Here is the Tool

U can Smooth the Shape also...After Drawing it..Right Click on the Layer on the layer pallete and go to Blending Options And Do the Modifications and see...U'll Learn...

bOX ekata Fill ekata white colour dunna and Inside Stroke ekak dunna again with white.

Eeta passe Box layer eka select karala Opacity eka adu kara to get the Transparent Look
