This isn’t an original technique. I learnt it from a tutorial that I read a year or so ago.
However I will add on techniques I have learnt myself to help you use photoshop much faster and efficiently.
Ok ill cut the crap.
This will only take 4 seconds to do after you have tried it out once.
First, open the picture you want to add an effect to, to Photoshop. Then unlock the background layer. If your using photoshop CS3 you can just hold down “ALT” and double click on the background layer. Then duplicate the layer. You can do so by dragging the layer on to the “create new layer” icon at the bottom.

Then select the new layer that you just made (the one on top) and follow the path:
Filter -- Blur -- Gaussian Blur
To add a Gaussian blur to the picture. At this step you will get a window as so:

Adjust the settings in it according to the above screenshot. And hit OK. Later on you can mess around with the setting to add or reduce the effect.
Having the blurred layer selected click on the drop down menu which by default should say “Normal”. Then select “Overlay”.

And that’s it. Your effect has been added:

You can go a bit further by choosing “Darken” instead of “overlay”, to give this:
