Engineering degree can be obtained from college or university. However to work as a engineer, you have to register in a regulatory body (which evalutes your degree to BSc degree requirements).
you CANT work with "software engineer" title without registering in a regulatory body . 


The term "engineer" can not be used. If used without permission, you will get in to jail.


Similarly a company cannot practice engineering without registering in a regulatory body or use the term "engineering".
Without minimum qualifications (including academic requirements, equivalent degree), he or she cant call as a "engineer", although someone is highly talented/ exceptional/very capable in software engineering.
