Well...i use Tigo! With per second billing and totally incoming free for a daily rental of 6 rupees its very cheap! And really its per second! Cool! And mobitel smart 5 is very good too!

Mobitel, because that is what I'm using. If they could remove the GPRS connection fee (that Rs.2, not the Rs.0.02 per kB), then they would be even better. (That's the only thing I want from Dialog)
