You dont need to have a static IP but its better to have one.
More important is the bandwith and upload speed.
For setting up a web server all you need is a webserver software. If you plan to use ASP or .NET scripts the n you will have to use IIS on a Windows server or if you plan to use plain html or PHP you can use Apache web server on Linux or Windows.
