Creating A web Site...........

Normally this is what i follow,
1. Take a blank paper and write down all the stuff i wanna put in the website.
2. Take another blank paper and start drawing a website diagram.
3. Start creating a design layout for the website. I might check some website templates to get some ideas. Normally i check these websites,
4. Start implementing the the design.
For a very beginner i would say use, the NVU [Link to download NVU] and then after sometime start using COldFusion or Aptana[Link to download Aptana]
Also try learning about CSS [Link to tutorials] and some PHP and JAVA Script [A good java freeware JAVA script website]too.

u have two many options.
If u want to update your website frequently, you should use a blogging software like (WordPress, Blogger).
Else, Do as KishanW says and start from scratch.
