TRC ekata nam cost ekak na. Tax will depend on the phone type and value. If it's a chinese thing the tax would be around 1500. But if it's like Nokia/SE well known brand it's going to be a bit higher.

How much did you pay for the phone? Make & Model?

I hope the seller has undervalued it a bit. Assuming the price tag of LKR22,000, take about Rs. 5000 with you. I think it should be enough. Be polite to the customs officer and try to show that you're a little child or so... if it works you'll be charged less
