No it can be HSDPA under these confitions

1. When u conect to a tover that dot many users connected in same time
2. after exseding 6gB limit
This is case must b 1st one
I dd experience this was in Kotte
its v hard 2 get good speed aftre 8
you can swich to GPRS prefer mode then ul get better band with than this in this situatin....Try it
