Is this the beginning of another series of lockdowns throughout the world?

It was there for a long time and a mutation gave it an increased ability to affect mammals like horses, dogs etc. Now a spillover happened from the avian strain to humans. Many subtypes of bird flu in fact jumped across to humans.... H5N1, H7N9, H5N6, H5N8 and now H3N8.
