ECONOMYNEXT – Sri Lanka has issued Request for Proposal (RFP) for China’s state-run Sinopec and Singapore-based energy firm Vitol after evaluating seven bidders to build the country’s largest refinery with a minimum investment of $4 billion, the island nation’s Energy Minister Kanchana Wijesekera said.
Sovereign debt defaulted Sri Lanka has been struggling to attract foreign inflows. The refinery is part of a strategy to attract more foreign investments into the bankrupted nation.
Sri Lanka received seven responses to an expression of interest (EOI) to build the export-oriented oil refinery in Hambantota, in the island’s Southern coast of Hambantota and next to a Chinese-owned port.
Grant & Shearer Ltd from Nigeria, Sinopec from China, Petrichor Capital from Malaysia, Vitol Group from Singapore, Martin Tejarat from Iran, Dandeniya Engineering Sales and Service Syndicate, a local-based company and Sri Lanka’s Harree Management with UAE’s Marka Invest had submitted their EOIs..
“Once the evaluation committee went through the initial evaluation, they saw that only two proposals can be implemented according to the technical and financial capabilities. So they had to initially pass through a certain criteria to be able to get an RFP. So those two companies are issued RFPs,” Wijesekera told a media briefing on Tuesday (04).
“Once they give back the RFPs, then they will be evaluated. There is no restriction on the capacity. That is up to the company to decide. We have only given a minimum amount of investment. The minimum investment if at all it is around $4 billion.” (Colombo/July 04/2023)

ආගමික ස්ථාන හා කර්මාන්ත අංශයට එම විදුලි මිල සංශෝධනයේදී සහන ලබාදීමට කටයුතු කළ බව පෙන්වා දුන් අමාත්යවරයා නව පුනර්ජනනීය විදුලි ව්යාපෘති ආරම්භ කිරීමට අවශ්ය පරිසරය මේ වන විට නිර්මාණය කර තිබෙන බව ද පැවසීය. විදුලිබල හා බලශක්ති අමාත්ය කංචන විජේසේකර මහතා මේ බව සඳහන් කළේ "ස්ථාවර රටකට සැවොම එක මඟකට" මැයෙන් අද (04) ජනාධිපති මාධ්ය කේන්ද්රයේ සංවිධානය කර තිබූ මාධ්ය හමුවට එක්වෙමිනි.
අඛණ්ඩ ඉන්ධන සැපයුම සඳහා ඛනිජ තෙල් සංස්ථාව ගිවිසුම් ගත වූ සමාගම් දෙකෙන්, එක් සමාගමක පළමු ඉන්ධන නැව මේ මස අවසානයේ මෙරටට පැමිණෙනු ඇති බවත් ඒ සමඟ නව සැපයුම් කරුවන්ගේ ඉන්ධන බෙදාහැරීමේ මෙහෙයුම් කටයුතු ආරම්භ වන බවත් විජේසේකර මහතා සඳහන් කළේය.
මූල්ය අර්බුදයට ලක්ව තිබූ විදුලිබල මණ්ඩලය හා ඛනිජ තෙල් සංස්ථාව ජනාධිපතිවරයා ප්රමුඛ ආණ්ඩුව ගෙන ගිය වැඩපිළිවෙළ හේතුවෙන් මේ වන විට මූල්ය ස්ථාවරත්වයක් දක්වා වර්ධනය වෙමින් තිබෙන බවද අමාත්යවරයා ප්රකාශ කළේය.
