Can any one reverse engineer fuel cell to make hydrygon from Water ? the process in the vehicle is pump hydrygon to fuel cell by combining with oxygen it makes water. Powers the vehicle. Can some do reverse engineering?

You don't have to reverse engineering fuel cell. If you google bit there are lots of information about how to make your self. Hear few links you can take a look.

If you try be care full hydrogen burn easily, specially if you make brown gas (explosive)
