How can someone give a definitive answer to this?
Certain OSes are good for certain things, but they suck in other area. Good example is Linux. It is free and it has a lot of apps, but can't run games or professional applications.
Windows has the best app compatibility, but it sux in certain areas because the problems we see and the problems Microsoft sees are different. They have full jurisdiction on modifying their OS.
Apple is great too, but suffers from the problems Linux is facing.
You can't really say what is the best. But probably OSX is the best for a casual, non-hardcore PC user.
