There is digital download, u can DL after buying or can apply a retail key to download..
And No u don't need to buy the game to play most MP, still it's risky and no customer support and further more need to worry when u gonna get bust

I finished resistance campaigns and now in security campaign 3rd map tried it three times but couldn't finish 
So gave it up. Now playing section 8 until I get finished downloading witcher 2.

It was common issue, Im pretty sure ur graphics card supports atleast OGL 3.1, although you might have not update ur GL drivers, Search in Bathesda forum, lot of people are complaining Radeon 4xxx series doesn't run the game and having same problem.. Try updating the GL drivers!
You can find your existing driver version here:
Control pannel > Personalization > Display Settings > Advanced Settings... > Catalyst(TM) Control Center >
