Best time to travel to NE this Friday by car (Nov 3rd 2017)

can you suggest me the best time to travel to Nuwera Eliya Town this friday, Nov 03rd by Car?

i thought to leave from Peliyagoda at 2.00 am in the morning, hoping to reach the NE town by 7.00 am

And a nice place to have lunch and dinner in the NE town ?

Mist and the rain might cause driving at night bit dangerous..but the road is good ne..normaly if u leave morning ..i dnt think it wil take lot of time for you to go to nuwara eliya..
