1st ask your campus friend to give a call to Dialog Customer care and terminate the account and reason is lost the SIM + Phone. Say this happened about 3 months ago. Didn't realize that have to pay the rental even when its not in use.

Just for the safe side do a statutory declaration and send it to Dialog Head Quarters with a cover letter. Keep a copy with you. Then they will wave the rental and should issue your friend with a new SIM if he still request for it.
