A fan theory.After the fall of Byzantine empire, which lasted more than a thousand years and was the true succesor of Roman empire, the legacy of Byzantium and, therefore, Rome transferred to Russia by the byzantines after the fall in 1453 because of the same faith culture and royal marrigages. So Russia today with the fall of soviet union continues to be the succesor state of Roman empire and Moscow the third Rome!
