ebay refund

I purchased some electronic items frm ebay. But some of them were not working. At the end seller agreed to refund part of the payment keeping the value of working units.

Bt I need help of following things

he is asking 3 more days to refund but then 45 days are over ...
so will it be a problem ???

after 45 days can I give negative feedback or open case to get my money????

can somebody help me.....

Open a case now and negotiate with the seller through the case. Then you can always escalate the case to ebay customer support if you are not satisfied.
