ASUS vento(PSU+Casing) is 17K
Asus power supplies are not renowned because there are so many Tier 1 manufactures such as Antec, Enermax, Coolermaster, Thermalright etc. But for us, the Asus ones are the closest to those PSUs from Tier 1 manufacturers.

well not into games so not for gaming, normal uses plus video editing,so wuts the best thing i can get for that price
So integrated video will do?

Then you better go for a Core 2 Duo E6300, a motherboard with Intel G965 chipset, 1GB DDR2-667, 160GB HDD, 18x DVD burner, 17" CRT, 500W power supply + case, 2.1 speakers, keyboard and mouse. That should pile up 80k. :)

Going for an LCD will require your budget to be increased by another 10k at least. Otherwise you will have to downgrade the other parts, such as a Intel G945 based motherboard, which will not have good integrated video like G965 has. You should never go below 1GB RAM these days. So you can't cut your expenses from that end. Maybe you can go for 160GB HDD, but I don't think that's enough either. IMO, you can't change much from my previous list.

well i do have some eye probs with crt monitors gives me headaches....
ok lets stay with that list but wut bout the brands
If LCD is a must, then you will have to go for a Pentium D :(

Brands?
CPU is Intel :D
Motherboard is Asus, MSI, Gigabyte or Intel, but if you don't overclock (ever), go for an Intel (MSI's are the cheapest I believe, and the only affordable one besides an Intel)
RAM is Kingston
Hard disk should be either Seagate, Western digital, Hitachi (in reducing level of preference)
DVD Burner should be either Liteon, Benq, Asus or Sony
Monitor should be a Samsung
Keyboard/mouse should be Logitec
