usually we dont need to remove the dust inside the cpu cauz it doesnt make a different in profomance compairing to the risky to remove and fix them, again, however machan never ever use liquid to clean a mother board + dont touch anything with fingers cauz a single fingerprint would short circuit but it wont harm but it will affect later .anyway use a blower to clean the mother board .

This is not quite correct. dust on Fans and heat sinks does effect the CPU since an accumulation of dust makes the fans turn slower as well as the block the heat sinks from dispensing heat.

    Or use a vacuum cleaner.

Both are at electrical items shops. No need to by any special blowers or vacuum cleaners. Standard ones will do just fine.
    No idea about the prices.

machan machan that dust is not bit particals that we can see they are like small nano's so it will not affect the activation of a fan, besides dust will only be on grip and make it smooth so it cant make a grip its very very small

So NOT TURE!!! Most of it!!!

Although your PC would work even it has a lot of dust its best you clean them up at least once in every 6 months or even an year would suffice under normal room conditions...

And you dont need to REMOVE CPU, HSF and all component each time you clean it... because the part where HSF and CPU touch each other will never get dusty at all.. you can use a normal hair dryer to blow out the dust...and then use a vacuum too if you like...

And a Single Finger print could ruin a motherboard? never heard of that in a while.. I think talking about the static electricity.. make sure you discharge your self 1st before you touch anything...

Looks like you havent opened up a PC in a while. A running PC gathers a considerable amount of dust within 3 to 4 months under normal house hold or normal office environments.
This is a very visible layer of dust. and not some invisible layer of cosmic dust.
I have seen Both CPU fans and Casing fans as well as Power supply unit fans fail due to heavy coat of dust on the fan blades.
