dude education minister don't check everysingle paper one by one before handing over them to the students
no time plus it's not pratical as well
minister has appointed particular ppl in making papers and have given them authority to make the papers and well as supervise them

and if you think education minister is on stakes then the president mahinda rajapaksha shud be on the threatning as well

anyway minister in charge is responsible for the fault...he should have put measures to prevent theese kinda faults....and he should have formed a qualified pannel to write books for the children...someone may say , the minister in charge is not responsible..if so y do v need a minister for the particular subject if he is not responsible for the operations in his department...minister in charge is responsible for every single process,fault within the department..
