You could by a TV Tuner with Capturing capabilities for as little as Rs.3000, but a high end capture card will go well beyond a USD1000.

u can get a TV card that has a capture card less than Rs:4000 thats the cheapest capture card u can get, if u need a capture card for pro jobs then it will start from 15000 (not sure)
