DESHAMANYA & DOCTORATES - HONORARY AWARDS

Just want to find out on what grounds Deshamanya & Doctorate Honorary Awards presents to persons in Sri Lanka.

Because recently I got to know that a person whom known to me has awarded Deshamanya & a Doctorate Honorary Awards by Malwathu-Asgiriya chapter. But this person has not even passes his A/L exam and doesn't have any other qualification.
