he can't do alone. he needs support from Air force and Navy. But if all 3 agree yes they can take over the power. MR tried that in 2015. and apparently army agreed on it. it was navy and air force and some higher commanders in army who oppose it.
Shavendra is a pupet of Gota so it's less likely. Only thing is some other regiment leader can do it.
