The Ministry of Tourism had taken measures to allocate a special zone at Hikkaduwa for a beach festival where laws and regulations of the country were not cared for. The festival was named ‘Hikka-2009’ and arrangements had been made for participants to have maximum entertainment and enjoyment. The festival organized to attract tourists to the country was opened to local youths as well.
A leading telephone company had sponsored the festival where youths of both sexes were able to consume any amount of liquor and indulge in various activities. A firm that imports cigarettes had distributed cigarettes freely.
The festival held between 30th of July to 2nd August had been organized by the Ministry of tourism. Despite government’s and ‘Mahinda Chinthanaya’s stand on ‘Mathata thitha’ (halt to alcoholism) the participants, mainly youths, had been on the booze throughout the ‘special zone.’
Most of the young women participating in the festival were adorning garments that covered very little of their anatomies countering the government’s proposal to develop Sri Lankan culture by banning ‘adults only’ films.
The residents in the area said they tried to stop the festival from being held but failed as the government was firmly behind the organizers of the festiva
