EF" is just a brand name, like the Chrysler Cordoba. What does "Cordoba" mean? Well, it doesn't mean anything. It's just the name of one of their product lines. (Corinthian leather!)

Every lens Canon has made since 1987 bears the EF moniker, with the exception of their tilt-shift lenses (since they lack autofocus), and the new EF-S lenses designed for digital crop sensors like the one in your 50D. All of these lenses will work fine on your camera.
But wait, there's more! Canon's bayonet lens mount is casually referred to as the "EF mount". The mount is the metal ring on the camera between the lens and the sensor. Obviously if a lens wasn't designed to fit the metal ring, it won't attach and you won't be able to take pictures with it. Sigma, Tamron, Tokina, Carl Zeiss and other third-party manufacturers all make lenses that are compatible with the EF mount, but since "EF" is trademarked, these lenses don't have "EF" in front of their names. They will usually work precisely the same as one of Canon's regular EF lenses, and often cost less.
The lens you're talking about is the Canon EF 50mm f/1.8 Mark II. It was just written in two different ways. It's the same lens. In my experience it makes a good portrait lens on a crop body, but at an equivalent focal length of 80mm, it's probably too long for general purpose photography.
