Those guys are tryng to help her by stop the bleeding.
The video is of a girl got shot during the protests in Iran.
This has nothing to do with Islam or its laws.
BTW, there's no proof at all that the video is form Iran or that girl is 16.
From the way she's dressed I'd say this is a video from war time Bosnia.

This may be fake

The people seem to be helping her, not hurting. Seems like the victim was hit by a vehicle as no apparent wound is on body. May be an indirect fire hit her on the back of her head.

If i'm right, i can see some body dropping blood on her face. This may be something else (I may be wrong), i'm no medical expert but blood cannot come out so quickly.

Reminding that how many countries need Iran f***d up, i'm not sharing these videos with anyone, as this could be fake as what they showed about Pudumathalan no fire zone. But i guess something is happening, but Iran can solve it by themselves : Always remember that Iran is one of our best allies.

Sniper fire? THIS IS BS

1.I don't think it was a sniper fire .... any war expert will say that to you after watching the video. Why the f**** they waste bullets on 16-year old girl? (I guess you note that a single fire gives away the sniper's position) which could have used only on armed mob, why there are many others attcking the forces, you can use sniper on them.
