The points you have to realize is,

1. Buddhism is against killing of all beings

2. Sri lanka has an Indo-Aryan culture, where cattle used to be an integral part of day today life. Still 99.9% of us drink cow's milk, not goats, camel's or monkey's. Killing cows has cause the dairy production to drop drastically and we have to import milk which is "fortified" with melamine as a result. Protecting cattle is thus a paramount importance when the amount of money it will save is taken in to account.

3. Buddhist monks protested against inland fishing program as well. If you were old enough to remember 1989, monks protested againsr President R premadasa when he launched the inland waters fishing project
