Check out the Menu of the Monitor and try to set it default settings
maybe you can find the Blur adjust bar so reduce it until fix it
maybe it cause due to the VGA sux so better check your his/her system on with another Monitor ,you may use your monitor for that in fact you seem to help him/her hardly
