Also there is another way to do this.

1. Right click Computer -> Manage
2. Collapse "Local Users and Groups"
3. Click on Users
4. On the right hand side pane, right click on Administrator, click Properties
5. Uncheck "Account is disabled"

Also you can give administrative powers to users by adding them to different groups such as administrotors, power users, backup operators..
