don't want to manually set a limit to those processes. I want to make use of all the network resources as well.

I thought NetLimiter could do that. But it doesn't intelligently do the job, by utilizing the max bandwidth.

Still, this is not what I want. I don't want a monitoring software. I just want something that can control the priorities of network bandwidths used by each program.

NetLimiter doesn't still support this. They say that this feature is coming in the next build. I can't wait for that to happen.
